HomeMy WebLinkAboutTB Minutes 1987-08-03 TOWN OF ITHACA SPECIAL BOARD MEETING August 3, 1987 At a Special Meeting of the Town Board of the Town of Ithaca, Tompkins County, New York, held at the Town Offices at 126 East Seneca Street, Ithaca, New York, at 12:15 P.M. , on the 3rd day of August, 1987, there were: PRESENT: Noel Desch, Supervisor Henry McPeak, Councilman Shirley Raffensperger, Councilwoman Marc Cramer, Councilman Gloria Howell, Councilwoman Robert Bartholf, Councilman Patricia Leary, Councilwoman ALSO PRESENT: John Barney, Town Attorney Deborah Dietrich, County Board of Representatives PLEDGE OF ALLEGIANCE The Supervisor led the assemblage in the pledge of allegiance. AUTHORIZE ADVERTISING FOR BIDS FOR PHASE I OF THE PROPOSED WATER IMPROVEMENT AREA TO BE KNOWN AS THE TOWN OF ITHACA WATER SYSTEM BENEFITED AREA - 1987 Supervisor Desch stated that he had held a meeting with the five Property owners on Trumansburg Road that were not included in the Proposed improvement. He explained in detail the reasons for the exclusion including high cost per household. Councilwoman Raffensperger noted that she had also received a telephone call on behalf of these property owners expressing their concerns about not being included in the proposal. Supervisor Desch went on to say that Phase I was a portion of the whole project. The remainder of the project, water and sewer for West Shore and water for the portion of East Shore that was recently annexed to the Town will be bid in Phase II. RESOLUTION NO. 150 Motion by Councilman Cramer; seconded by Councilman McPeak, RESOLVED, that the Town Board of the Town of Ithaca hereby authorize the advertising for bids for Phase I of the proposed water improvement area to be known as the Town of Ithaca Water System Benefited Area - 1987, consisting of the construction of approximately 9,825 linear feet of 8-inch and 4,050 linear feet of 12-inch water mains including valves, fittings, hydrant connections, water services, and appurtenances, and a hydropneumatic booster pumping station. (Desch, McPeak, Raffensperger, Cramer, Howell and Bartholf voting Aye. Nays - none) . Town Board 2 August 3, 1987 AUTHORIZE ADVERTISING FOR BIDS FOR PHASE I OF THE PROPOSED SEWER IMPROVEMENT AREA TO BE KNOWN AS THE TOWN OF ITHACA SEWER SYSTEM! BENEFITED AREA - 1987 RESOLUTION NO. 151 Motion by Councilwoman Raffensperger; seconded by Councilman Bartholf, RESOLVED, that the Town Board of the Town of Ithaca hereby authorize the advertising for bids for Phase I of the proposed sewer improvement area to be known as the Town of Ithaca Sewer System Benefited Area - 1987, consisting of the construction of approximately 13,500 linear feet of 8-inch gravity sanitary sewer • mains including manholes and house service laterals. (Desch, McPeak, Raffensperger, Cramer, Howell and Bartholf voting Aye. Nays - none) . Councilwoman Leary arrived at this time. CHANGE IN BEGINNING AND ENDING HOURS FOR HIGHWAY EMPLOYEES DURING THE MONTH OF AUGUST Councilman Cramer stated that the Highway Committee recommends the proposed change in hours for the month of August because of the very hot and humid weather. RESOLUTION NO. 152 Motion by Councilman Cramer; seconded by Councilman Bartholf, WHEREAS, the Town of Ithaca Highway Department employees are paving and patching Town highways, and WHEREAS, paving projects have become extremely difficult for the employees because of the excessive heat the Ithaca area has experienced lately, and WHEREAS, the Highway Committee has studied the problem and now recommends that the employees be allowed to commence work one hour earlier so that paving projects can be completed during the coolness of the morning hours, NOW THEREFORE BE IT RESOLVED, that the Town Board of the Town of Ithaca hereby authorize the Highway Department employees to commence work at 6:00 A.M. and to end their work day at 2:30 P.M. , during the month of August. (Desch, McPeak, Raffensperger, Cramer, Howell, Bartholf and Leary voting Aye. Nays - none) . HOSPITAL ACCESS ROAD Supervisor Desch distributed the following proposed resolution, noting that the bids received exceeded the money available and, therefore, the project would need to be rebid: WHEREAS, by previous action the Town of Ithaca agreed to provide administrative, design, project management and land acquisition services at an estimated cost of $25,000 toward the construction of the new Hospital Access Road, and Town Board 3 August 3, 1987 WHEREAS, bids have been received on the construction of said road and new estimates indicate that the project cost will exceed the monies available, and WHEREAS, the other parties involved with the project have agreed to increase their participation in the project as well as realign the portion of the street previously designed through the Ball property, NOW THEREFORE BE IT RESOLVED, that the Town of Ithaca will increase its level of in kind services to $35,000 with the understanding that the landscaping, estimated to cost $15,000, is included in the overall project cost of $160,000 and may be accomplished by the Town over a five year period, and FURTHER, with the understanding that the other parties agree to increase their shares to make up the remainder of the project cost of $125,000. The recommended allocation would be as follows: Town of Ithaca $ 35,000 Community Hospital 45,000 Tompkins County 50,000 Professional Building 30,000 $160,000 Supervisor Desch stated that action on the resolution would be considered at the August 10th Town Board meeting. HEATING AND AIR CONDITIONING FOR TOWN HALL Supervisor Desch also distributed a proposal from William F. Albern of HC Yu and Associates, Consulting Engineers, which will also be considered at the August 10th Town Board meeting. It involves a design cost of $1,500 for in kind replacement of the HVAC systems. WEST HILL PROPERTY OWNERS Supervisor Desch presented to the Board the following draft letter to West Hill Property Owners, draft dated August 4, 1987, for Town Board and Planning Board review: TO: Town of Ithaca West Hill Property Owners FROM: Noel Desch, Town Supervisor SUBJECT: West Hill Development Planning DATE: August 11, 1987 "As a property owner on West Hill we know you have interest and concerns regarding the possible construction of the new State highway. Your Town Board has been on record for many years in • favor of the construction of a divided four-lane highway and has approved several of the corridors proposed by the New York State Department of Transportation. Irrespective of the plans for the new highway, the Town is the recipient of an increasing number of inquiries concerning potential development of the properties adjacent to and/or through which the highway would pass. Before such proposals advance through the review process we believe we should make you aware of certain Town Board 4 August 3, 1987 planning criteria that the Town will require in considering such proposals. First: If the Four-lane highway is built: 1. There would be no direct access fran potential development property to the new highway. If the timetable for a proposed development project is such that Town review is to be scheduled before the final decision on the new highway (early 19881 the developer should discuss project plans with the New York State Department of Transportation to get the most accurate location possible for their highway corridor, and that alignment must show on any plans for development. . 2. Subdivision streets would need to connect to streets in adjoining properties so property owners or their agents should coordinate the layouts of their subdivisions. There are several locations where such subdivision streets might connect with Trumansburg Road. The Town Planning and Engineering staff will assist you in identifying these locations. 3. Very little development would be permitted below the new highway until the alignment swings west of the old railroad right-of--way. It may be feasible to consider the transfer or clustering of residential density from the acreage within and below the new right-of-way to the area above the right-of-way to preserve as much as possible the forested areas below the new highway. Open space for active recreation, in the form of parks and trails, will also be required above the new highway. 4. Subdivision drainage (and utilities) must be coordinated with the State drainage (and utility) plans for the new highway. Second: If the State Highway is Not Built 1. The Town of Ithaca Official Map is expected to be modified to provide for a four-lane highway on a similar alignment to the Proposed State highway but connecting to Taughannock Boulevard in the vicinity of the Hangar Theatre in the Town of Ithaca. Developers of the properties through which this highway would pass would be expected to construct two lanes of the portion of the road through their property on profile provided by the Town. The right-of-way for the future additional two lanes would be dedicated to the Town. Consideration may be given to the transfer of density that otherwise could be developed in this additional two-lane right-of-way to the portion of the property above the highway. Access to this highway will generally be limited to one curb cut per 100 acres or large parcel and no access will be permitted fran Property below the road until approximately 1,500 feet from the intersection of the Town highway with Taughannock Boulevard. Approval of access beyond this point will depend on the features of the specific development proposal. Criteria for approval of any access to the highway must consider the design implications of an expended four-land road. • 2. Again subdivision streets between adjoining properties would require coordination. 3. For development below the road, there would be similar conditions as indicated with State highway plans, although sane potential would exist for the development of property fronting on Route 89 if done in an environmentally-sensitive manner. Access, topography, drainage, and utilities are formidible obstacles at this location. Town Board 5 August 3, 1987 4. Drainage and utility plans would be subject to normal approvals by the Town engineering staff. The Town has mounted a large-size map showing all of the properties involved with the various highway proposals on a wall of the Board Roan at Town Hall. Town officials welcane your inquiry as to the position of the Town with regard to the new highway and development on West Hill. We intend to assume integrated planning for all development on West Hill. Your assistance would be very much appreciated". Supervisor Desch stated that the above draft letter will be discussed at the August 10th, Town Board meeting and urged Town • Board members to submit their cam¢nents to Town Planner Susan Beeners.
