HomeMy WebLinkAboutTB Minutes 1985-09-30 TOWN OF ITf1ACA SPECIAL BOARD MEETING September 30 , 1985 At a Special Meeting of the Town Board of the Town of Ithaca , Tompkins County , New York , held at the Town Offices at 126 East Seneca Street , Ithaca , New York , at 5 : 30 P .M . , on the 30th day of September , 1985 , there were : • PRESENT : Noel Desch , Supervisor Marc Cramer , Councilman Henry McPeak, Councilman • Gloria Howell , Councilwoman Robert Bartholf , Councilman ABSENT : George Kugler , Councilman Shirley Raffensperger , Councilwoman ALSO PRESENT : Lawrence Fabbroni , Town Engineer John Barney , Town Attorney Representatives of the Media : Ted Huntington , WTKO Philip Cohen , WHCU PLEDGE OF ALLEGIANCE The Supervisor led the assemblage in the Pledge of Allegiance . TOWN OF ITHACA TENTATIVE BUDGET Supervisor Desch presented the following budget message . The Tentative Budget proposal for 1986 is the result of a line by line review of department head requests . It includes the salary recommendations of the Personnel Committee , the proposed use of Federal Revenue Sharing Funds and separately , the budget of the Southern Cayuga Lake Intermunicipal Water Commission . Revenues The pressure on the tax levy is reduced this year by three primary factors . First , the Town chose , one year ago , not to grant the new Veteran ' s Exemption , unlike many other municipalities in our • County . Secondly , the State Legislature set in place specific and increased amounts of State Aid Per Capita and third , the current year ' s budget will show positive year end balances sufficient to continue the pattern of appropriating a significant portion for the next year without jeopardizing the Town ' s financial position . A fourth minor factor is the approximately 1 . 5% increase in the Town ' s assessed value . In the Town Wide budget there is a new line item for Mortgage Tax . This is State revenue that flows through the County from new mortgages each year . A part of the revenue from mortgages on property in the Village goes from the County directly to the Village . The remaining part from mortgages on property in the Village along with a proportionate share of the revenue from Town Board 2 September 30 , 1985 mortgages on property outside the Village would seem to belong in the Town Wide General Fund rather than the Part�Town Fund . We have always budgeted very conservatively with these funds . Therefore , the transition from Part-Town to Town Wide will be less difficult . The optimal spread seems to be $ 40 , 000 Town Wide to $50 , 000 Part-'Down which we can accomplish over a two year period . During the coming year we should also do an analysis to ocnfirm this spread . In the Town Wide revenue budget there is also an increase in the reimbursement from the City of Ithaca for the services of the Town Engineer serving as owner ' s representative on the Wastewater Treatment Plant . 1986 will be the last year where a significant involvement will be expected . Expenditures • In the Town Wide budget the only large scale increase is in the unallocated insurance line item . Our agent has suggested a 50 % increase but will not make it a firm figure . It is , - in my view, unwise to budget more at this time . If we need to open our business up to other carriers we can do it . The Parks Programs are commitments we made from a programatic viewpoint when the Open Space Plan update was approved . The estimates of costs are in line with the plan as presented . The only substantial unknown is the timing and scope of the Pleasant Grove Bikeway . More funds may be needed if the current log jam breaks more rapidly than anticipated on the choice of alignment . In the Highway budget $60 , 000 has been carried forward for paving work that will not be completed as scheduled this year , namely Judd Falls Road , Orchard Street , Roat Street and part of Blackstone Avenue . The delay is partially due to the need to further study. some of the alternative methods and engineering details . Of the new budgeted funds , $ 55 , 000 in labor and materials is our portion of the Forest Home restoration and also $ 10 , 000 needed to stabilize the roadway around the curve above Beebe Lake . The lack of increases in the personal service line items is the result of savings derived from the hiring of two new highway employees at lower salaries than the retirees they replaced . Under the Water and Sewer Funds , there are no major changes . The cost of electric power for - the Town pump stations will be about $6 , 000 lower because the Water Commission is assuming responsibility for these costs since this pump station serves more than the Town of Ithaca ( i . e . , Cayuga Heights and Dryden ) . The Supervisor stated that he had convinced the Commission of this one year ago since they assumed similar costs for the new Town of Lansing pump station , at that time . If the new district is formed • in Dryden , on Snyder Hill Road , it may also be possible for the Pine Tree Road pump station to be handled in similar fashion . Start up and operating costs for the new sewage treatment plant • will be sufficiently small in 1986 , such that the City of Ithaca has agreed to carry them in 1986 with proportionate share reimbursement by the Town the following year . However , New York State Department of Audit and Control is working with the City to decide how to report each owner ' s share of interest owed and earned on our BANS . This will probably be a separate sheet but not in the operating budget . Finally , the Fire Protection budget is based on a one year extension of the existing agreement . The Town ' s share is based on the City ' s 1984 costs . The coming year will be pivotal in terms of Town Board 3 September 30 , 1985 our future direction on this service . The City will be expecting a large increase in the Town ' s share if new stations are constructed on South Hill and West Hill . In exchange , the Town would be represented on a joint policy making body . We will know within six months what the options for the Town will be . It may simply be too costly to stay with the City long term . It is a pleasure to recommend this budget to you . The staff has kept the requests to a very reasonable level . I believe taxpayers will be very pleased with only a 2% tax increase . The only item left out of the budget is a new car for the Zoning Officer . If Federal Revenue Sharing comes through at the full • allocation , this request should be first on the waiting list . Supervisor Desch then reviewed the highlights of the Town of Ithaca • Tentative Budget with the Town Board . (Copy attached to the minutes ) . The Supervisor noted a salary increase of $550 for Town Board members . He went on to note that the large difference in the Department recommendation and the Tentative Budget figure for Town Clerk equipment was for a printer for the cuter . The purchase of the printer is now included in Federal Revenue Sharing Funds , Town Attorney personal services was increased , the Supervisor stated as he had asked the Town Attorney to attend , or someone from the firm , all Town Board , Planning Board and Zoning Board of Appeals meetings . He went on to note that the Street Lighting increase was due not only to inflation but also to new street lights . Councilman Cramer asked if the $10 , 000 for Dog Control also included the cost of the enumeration? Supervisor Desch responded that the $ 10 , 000 did not include the cost of the enumeration . He went on to say that the $ 10 , 000 is the figure we are hearing from the SPCA, and this is not for the deluxe package . He went on to note that it may be necessary for the Taan to pursue another means of dog control . Councilman Cramer questioned the large difference in the Department recommendation and the Tentative Budget for the Coddington Road Community Center , Supervisor Desch responded that the Department only included the figures for work to be done on the playfields , we added utilities which the Town pays . Councilman Bartholf asked if the insurance package was put out to bid? Supervisor Desch responded normally . We are in the third year of a • three year contract which has the option to negotiate and renew each year . Councilman Cramer questioned the large difference between the • Department recommendation and the Tentative Budget in equipment for the Town Zoning Officer . Supervisor Desch responded that the difference was for a new car for the Zoning Officer , which will come from Federal Revenue Sharing if the funds are available . Supervisor Desch noted that $ 60 , 000 in the Highway Fund - Revenues was reappropriated . Town Board 4 September 30 , 1985 Councilwoman Howell questioned the lack of revenue budgeted for the 1986 Safer Off System . Supervisor Desch responded that the reimbursement was from the Federal Government for projects that were completed . The Burns Road project shows as a Capital Project . Town Engineer Fabbroni added , the reimbursement was for the upgrading of Snyder Hill Road and Stone Quarry Road . Supervisor Desch stated that the Department recommendation for Personal Services in the Highway Budget was for a six percent increase . Two senior level persons had retired and the two new persons were hired at a lower level , therefore , this was the difference between the two figures . He went on to say that perhaps adjustments would need to be made in Personal Services between General Repairs , Permanent Improvements and Machinery during the • year , depending upon the amount of snow , repairs . etc . Town Engineer Fabbroni stated that under Permanent Improvements - Reg . Road Perm . Improvements , the Estimated Actual 1985 should be $ 50 , 000 instead of the $ 4 , 000 shown . Supervisor . Desch went on to explain that under Water Fund - Expenditures , the charge for electricity had decreased because the Southern Cayuga Lake Intermunicipal Water Commission will be taking over the electric charges for the Christopher Circle Pump Station . Supervisor Desch noted that under Common Water (West Hill ) the bill just received from the City showed a 100 % increase . He went on to say that he had taken issue with the rationale and had written a letter to Mayor Gutenberger , Chairman of the Board of Public Works , as the Town does all the metering , repairs , electric costs , etc . , for the Cliff Street Pump Station , The Supervisor went on to say that there was not much change in the Sewer Budget , except for repairs , as we will wait a year before creating a line item for the new Wastewater Treatment Facility , The Supervisor also noted that the payment to the City of Ithaca for Fire Protection was a one year extension of the current contract plus the second payment on the fire hose . Supervisor Desch stated that Year End Fund Balances were all estimated low . If the Budget is adopted as is , the General Fund Town-Wide Tax Rate will increase fron 1 . 110 to 1 . 127 . General Fund Outside Village and Highway Fund Tax Rate will decrease from 2 . 394 to 2 . 331 and Fire Protection Tax Rate will increase from 1 . 949 to 2 . 101 . The General Fund Part-Town Tax Rate will depend on whether or not there will be any Sales Tax Credit , Supervisor Desch added that the Town ' s share of the new Wastewater • Treatment Plant will be shown in similar fashion to the Bolton Point debt (Town ' s share ) which is now being shown in the Town ' s budget per a suggestion from Audit and Control in regard to the Wastewater Treatment Facility . • SOUrFEW CAYUGA LAKE INIERMUNICIPAL WATER cammISSIcT TENTATIVE BUDGET Supervisor Desch presented the Bolton Point Budget to the Board . He noted that the Commission had approved the budget at their last meeting . He went on to state that revenues from connection charges was expected to increase dramatically because of the number of hookups expected in the Town of Lansing in 1986 before the anticipated $25 . 00 increase in 1987 . There is a 6 % increase in most Town Board 5 September 30 , 1985 of the Personal Services except for the personnel employed in Purification who received a little over 6 % . The Supervisor went on to highlight the remainder of the budget noting that the Co miissicn expected a large increase in insurance premiums . The increase in Transmission and Distribution is for meters which can be read easily . A pilot program will be started in the Village of Cayuga Heights where the people will read their own water meters for three of the four quarters . Councilwoman Howell questioned why the Commission had gone to the expense of installing outside meters for the convenience of the meter readers cnly to now go to a different meter so that the customer could read his awn meter . • Supervisor Desch responded that 50% of the meters had been replaced with the outside reader type and this cost would be taken into • account in estimating cost savings . The Supervisor went on to note that the increase in electricity was , as he had stated before , due to the Commission taking over the cost of the electricity for the Christopher Circle Pump Station , Councilman Cramer asked if any additional personnel had been hired at Bolton Point , Supervisor Desch responded , no . Supervisor Desch requested that all comments , from Board members , in regard to the budget be given to him before October 28th , as after that date the budget will then become the Preliminary Budget for the Town of Ithaca and the Commission . FOUR LAY STOP : JUDD FALLS AND TOWER ROAD Town Engineer Fabbroni reported that years ago , a former Highway Superintendent and somebody at Cornell agreed to switch the stop signs allowing a free flow of traffic up and down Tower Road . He went on to say that the flow in and out of Forest Home was now very similar to the traffic in and out of the Campus . The Engineer went on to say that Cornell has handled the traffic problem by having a patrolman direct traffic when it becomes backed up too far . The patrolman alleviates the traffic tie-up on Tower and Judd Falls but with no patrolman on Route 366 you end up having a blockage of traffic there . With a four way stop you would have an even flaw on all legs . With over 500 vehicles per hour for eight hours , you have the ingredients necessary for a four-way stop . • The Town Engineer stated that if the Board agreed , he would like to have the Traffic Ordinance amended as soon as possible , hopefully at the October 7 meeting . • Supervisor Desch added , you probably want to install the additional stop signs before the bad weather sets in . The Town Engineer responded that he would like to complete the work during Fall break in October . Councilman Cramer asked what the procedure was , do we need to petition the State and County ? Supervisor Desch responded no , just install the signs . Town Board 6 September 30 , 1985 As there is not sufficient time to legally advertise for a public hearing, the Town Attorney suggested that the Town Engineer proceed with the installation of the signs but notify the various police departments not to issue tickets until after a hearing has been held . Councilwaman Howell ask the Town Engineer if he had considered installing traffic lights instead of signs . Town Engineer Fabbroni responded the cost of installing traffic lights was too expensive , plus there was not sufficient traffic , to warrant traffic lights . RESOLUTION N0 . 196 • Motion by Supervisor Desch ; seconded by Councilman Cramer , • RESOLVED , that the Town Board of the Town of Ithaca will meet and conduct a public hearing at 7 : 15 P .M. , on November 7 , 1985 , at the Town Hall , 126 East Seneca Street , Ithaca , New York , to consider amending the Traffic Ordinance to allow for the installation of four way traffic stop signs at the corners of Judd Falls and Tower Road . (Desch , Cramer , McPeak , Howell and Bartholf voting Aye . Nays none) , EXTENSION OF TEMPORARY HIGHWAY LABORERS Town Engineer Larry Fabbroni reported that the four temporary workers employeed by the Highway Department had worked out very well for the Town . He went on to say that there is continued work to be done on Burns Road and on Fall Creek before the water in the creek gets too high . The Engineer reported that there was a need for two of the temporary laborers to continue working past the October 7 layoff date . Therefore , he was requesting that two of the laborers be extended until December 9 . He went on to say that as long as they were able to do productive work he would like to keep them , this could also mean winter work building cages and that he intended to cane back to the Board to show them the need to continue their employment through the winter . RESOLUTION NO , 197 Motion by Councilman Mcpeak ; seconded by Councilwoman Howell , RESOLVED , that the Town Board ' of the Town of Ithaca hereby authorize the continued employment of two of the temporary Highway laborers through December 9 , 1985 . • (Desch , Cramer , McPeak , Howell and Bartholf voting Aye . Nays - none ) . • PARK LANE PROJECT Town Engineer Fabbroni remarked that the purpose of the road was to connect the end of Park Lane to the Slaterville Road . There have been concerns about the grade . We were required to stay 100 ' off of the existing property lines , and in order to do this we had to settle for about a 12% grade . To compensate for slippery winter conditions , we plan on 10 ' lanes , 5 ' paved shoulders , instead of the normal 2 ' to 4 ' gravel shoulders , and 2 ' paved ditches . Town Board 7 September 30 , 1985 The Engineer went on to say that the only place they ran into rock was in the area of the NYSEG 10 " high pressure gas main which supplies the City of Ithaca . He went on to say that rock cost is something that we can work our way around , as it can be used for fill in the road instead of all gravel . However , it is expected to cost about $45 , 000 to lower the gas main . He noted that sometime ago , the Town was given some surplus steel beams which can be adopted for use as a bridge and the gas main can then be strapped to it . The Engineer went on to say that the rock is 4 ' below the gas main and there would be 14 ' of clearance from the road to the gas main . Verbally we have talked to NYSEG , however , they have not seen the diagrams . He went on to say that hopefully , for $ 2 , 000 the problem can be solved . (Diagrams attached to the minutes ) . Councilman Cramer asked if the Zbwn was creating a pedestrian problem? • Town Engineer Fabbroni responded that the area was quite isolated , however , a fence could be installed around the area . Town Attorney Barney asked how durable was the pipe ? Supervisor Desch responded that it was steel pipe . Town Engineer Fabbroni stated that he was trying to coordinate this Project with DOT ' s new drainage work on Route 79 . He added that the drainage pipe and ditch , up to the 12 % grade would continue to be the Town ' s responsibility . Once a permit is received from DEC and an agreement is signed with NYSEG the work could be started in a week to a week and a half . Therefore , he would like Board approval . RESOLUTION N0 , 198 Motion by Supervisor Desch ; seconded by Councilman Mcpeak , RESOLVED , that the Town Board of the Town of Ithaca hereby approves the concept for the Park Lane Extension as presented by the Town Engineer including the proposed NYSEG gas pipe crossing .
