HomeMy WebLinkAbout2010-03-01 Danby Town Board Minutes of Agenda Meeting March 1 , 2010 Present: Supervisor: Ric Dietrich Councilpersons: Leslie Connors,Kathy Halton,Dylan Race,Dan Klein Others Present: Town Clerk Pamela Goddard Code Enforcement Susan Beeners Members of the Public: Joel Gagnon,Ted Crane,Ronda Roaring, Steve Selin Call to Order Supervisor Dietrich called the meeting to order at 7:10pm. Appointments to Planning Board: Steve Selin attended this meeting so that further questions could be asked back and forth. There were none. The TB will make appointments to the Planning Board at the March 8 regular meeting. Time Warner Contracts: General discussion about the current franchise agreement and whether the fees collected at this time (1%of service bills) are appropriate to cover taxes paid on the business agreement. Something between a quarter and a half of the town is covered by Time Warner service. Supervisor Dietrich suggests entering into a short term agreement. Re-working the contract will involve setting a public hearing. It was suggested that the contract be drawn up in the next week and a public hearing set once the contract is in hand. West Danby Water District-After Action Report An After Action Report of the February 9-11 water emergency is being compiled by Margie Bitzer. Once complete,this report will be made available to the Town Board. Town Clerk Audit: A written report has been submitted by Ciaschi,Dietershagen,Little,Mickelson&Company. This will be available, in the Town Clerk's Office,to Town Board members. The report is mainly a set of recommendations for best practices. Highway Department and Salt Storage Barn grant project: Supervisor Dietrich lead a discussion of ways to fund this project-bonds and possible problems securing bond insurance- and possibly doing the project in stages. Highway and other staff are looking at a range of styles of structures. Supervisor Dietrich recommends more research before a final discision is made.There is a concern that if CHIPS money is dedicated to the Salt Barn project,the Highway Department may be vulnerable in terms of equipment and truck maintenance. Once the money stream is figured out,the Code Enforcement Office with take the lead on initial coordination of the Salt Barn project. Stormwater Laws: CEO Beeners will present a set of resolutions for consideration at the March 8 meeting. One of these appoints Sue Beeners and Russ Klinger as Stormwater managers.Another regards the question of MS4 status. In order to approve SWPPs prior to the DEC receiving these permits,Danby must be have MS4 status.There was a general Page 1 of 2 discussion of what this will mean for Danby and how additional monitoring and reporting might be financed. Some of the costs of MS4 status can be shared by municipalities in the Stormwater Coalition. Road Engineering and Construction Laws: A set of laws,being drafted by Don Barber and Guy Krogh,will be distributed electronically to the Town Board for review and comment. Sue is also working on an Illicit Discharge Law. The draft Road Law has gone to the Association of Towns and the Cornell Law School for review and has also been presented to the Town Highway Superintendents. The TB is to review this work in progress and forward any questions to the Town Clerk. NYSERDA projects: One grant proposal has been rejected. The Town is still waiting to hear about the others. Danby Fun Day: Sue needs help.Various Board members suggested specific volunteers to help coordinate this event. Broadband: Supervisor Dietrich and webmaster Ted Crane will be attending a teleconference and meeting with Chuck Bartosch of Clarity Connect. The teleconference will cost$179.These activities are related to proposals for a second round of Federal Stimulus money. There are at least two initiatives being worked on at the same time. Health Insurance Consortium: There are still problems with union negotiations on this issue. The Consortium hopes for resolution and to have something in place by May or June.
