Sczepanski - Town Clerk Susan Beeners - Code Enforcement Officer Carl Seamon - Deputy Highway Superintendent Roy Casterline - Water District Superintendent Ted Jones - Bookkeeper Gary Huddle - Member of the Public Supervisor Dietrich opened the Organizational Meeting of the Board to Order at 6 : 15 p .m . and read the Supervisor ' s Statement to the Board. SUPERVISOR' S STATEMENT TO THE BOARD Roberts Rules of Order will be followed at all Town Board Meetings except when special roll call vote is necessary. Roll call will be alphabetical with the Supervisor voting last. All meetings will begin at 6 : 30 p . m. and terminate no later than 8 : 30 p . m . Method of claims for payment of all bills will be by voucher. Vouchers and items for the agenda must be submitted no later than Thursday preceding the Board meeting. Vouchers maybe submitted to the Supervisor or the Town Clerk. The Town Board in accordance with Town Law AT103 will audit all bills . All personnel matters will be discussed in executive session . Supervisor Dietrich presented the following proposed organizational resolutions No . 1 thru 19 to the Board for consideration. RESOLUTION NO. 1 OF 2007 APPROVAL TO INVEST IDLE FUNDS RESOLVED , that the Town Board of the Town of Danby authorize the Supervisor to invest idle funds . RESOLUTION NO 2 OF 2007 YEAR 2007 SALARIES APPROVED RESOLVED , that the Town Board of the Town of Danby set the year 2007 Annual Salaries as follows : Annual salaries to be paid monthly: Supervisor $ 13 ,939 . 81 Town Justices (2) $23 , 000 . 00 (2@ $ 11 , 500) Town Clerk $25 , 000 . 00 Court Clerk $ 6 , 500 . 00 Quarterly Salaries : Councilpersons $ 8 , 676 . 00 (4@ $2 . 169) Water District Clerk $ 3 , 717 . 00 Asst. Water District Plant Operator $ 3 ,027 . 00 Bi-weekly Salaries : Code Enforcement Officer $40, 000. 00 Highway Superintendent $46 , 502 . 61 Highway Clerical $ 27,000 . 00 Water District Plant Operator $ 10, 302 . 00 = 160 2 Town Board Minutes Organizational Meeting January 3 , 2007 Bi-weekly salaries paid hourly as needed : Deputy Town Clerk $ 4, 500 . 00 Code Office Assistant $ 18 , 777 . 00 Bookkeeper $ 16 ,945 . 27 Town Historian $ 300 per year honorarium - Paid in July Deputy Town Supervisor - $ 50 . 00 - Paid Annually and be it further RESOLVED , That the Town Board of the Town of Danby authorize the Supervisor to pay the above salaries prior to the first meeting of each month with December payrolls adjusted to meet all budget requirements . RESOLUTION NO . 3 OF 2007 PAYMENT OF BILLS RESOLVED, That the Town Board of the Town of Danby approves a blanket resolution to authorize the Town Supervisor to pay utility bills, freight, postage, contracts and to conduct other normal proceedings such as payroll in advance of audit in order to keep affairs moving on a timely basis, and be it further RESOLVED , that a contract is not a bid award. RESOLUTION NO. 4 OF 2007 2006 FINANCIAL REPORT RESOLVED, That the Town of Danby Town Supervisor, in lieu of preparing a financial report under Town Law #29-( 10) shall submit to the Town Clerk by March 1 , 2007 a copy of the report submitted to the State Controller required by Section 30 of Municipal Law . RESOLUTION NO. 5 OF 2007 AUTHORIZATION FOR PURCHASE OF TOOLS , EQUIPMENT, ETC. RESOLVED, That the Town Board of the Town of Danby authorizes the of Danby Highway Superintendent to purchase tools, equipment (other than motorized equipment) , small implements, tires and tubes, etc . in the amount not to exceed $2 , 500 at any given time without prior approval of the Town Board. RESOLUTION NO. 6 OF 2007 TOWN OF DANBY OFFICIAL NEWSPAPER AND BANK DEPOSITORY RESOLVED, That the Town Board of the Town of Board names the Ithaca Journal as the Official Newspaper and the Tompkins Trust Company as bank for the depository of Town Funds . RESOLUTION NO. 7 OF 2007 TOWN OF DANBY ATTORNEY RESOLVED, That the Town Board of the Town of Danby names the firm of Miller Mayer be named as the law firm to represent the Town of Danby in all Zoning, Planning Board, and general Town of Danby business . The Town Board reserves the right to seek other legal aid if it deems necessary. RESOLUTION NO. 8 OF 2007 I 161 3 Town Board Minutes Organizational Meeting January 3 , 2007 TOWN MILEAGE RESOLVED, That the Town Board of the Town of Danby authorizes the mileage for Town Business to be paid at forty-eight and one half cents ($ .48 . 5 ) per mile . RESOLUTION NO. 9 OF 2007 HIGHWAY IMPROVEMENTS REIMBURSEMENT RESOLVED, That the Town Board of the Town of Danby be authorized to sign an agreement that monies collected for repairs and improvements of Town Highways in the amount of $95 , 857 . 00 (State Aid DA3501 ) be expended upon 71 . 98 miles of Town of Danby highways . RESOLUTION NO. 10 OF 2007 WATER COMMISSIONER APPOINTMENT RESOLVED , that the Town Board of the Town of Danby approves the appointment of Carl Seamon as Water Commissioner for the West Danby Water District for a five year term as recommended by the Board of Danby Water Commissioners . Term of appointment begins January 1 , 2007 and expires December 31 , 2011 . RESOLUTION NO. 11 , OF 2006 ACKNOWLEDGMENT OF DEPUTY TOWN CLERK RESOLVED, That the Town Board of the Town of Danby acknowledges the Town Clerk's appointment of Linda Howe as her Deputy Town Clerk. RESOLUTION NO . 12, OF 2007 TOWN BOARD MEETINGS RESOLVED, That the Town Board of the Town of Danby regular monthly board meetings be scheduled at 6 : 30 P . M . on the second Monday of each month for the year 2007 . RESOLUTION NO. 13 , OF 2007 ACKNOWLEDGMENT OF COURT CLERK RESOLVED, That the Town Board of the Town of Danby acknowledges the Town Justices appointment of Theresa Klinger as Danby Court Clerk. RESOLUTION NO. 14, OF 2007 REAFFIRMATION OF TOWN OF DANBY PROCUREMENT POLICIES AND PROCEDURES AS APPROVED IN RESOLUTION NO. 24 OF 1993 RESOLVED, that the Town Board of the Town of Danby reaffirm the Town of Danby Procurement Policies and Procedures as established in Resolution No . 24 of 1993 . RESOLUTION NO. 15, OF 2007 APPOINTMENT OF DEPUTY TOWN SUPERVISOR RESOLVED, The Town Board of the Town of Danby approves the appointment of Norbert Nolte as Deputy Town Supervisor for 2007 . RESOLUTION NO. 16 OF 2007 APPOINTMENT OF PLANNING BOARD CHAIRPERSON RESOLVED, that the Town Board of the Town of Danby appoints Robert roe as Chairperson of the Town of Danby Planning Board for the year 2007 . Id 16 2 4 Town Board Minutes Organizational Meeting January 3 , 2007 RESOLUTION NO. 17 OF 2007 APPOINTMENT OF CHAIRPERSON OF THE BOARD OF ZONING APPEALS RESOLVED, that the Town Board of the Town of Danby appoints Ted Jones as chairperson to the Town of Danby Board of Zoning Appeals for the year 2007 . RESOLUTION NO. 18 OF 2007 i! APPOINTMENT TO THE PLANNING BOARD RESOLVED, that the Town Board of the Town of Danby appoints David Mastroberti to the Planning Board for a seven (7) year term beginning on January 1 , 2007 and to expire on December 31 , 2013 . RESOLUTION NO. 19 OF 2007 APPOINTMENT TO THE BOARD OF ZONING APPEALS RESOLVED, that the Town Board of the Town of Danby appoints Russell Klinger to the Board of Zoning Appeals for a five (5 ) year term beginning on January 1 , 2007 and to expire on December 31 , 2011 . ADOPTION OF ORGANIZATIONAL RESOLUTIONS FOR 2007 MOTION TO APPROVE THE ORGANIZATIONAL RESOLUTIONS NO ' S 1 - 19 A motion was made by Supervisor Dietrich and seconded by Councilperson Beavers that the Town Board of the Town of Danby adopts the Organizational Resolutions for 2007 numbered 1 - 19 .
