HomeMy WebLinkAbout2006-02-27 I ! 1 I I . 1 f i I 32 1 TOWN OF DANBY TOWN BOARD MINUTES SPECIAL MEETING - FEBRUARY 27, 2006 PRESENT : Supervisor Fredric Dietrich Councilpersons : Eugene Beavers, Norbert Nolte, Joseph Salino, Gladys-Varona-Lacey Others Present : Carol Sczepanski Town Clerk Andrew Thumheer - Highway Superintendent Robert Roe - Planning Board Chair Supervisor Dietrich called the meeting to order at 6 : 50 p .m. Purpose of the meeting is to discuss a position at the Danby Highway Department for a possible Secretary to the Highway Superintendent, appointment to the Planning Board and a general discussion for a work plan. Supervisor Dietrich distributed a draft job description for Secretary to the Town Highway Superintendent for the board to review. He said that this is something that the Town of Dryden and the Town of Danby are going to enter into . The personnel department of the County will be happy to carry it to the State . Both municipalities are feeling that we didn ' t want to make this a Civil Service position as it would be locked in. It is important for the Highway Superintendent to have the option to make the choice of who to appoint to that position . He would like to take this to Tompkins County Personnel Department . If we are going to include the ability to write grants then this may be a full time position. The description incorporates all the possible duties that he has talked over with the Highway Superintendent such as wing person (if it was needed) , maybe plowing some of the small intersections with the one ton and 1/2 pickup truck. (Dryden liked all of those things too . ) Highway Superintendent, Andy Thurnheer said that he would like to have the position be part time and that hours can be increased if needed . Supervisor Dietrich said that he would like to meet with our CSEA members early in March to see if they can help us with this plan as a way to negotiate with the men for health care benefits . Councilperson Varona-Lacey asked if we could pay what the Town of Dryden would pay for the position. Councilperson Beavers asked what the salary for the position would be. Supervisor Dietrich said that he is going to personnel on Tuesday to check into the proposed position of highway secretary and if there is the ability to be a part-time position with the ability to move full time if necessary, the salary range and benefits . Roof at the Highway Barns : Supervisor Dietrich said that he thinks we can hire some part time summer help to shingle the roof Motion to Hold a Special Meeting following Agenda Meeting on Monday, March 6, 2006 A motion was made by Councilperson Nolte and seconded by Gladys Varona-Lacey that the Town Board of the Town of Danby schedules a Special Meeting of the Town Board on Monday, March 6, 2006 following the regular scheduled Agenda Meeting. Purpose of the meeting is to consider approving a job description for Secretary to the Town Highway Superintendent. Supervisor Dietrich reported that the Town of Caroline will not be loaning their equipment to the Town of Danby unless there is an agreement for sharing equipment between the Towns . Bond for Salt Shed Project. Supervisor Dietrich reported that he didn ' t hear from the Board regarding the Bond Resolution for the Salt Shed Project and other items until we actually got to the vote that some members did not think it was a good idea. He feels bad that we have spent a lot of time, money, and submitted grant proposals . The current Highway Superintendent thinks that we do not need a salt storage shed and would rather see the money go into roads . Fund Balance and West Danby Water District Generator Hookup Ted Jones reported that the fund balance of the Town ' s fund balance seems to be adequate since 1997 . He said that the West Danby Water District Superintendent thinks that it might be better to have a backup well and they have a pump that would be adequate for a new well. Although a generator hookup would serve for an emergency there has never been one involving power. Planning Board Report. Robert Roe said that the Planning Board is not happy with the acreage issue for subdivision regulations proposal . The next question is whether there should be a permitting process for amplified sound. The Common Ground is would like to host a women ' s program and would like to plan outdoor activities for the event. Motion for Executive Session of the Board A motion was made by Supervisor Dietrich and seconded by Councilperson Nolte at 8 : 00 p . m . that the Town Board of the Town of Danby enter into an executive session to review five (5 ) applications for the appointment to the Planning Board. A vote on the motion resulted as follows : Carried Unanimously Special Meeting , Reconvened The Town Board reconvened their special meeting at 9 : 00 p .m . Motion for Appointment to the Planning Board A motion was made by Councilperson Nolte and seconded by Supervisor Dietrich that the Town Board of the Town of Danby appoints Naomi Strichartz of 908 Comfort Road, Spencer, New York to the Danby Planning Board for a seven (7) year term that begins immediately and expires on December 31 , 2012 . A Roll call vote on the motion resulted as follows : Beavers Nay Nolte Aye Salino Nay Varona-Lacey Aye Dietrich Aye Carried Adjournment: On a motion the meeting adjourned at 9 : 03 .
