Discuss and consider approval of the purchase of a Medium Duty Dump Truck TB Resolution No. 2014- 212: Approval of the Purchase of Medium Duty Dump Truck Whereas, the Town of Ithaca Public Works Department has identified the replacement of a 2006 Medium Duty Dump truck within the 2015 Budget, and Whereas, the Public Works Department "piggybacked" on a publicly advertised bid by Onondaga County for the replacement of this piece of equipment, and Whereas, Stadium International Trucks, 105 7th North Street, Liverpool,NY 13088 was awarded the Onondaga County Bid, and Whereas, the replacement cost of the vehicle, truck body, Plow and sander is in the amount of $114,876.00, which exceeds the budgeted amount of$100,000, and Whereas, the 2015 Town of Ithaca Fleet/Equipment budgeted amount, $752,000 will not be exceeded, and Whereas, this approval is a Type II Action pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act, because the approval is for the purchase of equipment, and thus the purchase approval is not subject to review under SEQRA, Resolved, that the Town Superintendent of Highways is authorized to award the bid to Stadium International Trucks for the "Medium Duty" dump truck for a total cost to the Town not to exceed $114,876.00, which cost shall be incurred in 2015. Discuss and consider approval of the purchase of an additional Medium Duty Dump Truck TB Resolution No. 2014 - 213: Approval of the Purchase of an Additional Medium Duty Dump Truck TB Meeting December 31, 2014 Pg. 1 Whereas: the Town of Ithaca Public Works Department has identified the need for an additional vehicle to be used for Water and Sewer maintenance work, which additional vehicle was identified within the 2015 Budget, and Whereas: the Public Works Committee considered and supported the request at the March 18, 2014 meeting, and the additional vehicle was included in the adopted 2015 Town of Ithaca budget, and Whereas: Public Works has received quotes from three suppliers, utilizing other municipal bids and all three exceeded the approved budgeted amount of$85,000, and Whereas: Stadium International Trucks, 105 7t'North Street, Liverpool,NY 13088, "piggy backing" on the Onondaga County Contract has provided the low quote of $99,501.00 for the cost of the vehicle and truck body, which exceeds the budgeted amount of$85,000, and Whereas: the 2015 Town of Ithaca Water and Sewer Reserves, divided equally, are sufficient to cover the increase, and, Whereas: this approval is a Type II Action pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act, because the approval is for the purchase of equipment, and thus the purchase approval is not subject to review under SEQRA, Resolved: that the Town Superintendent of Highways is authorized to award the bid to Stadium International Trucks for the Medium Duty Dump truck for a total cost to the Town not to exceed $99,501.00,which cost shall be incurred in 2015. Discuss and consider approval to create a sick bank for an employee TB Resolution No 2014-214: Approval to Create Sick Bank for Shannon Hoppes Whereas, the Human Resources Manager recommends the creation of a Sick Bank for Shannon Hoppes under the Family Health Related Leave, which employees can donate a one-time amount up to 40 hours of their sick time to Shannon; and Whereas, the sick time donated shall be used solely for the hours that Shannon is out of work under a Family Medical Leave recovering and providing care for her newborn child; now, therefore, be it Resolved, the Town Board of the Town of Ithaca hereby approves the creation of a Sick Bank for Shannon Hoppes, in which employees can donate a maximum of 40 hours of their sick time; and be it further Resolved, the employees donating time will abide by the Donation of Sick Time policy and complete the Leave Donation Authorization Form, and be it further TB Meeting December 31,2014 Pg. 2 Resolved, that the Sick Bank for Shannon Hoppes will be dissolved when the Family Medical Leave ends without further action by the Town Board. Moved: Tee- Ann Hunter Seconded: Pat Leary Vote: Ayes—DePaolo, Howe, Levine, Leary, Engman, Hunter and Goodman 5. Discuss and consider approval of a temporary salary adjustment for an employee Ms. Drake explained the circumstances for the increased hours and responsibilities for the clerk while the other clerk is out on leave. Mr. Goodman moved to increase the adjustment from $50 to $75. The mover and seconder approved the change. TB Resolution No.2014-215: Approval Temporary Salary Adiustment—Court Clerk Whereas, Shannon Hoppes, Court Clerk will be out on leave for six to eight weeks in the beginning of 2015; and Whereas, Penny Grant, Court Clerk, is running the office with only part time help from Melody Lombardo, Court Clerk—Town of Lansing, until Ms. Hoppes can return; and Whereas, the Human Resources Manager recommends increasing Ms. Grant's salary$75 per week temporarily during the weeks Ms. Hoppes is out on leave; Whereas, the Personnel and Organization Committee has reviewed the request and recommends the approval of the temporary salary adjustment for Ms. Grant; now, therefore be it Resolved, the Town Board of the Town of Ithaca does hereby approve the temporary salary adjustment of$75 per week for Penny Grant, Court Clerk, effective the week Ms. Hoppes goes out on leave and continues until Ms. Hoppes is released to full duty. Discuss and consider appointment of a part-time temporary employee TB Resolution No. 2014-216: Appointment of Melody Lombardo as Part-Time Temporary Court Clerk Whereas, Shannon Hoppes, Court Clerk will be out on leave for six to eight weeks in the beginning of 2015; and Whereas, Melody Lombardo, Court Clerk—Town of Lansing, possesses the necessary knowledge and skills to temporarily aid the court office while Ms. Hoppes is out on leave; and Whereas, the Personnel and Organization Committee has reviewed the request and recommends the appointment of Melody Lombardo as a temporary part time Court Clerk for a maximum of 10 hours per week while Ms. Hoppes is out on leave; now, therefore, be it TB Meeting December 31, 2014 Pg. 3 Resolved, the Town Board of the Town of Ithaca does hereby ratify the appointment of Melody Lombardo as a Temporary part time Court Clerk to work until Ms. Hoppes returns from leave, not to exceed a total of 10 hours per week, at the hourly wage of$20.00, from account number A 1110.110, no benefits apply. Approval of Town of Ithaca Abstract Moved: Tee Ann Hunter Seconded: Pat Leary Vote: Ayes—Hunter, Leary, Levine, DePaolo, Engman, Goodman and Howe TB Resolution 2014 - 217 a: Approval of Minutes of December 8, 2014 Whereas, the draft Minutes of the December 8, 2014 meetings of the Town Board have been submitted for review and approval, now therefore be it Resolved, that the Town Board hereby approves the submitted minutes as the final minutes of the meeting December 8, 2014 of the Town Board of the Town of Ithaca. Mr. Engman reported that the contract for the IO to update the Watershed Study has come in and they are waiting on approval for a sole-source contract. Mr. Bates reported that the State has mandated that all commercial buildings have CO2 detectors in place. STBOA is filing a complaint with the State because there are no details in the regulation defining any parameters for the detectors or who is responsible for regulating them. 8.
