HomeMy WebLinkAboutTB Minutes 1986-08-11 TOWN OF ITHACA REGULAR BOARD MEETING August 11 , 1986 At a Regular Meeting of the Town Board of the Town of Ithaca , Tompkins County , New York , held at the Town Offices at 126 East Seneca Street , Ithaca , New York , at 12 : 30 P .M . , on the 11th day of August , 1986 , there were : • PRESENT : Henry McPeak , Deputy Supervisor Marc Cramer , Councilman Gloria Howell , Councilwoman Robert Bartholf , Councilman Patricia Leary , Councilwoman ABSENT : Noel Desch , Supervisor Shirley Raffensperger , Councilwoman ALSO PRESENT : John Barney , Town Attorney Deborah Dietrich , County Board of Reps PLEDGE OF ALLEGIANCE The Deputy Supervisor led the assemblage in the Pledge of Allegiance , REPORT OF COUNTY BOARD OF REPRESENTATIVES Deborah Dietrich , County Board of Representatives stated that she wished to thank the Town Board of Town of Ithaca for joining the Tompkins County Board and the Common Council of the City of Ithaca in financing the Niederkorn Route 96 study . She went on to say that she had received several calls from residents of Route 89 regarding the speed limit on this road as cars are driving over the 55 MPH limit . Also , calls from the residents of Route 96 by the Woolf Lane intersection where several accidents have occurred . Ms . Dietrich stated that she was hopeful that a traffic light would be installed at the intersection of Route 96 and the hospital entrance . Councilman Cramer asked if the County would be paying for the traffic light at the hospital - Route 96 intersection? County Representative Dietrich responded that she would fight: to get the County to pay for the light as the County created the majority of the problems by moving County departments to the Biggs Complex . • BOLTON POINT WARRANTS RESOLUTION N0 . . Motion by Deputy Supervisor MCPeak , seconded by Councilman Cramer , RESOLVED , that the Bolton Point Warrants dated August 11 , 1986 , in the Operating Account are hereby approved , in the amount of $ 90 , 168 . 83 after review and upon the recommendation of the Southern Town Board 2 August 11 , 1986 Cayuga Lake Intermunicipal Water Commission , they are in order for payment . (McPeak , Cramer , Howell , Bartholf and Leary voting Aye . Nays - none ) . TOWN OF ITHACA WARRANTS RESOLUTION NO . Motion by Deputy Supervisor McPeak ,, seconded by Councilman Cramer , RESOLVED , that the Town Board of the Town of Ithaca hereby approves the Town of Ithaca Warrants dated August 11 , 1986 , in the following accounts . Nays - none ) DRAINAGE PROBLEMS - KAY STREET , BLACKSTONE AVENUE AND ORCHARD STREET AREAS Councilman Cramer stated that the Highway Committee had , at their last meeting , examined the drainage problems on Kay Street , Blackstone Avenue and Orchard Street . Councilman Cramer went on to say that a proposal to alleviate the drainage problems was ready for Town Board review and that the Committee proposes that the residents be invited to the August 18th Town Board meeting to review the proposal . LOCAL LAW TO AMEND THE ZONING ORDINANCE TO PROVIDE A SPECIAL LAND USE DISTRICT (LIMITED MIXED USE) AT THE BIGGS COMPLEX OWNED BY TOMPKINS COUNTY Town Attorney John Barney noted that on Friday , August 8 , 1986 , the Town Clerk had mailed to each Board member a copy of the proposed local law to amend the Zoning Ordinance to provide a Special Land Use District (Limited Mixed Use ) at the Biggs Complex . The Town Attorney then handed out revised copies of the proposed local law . ADJOURNMENT The meeting was duly adjourned at 12 : 45 P .M . • 2-TGwn Jerk �/
