REGULAR BOARD MEETING
November 6 , 1986
At a Regular Meeting of the Town Board of the Town of Ithaca ,
Tompkins County , New York , held at the Town Offices at 126 East
Seneca Street , Ithaca , New York , at 5 : 30 P .M . , on the 6th day of
November , 1986 , there were :

REPORT OF 'TOWN OFFICIALS
Supervisor ' s Report
Association of Towns Meeting
Supervisor Desch noted that the annual Association of Towns meeting
will be held on February 15 - 18 , 1987 . Any Board member wishing
to go should contact Jean Swartwood within the next month so that
arrangements can be made . Staff should let me know if they desire
to go .
Forest Home Drive
Forest Hone Drive will open officially at 11 : 30 A .M . , on Monday ,
November 10 following a ribbon cutting ceremony . The permanent
blacktop will not be done until next year because of the wet Fall
season . Final landscaping and fine grading needs to be done but
the entire job is an outstanding example of what can be done even
with the administrative difficulties of working with work crews
from City , Town and Cornell .
We then will be able to place the traffic counters with a target
date to start the one-way experiment on December 4 or the week
thereof .
Town Clean-Up
Supervisor Desch stated that if you are wondering why it seems to
be taking longer , it is because the material needs to be separated
when delivered to the landfill into metal/non-metal piles . It

would have saved a lot of grief if we had known about this when the
clean-up was advertized in the Newspaper .
Objectives
We have issued a memorandum encouraging Board and staff members to
share with us their thoughts in our priorities for 1987 . It is a
good time to take a fresh look at how we use our time to deal with
increasing demands for service while avoiding the temptation to
increase staff . For example , do we provide too much support to
developers , should they do more of their own homework , etc . This
is only one example and is not meant to critize how we have done it
in the past .
Sewage Treatment Plant Temporary Financing
The next phase of the financing of this project will occur on
December 12 when we open bids on the temporary financing for this
project . The Town borrowning will be for $ 1 , 455 , 090 in six month
BAN ' s . Outstanding notes in the amount of $ 6 , 028 , 230 will be paid
off from state and federal reimbursements thus the reason for the
small level of this borrowning . There will be another renewal
necessary next June which probably will be the final one . The new
tax reform law prohibits issuance of BANs for more than six months .
The cash flow and reimbursements will slow down such that some
small borrowing will be necessary the later half of the year .
Federal Revenue Sharing
As you know , the Federal budget for ' 87- ' 88 did not include a
renewal of this program . It is , however , conceivable that a new
program could come in 188- 189 . We will have to see what the new
Congress considers as its top priority .
Assistant Town Engineer
Assistant Town Engineer Robert Flumerfelt stated that he had
prepared a written report for the Board . (Copy attached to

REPORT OF COUNTY REPRESENTATIVES
No County Representatives were present at the meeting .
UNDERGROUND TANK INSPECTION
RESOLUTION NO .
Motion by Councilman Cramer ; seconded by Councilman McPeak ,
WHEREAS , the State has mandated testing for leaks of all
underground storage tanks more than ten ( 10 ) years old before
December , 1986 , and
WHEREAS , such services are provided by Consultants , such as
Calcerinos & Spina , O ' Brien & Gere , and Stearns & Wheler , and
WHEREAS , the Town Board of the Town of Ithaca resolved on October
2 , 1986 , that the testing of the three underground tanks at the
Town Highway Maintenance Facility be pursued with one of the above
firms by the Town Engineer , with the approval of the Town
Supervisor , for a cost not to exceed $5 , 000 . 00 , and
WHEREAS , the firm of Stearns & Wheler has indicated interest in
performing the necessary _ services at an approximate cost of
$3 , 800 . 00 , with the approval of the Town Supervisor ,
ASSISTANT TOWN ENGINEER ' S MONTHLY REPORT
October 3 , 1986 to November 6 , 1986

1 . Forest Home Drive
Opening of both the reconstructed area of the road west of
Plantations Road and the short section east of McIntyre
Place where the gabion wall was constructed at the washout
is scheduled November 10 . Due to the long extent of wet
weather this fall , a double oil and stone surface treatment
was applied with permanent paving to be done next summer .
During the last month the drainage structures and granite
curbing were installed . Guide railing is scheduled to be
installed on the north side of the road within the next
month .
2 . Judd Falls Road
Upon the opening of Forest Home Drive on November 10 ,
traffic counts will be conducted on roads in the Forest Home
vicinity to have a means of comparing traffic patterns
before and during the proposed one -way traffic trial on Judd
Falls Road . The experimental traffic change , providing for
one -way south traffic movement on Judd Falls Road from
Forest Home Drive to Plantations Road ( the " jug handle " ) ,
will begin on December 1 .
3 . Hospital Access Road
Design of the roadway is nearly complete with final
revisions being made as a result of design review meetings
with Tompkins Community Hospital personnel . Initial steps
have been taken to acquire land necessary for the road right
of way .
4 . Bids for Dump Truck , Dump Body and Hoist , and Snow Plow
Specifications are completed and advertisements placed for
bids to be taken November 13 for a new truck with dump body
and hoist and snow plow equipment . Award of bids is planned
for November 17 ,
5 . Burns Road .
Installation of guide railing was completed in early October
and all construction on the roadway is now complete .

MONTHLY REPORT - TOWN PARKS , RECREATION WAYS , AND MUNICIPAL SITES

Hungerford Heights Park : continued plantings , staked out play
structure and half - court basketball areas after consulting with
neighborhood group , constructed headwalls for new CMP installed at
entrances . Obtained the assistance of Highway Department backhoe ,
dump truck and operators to install CMP and field drain along
perimeter. of play structure site .
- Monitored demolition of former Knights meat - packing plant and the
regrading and seeding of same site in compliance with demolition
contract .
- Installed new bollards , chains and padlocks along entrance points
to Northeast Ithaca Bikeway adjoining BOCES to prevent vehicular
access after neighborhood compliants of motorized vehicles using
the path .
- Posted all Park sites with "NO HUNTING " signs . Ordered new vinyl
signs to be printed up for future use .
-Delivered wood chips to Coddington Road Community Center for
. their use as temporary walkway surfacing to their day care
facility . A request for constructing a pavement block sidewalk is
to be submitted by CRCC Board for next year .
- Fall close -up proceedures performed at all park sites as time has
allowed .
-Equipment and materials procurement : new York rake for lawn
restoration and seeding , shoulder repair work , gravel parking lot
maintenance , etc . ; ' new self - propelled lawnmower ; new Vicon
seeder / spreader ; tree stakes ; wall stone ; Procon soil conditioner ;
plastic nursery pots ; and final Burns Road bare - root seedling
order .
- Park maintenance worker delivered voting machines to polling
places with assistance of two highway personnel .
-Attended two - day computer conference at Lake George with Town
Planner sponsored by the Association of Small Towns of New York
State .
Town Board Minutes 3 November 6 , 1986
NOW ARE BE IT RESOLVED , that the firm of Stearns & Wheler be
retained to perform the necessary tank inspection services outlined
in their letter proposal to the Town of Ithaca , dated October 23 ,
1986 at a cost not to exceed $ 5 , 000 . 00 with funds to be transfered
from Town-wide Appropriations Fund Balance A5132 . 42 .

CODDINGPON ROAD PUMP STATION
RESOLUTION NO .
• Motion by Supervisor Desch ; seconded by Councilman McPeak ,
WHEREAS , it has been found by SCLICW (Bolton Point) water system
service personnel that the two main pump control valves in the
Coddington Road Pumping Station have worn shafts and bearings to
the extent that the pumps cannot operate properly creating the
necessity for emergency repairs , and
WHEREAS , Louis Picciano Sr . Corp . , a waterworks contractor , is
presently engaged in contract work in this locale at the Ithaca
Area Wastewater Treatment Plant and has the skilled workmen and
equipment available to make the necessary repairs , and
WHEREAS , Louis Picciano Sr . Corp . , submitted a cost estimate of
$ 10 , 800 to perform the necessary work including the installation of
a valve and related piping to enable isolation of and bypassing
either pump in the event of need to take either pump out of service
which is not now possible , and
WHEREAS , Louis Picciano Sr . Corp . , will perform the work on a time
and materials basis and bill the Town of Ithaca for materials used ,
labor expended at their normal rates , overhead costs at 10 % of the
total labor and materials costs , and profit at the rate of 10 % of
the total of labor , materials , and overhead costs ,
NOW THEREFORE BE IT RESOLVED , that the Town Board of the Town of
Ithaca ratify the action of the Assistant Town Engineer in issuing
on October 29 , 1986 , a NOTICE TO PROCEED to Louis Picciano Sr .
Corp . , to perform the above work in accordance with the above terms
as soon as possible . Account Number F8340 . 481 to be charged .

BIGGS COMPLEX SERVICE ROAD
RESOLUTION N0 .
Motion by Councilwoman Howell ; seconded by Councilwoman
Raffensperger ,
• WHEREAS , on September 2 , 1986 , the County Board of Representatives
adopted Resolution No . 267 , approving the joint plan for an access
road from Route 96 into the Biggs Complex , and
WHEREAS , the above resolution noted that the County would negotiate
with the Town on the naming of the road , and
WHEREAS , on September 16 , 1986 , the Board of Representatives voted
to ask the Town to name the new access road Harris B . Dates Drive ,

RESOLVED , that the Town Board of the Town of Ithaca hereby approve
the reorganization plans for the Planning , Zoning and Engineering

ADVERTISING FOR TOWN ENGINEER POSITION
RESOLUTION NO .
Motion by Councilman Cramer ; seconded by Councilman McPeak ,
RESOLVED , that the Town Board of the Town of Ithaca hereby
authorize the advertising of the position of Town Engineer at a
salary range of $23 , 000-$30 , 000 .

EASTWOOD COMMONS DEVELOPMENT
RESOLUTION N0 .
Motion by Councilwoman Howell ; seconded by Councilman McPeak ,
RESOLVED , that the Town Board of the Town of Ithaca will meet and
conduct a public hearing at 6 : 45 P .M . , on December 8 , 1986 to
consider delegating the authority to review and approve final site
and drainage plans for Lot 33 of Eastwood Commons , such lot
proposed to be considered as an amendment to Phase I of Eastwood
Commons , be delegated by the Town Board to the Planning Board ,
pursuant to Section 8 of the February 26 , 1973 Resolution of the
Town Board establishing a Multiple Residence District and Cluster
Development therein on Honness Lane .

1987 FIRE PROTEC'T'ION CONTRACT

Supervisor Desch stated that negotiations are still being held with
the City , however , it looks like a one year contract with a phase

RESOLUTION NO .
Town Board Minutes 8 November 6 , 1986
Motion by Councilman Cramer ; seconded by Councilman Bartholf ,
RESOLVED , that the Town Board of the Town of Ithaca hereby approves
the assessment rolls and apportionments for the Glenside Lighting
District for the year 1987 , and the budgets related hereto .
(Desch , McPeak , Raffensperger , Cramer , Howell , Bartholf and Leary
voting Aye . Nays - none ) .
TERRACEVIEW DRIVE
Motion by Councilman MCPeak ; seconded by Supervisor Desch ,
• WHEREAS , Ivar Jonson , Developer of Grandview Subdivision , has
completed construction of roadway and associated drainage
improvements for Terraceview Drive and Towerview Drive in said
subdivision with the exception of placement of a minor amount of
stone rip-rap at the lower end of the 30-inch culvert crossing
Towerview Drive , all in accordance with the plans for Grandview
Subdivision approved by the Planning Board of the Town of Ithaca on
March 4 , 1986 , and
WHEREAS , the Highway Superintendent and the Assistant Town Engineer
of the Town of Ithaca have inspected the construction of said
improvements and found same to be complete and satisfactory ,
subject to addition of the above-mentioned stone rip-rap ,
NOW THEREFORE BE IT RESOLVED , by the Town Board of the Town of
Ithaca that the Town of Ithaca will accept and maintain the
above-described roadways and drainage improvements upon placement
of the stone rip-rap to the satisfaction of the Town Highway
Superintendent , and upon furnishing certificate of New York State
Department of Transportation acceptance of the roadway and drainage
work within their right-of-way at the intersection of New York
State Route 79 and Towerview Road , and further upon provision of a
deed delivering title to the Town of Ithaca in a manner acceptable
to the Town Attorney to Terraceview Drive and Towerview Drive .

RESOLVED , that the Bolton Point Warrants dated November 6 , 1986 , in
the Operating Account are hereby approved , in the amount of

into Executive Session to discuss a personnel matter .
