SPECIAL BOARD MEETING
September 27, 1984
At a Special Meeting of the Town Board of the Town of Ithaca,
Tompkins County, New York, held at the Taan Offices at 126 East
Seneca Street, Ithaca, New York, at 7:00 P.M., on the 27th day of
September, 1984, there were:
PRESENT: Noel Desch, Supervisor

PLEDGE OF ALLEGIANCE
The Supervisor led the assemblage in the Pledge of Allegiance.
Supervisor Desch stated that the Town had received the long form
Environmental Assessment Form from Cornell University on the
proposed cogeneration project for the central heating plant. He
noted that the form was quite conplete. Cornell will provide a
tour of the heating plant for the Board members.
The Supervisor went on to say that the Board should set a date at
the November meeting for a public hearing in December to consider
the Veteran's ExEniption. If we do nothing it will have quite an
impact on the tax rolls.
Councilwoman Raffensperger asked if there was an intermediate
approach?
Supervisor Desch responded yes. The Village of Cayuga Heights
passed a law limiting the exemption to $30,000. If we do nothing,
then the full exemption would go into effect.
He went on to say that he expected at the October meeting to take
® action on the fire contract.

Supervisor Desch asked what the time frame was?
Town Engineer Fabbroni responded, September to May.
RESOLUTION NO. 170
Town Board 2 September 27, 1984
Motion by Supervisor Desch; seconded by Councilman McPeak,
WHEREAS, James McKinney, a civil and environmental engineering
student, performed work assigrunents related to the final design and
layout of Burns Road I, to a topographic survey and preliminary
design of Burns Road II, to layout of 1984 water and sewer
improvements, and numerous special assignments, in an efficient,
accurate, and responsible manner with the `sown under Cornell
Tradition Swm-er 1984, and
WHEREAS, Mr. McKinney wishes to continue working with the Town as a
work/study student during the 1984-5 school year under a program
whereby Cornell University contributes 60% or up to $1,350 and the
Town 40% or up to $900, and
;-fHE AS, there is a particular need to refine Burns Road II plans
for presentation to the NYSDCT before December, 1984, to design
drainage improvements for County match prior to December 31, 1984,
to assist Town staff in general planning and engineering efforts to
prepare 1985 or continuing capital projects,
NOW ARE BE IT RESOLVED, by the Town Board of the Town of
Ithaca to hire Mr. McKinney under the Cornell University Work/Study
Program at $4.00 per hour with a 40% Town share up to $900 on a
schedule to be coordinated with the Town Engineer or Assistant Tc&%m
Engineer and to be on an account as used basis.

FIRE CONTRACT WITH CITY OF ITHACA
Supervisor Desch stated that there would be not action on this item
tonight, as we are still waiting for a response from the City.
ACCEPTANCE OF TOWN HIGHWAYS

RESOLUTION NO. 171
Motion by Councilwoman Howell; seconded by Councilman Kugler,
WHEREAS, Lisa Place has been completed to Town Higharay
specifications, and
WHEREAS, Ivar Jenson has requested release of the $2,000 held in
escrow for highway completion,
NOW TARE BE IT RESOLVED,, that the Town Board of the Town of
Ithaca release the $2,000 held in escrow by Citizens Savings Bank
for satisfactory completion of Lisa Place,
® AND FURTHER BE IT RESOLVED, that Lisa Place be accepted as a Town
Highway upon transfer of a warranty deed acceptable in form to the
Town Attorney.

Lexington Drive
RESOLUTION NO. 172

Town Board 3 September 27, 1984
Motion by Supervisor Desch; seconded by Councilwoman Raffensperger,
WHEREAS, Lexington Drive from Burleigh Drive west to the Church of
the Latter Day Saints to its temporary terminus has been completed
to Town Highway specifications, and
W1TREAS, Harry Hamilton, Esq. , has requested release of the $7,500
Letter of Credit for highway completion in the name of the
Schoenfeld estate,
NOW THEM"ORE BE IT RESOLVED, that the Town Board of the Town of
Ithaca release the entire $7,500 Letter of Credit for satisfactory
completion of Lexington Drive,
• AND PAR BE IT RESOLVED, that Lexington Drive be accepted as a
Town Highway upon transfer of a warranty deed acceptable in form to
the Town Attorney.

TRANSFER OF DRAINAGE FUNDS TO BURNS ROAD
Town Engineer Fabbroni stated that a part of the project had been
reseeded because of the steep slopes to prevent a large amount of
erosion. This transfer of money will take care of the reaminder of
the earth moving and the seeding of the remaining banks. The
paving will be done as a normal paving project.
Councilwoman Raffensperger asked what was going to happen to the
drainage projects?
Town Engineer Fabbroni responded that there was at least $15,000
left in the account. He went on to say that %6e decided to pay part
out of drainage funds as it was easier to keep track of the funds.
Supervisor Desch asked if the balance in the Drainage Account was
sufficient to do the Slaterville Road drainage?
Town Engineer Fabbroni responded, yes.
RESOLUTION N0. 173
Motion by Councilman Kugler; seconded by Councilman Bartholf,
RESOLVED, that the Town Board of the Town of Ithaca hereby
authorizes a budget amendment to transfer $6,000 from H5110 Capital
Projects - Drainage to H5122 Capital Projects Burns Road Bridge.

PAYNE TI' FOR CHANGE ORDER - WATER AND SEWER '84
® Town Engineer Fabbroni stated that inadvertently these three
properties whose owners are now requesting service were listed on
the Engineering Report and in the Application to the Comptroller.
He went on to say that at the last meeting, he thought the cross
piece would be down the road further. However, we were allowed to
tear up one mans property. 700' of sewer remains to be completed
and they are now starting the water line. With one exception, the
people have been very cooperative.
RESOLUTION NO. 174

Town Board 4 September 27, 1984
Motion by Supervisor Desch; seconded by Councilman McPeak,
WHEREAS, bids were received for Bundy Road Sewer '84 Improvements
and subsequently approved for construction at an estimated $88,725,
and
WHEREAS, the engineer's estimate was $100,000, and
WHEREAS, the construction of all but 693 feet have been completed
with no substantive variance from the above bid total, and
WHEREAS, the owners of 159 Bundy road have repeatedly expressed
their dire need for sewer service to the Town Board as
• independently verified to be a failed private system by the Town
Engineer, and
WHEREAS, a check of the original Engineer's Report approved by the
Town Board indicates that 157, 159, 161 Bundy road were included in
the listing subsequently submitted for bonding approval,
NOW THEREFORE BE IT RESOLVED, that the Town Board of the Town of
Ithaca approve and hereby does approve a Change Order to extend 504
feet of 8" sewer including two manholes to serve 157, 159, and 161
Bundy Road for an approximate cost of $10,900.
Town Engineer Fabbroni stated that the estimated cost was based on
unit costs.

FUMAME WALS OF PERSONAL COMPUTERS FOR MANAGERS COURSE
RESOLUTION NO. 175
Motion by Supervisor Desch; seconded by Councilman McPeak,
RESOLVED, that the Town Board of the Town of Ithaca herby
authorizes Constance Allen to attend a three day seminar on the
Fundamentals of Personal Computers for Managers Course at Cornell
University, November 26, 27, and 28, 1984, at a cost of $600.

REFUND OF r-VkTER AND SEWER BENEFIT UNITS
RESOLU1'TON NO. 176
Motion by Supervisor Desch; seconded by Councilman Kugler,
WHEREAS, Mrs. Dorothy Carpenter, 244 Haller Boulevard, Ithaca, New
York was assessed 5.7 units for water and 5.7 units for sewer on
® her 1984 mown arA County Taxes, and
WHEREAS, the Mrs. Carpenter should have been charged for 2.7 units
of water and 4.9 units of sewer,
NOW THEREFORE BE IT RESOLVED, that the Town Board of the Town of
Ithaca hereby authorizes a refund of 3.0 units of water and .8
units of sewer for a total dollar refund of $196.

Town Board 5 September 27, 1984
AUTHORIZE BIDDING FOR �&MR IMPROVE WS PHASE II
Town Engineer Larry Fabbroni stated that basically you have
approved an extenion on Sugarbush Lane, seven services on
Slaterville Road, a 500' extension on Coddington Road, a 1300'
extension on King Road and a water extension up Bundy Road to the
water tank and replacement of the sewer line to the hospital and
sewer service on Bundy Road. water which would include a
hydropneumatic pump system to allow extension up Elm Street to 615
and 123 West Haven Road. However, as hydropneumatic systems are
hard to maintain, and the bids on the first phase came in so good
that we came back with the idea to use a gravity system which will
allow us to serve more houses. (copy of report attached) .
• The Town Engineer went on to say that no body in the Town is now on
• hydropneumatic system, all are on the gravity system. There are
• lot of advantages down the line to building a gravity system. It
will be bid on base price but give us the option to pull part out
as an alternate.
Councilwoman Raffensperger noted that the Town Engineer keeps
saying nobody could possibly object to this, could they?
Town Engineer Fabbroni responded, that the City went sixteen times
in one weekend to service their hydroneumatic system. The City had
in mind years ago to abandon their Cliff Street Pump Station. They
have capacity at the Vinegar Hill Pump Station to pump to another
tank on West hill. When they eventually do it, this will help the
Town in both the Trumansburg Road area and the Mecklenburg Road
area.
RESOLUTION NO. 177
Motion by Supervisor Desch; seconded by Councilman Kugler,
WHEREAS, the Town Board of the Town of Ithaca has proposed a series
of water improvements as contained in a March 15, 1984 Engineer's
Report, and
WHEREAS, the Town Engineering staff have now recommended
substituting the gravity feed line for the hydropneumatic pump
appurtenances to serve West Haven Road below house numbers 118 and
123 and Elm Street as high as 615 with a better maintenance
reliability for approximately the same cost as already approved for
bonding and by Audit and Control, and
�%JHEREAS, if necessary, with updated Audit and Control approval the
gravity feed mains will also service Elm Street as high as 635,
Valley View Road as high as 112, and all of West Haven Road for no
additional cost,
NCW THMFORE BE IT RESOLVED, that the Town Board authorizes
bidding Construction of Water Main 1984-1985 Improvements which
include the balance of water improvements approved by Audit and
Control but with a design change to a gravity flow system, and
® FURTHER BE IT RESOLVED, to advertise said Improvements October 4,
1984 with a bid opening of October 31, 1984 at 2:00 P.M. , and
FURTHER BE IT RESOLVED, that Bid Documents be approved by the Town
Supervisor prior to release, and
FURTHER BE IT RESOLVED, that the Tom Supervisor be authorized to
apply, if necessary, to Audit and Control to serve the additional
homes and properties fronted by the alternative gravity flow design
to already approved properties being benefitted.

TOWN OF ITHACA TENTA'T'IVE BWGEI'
Proof of posting and publication notice of a Public Information
Hearing to consider the Town of Ithaca Tentative Budget for the
year 1985, having been presented by the Town Clerk, the Supervisor
opened the public information hearing.
Supervisor Desch reviewed the Tentative Budget, item by item, with
the Town Board. (Copy attached to the minutes) . He stated that
non-tax revenues were purposely kept lower than the anticipated
amounts to be received to avoid shortfall problems.
Counci-Moran Raffensperger stated that the Parks Committee has a
variety of budget requests for the Town Board to consider. She
specifically asked that $5,000 be added to line item 402 for the
Snyder Hill Bikeway. She went on to say the Susan Beeners would be
spending most of her time at the Cayuga Heights Community Center
and the Pleasant Grove area. Mrs. Raffensperger went on to say the
Parks Ccatmittee is concerned with the part-time employment status
of Susan Beeners. We need someone who has the ability, as Susan
does, not necessarily a full time position, but a permanent
position. Also, there is a concern with the transfer of funds frown
Parks to Highway, in off seasons.
Councilman Kugler stated that Susan seems to be up for review each
year at Budget time.
Supervisor Desch stated that there are problems that need to be
faced after you add all the new program costs. The dollars shown
in his Tentative Budget are about the amount we will spend this
year. Is this the right level? Is the level of effort too much or
too little? We need to balance this service to the level of other
services in the Town. At this level, we have been able to sustain
all programs and still sustain the parks. If wa increase parks, we
will need to increase taxes or cut somewhere else.
Town Engineer Fabbroni remarked that the Supervisor had noted the
Reserve in item 8200, a year down the line it will not be there, a
decision must be made on how you want to maintain the same level.
As no one present wished to speak, the Supervisor closed the public
information hearing.
The Supervisor suggested that Town Board members let him know if
there are any recommended changes by November 1st, otherwise the
Tentative Budget will become the Preliminary Budget.
APPROVE NEWSLE'T'TER
No changes were proposed by the Town Board to the proposed
Newsletter. (Copy attached) .
Councilman Bartholf asked about the request from Otis Drew at the
last Board meeting, that a culvert be installed to stop the run off
from Sheffield Road.
Supervisor Desch stated that Mr. Drew's concern was a culvert for
an unused access and that no decision had been made. He suggested

that Town Board members look at the problem and be prepared to
discuss at the October meeting.
Councilwen Bartholf then asked if there was any word on the Lake
Shore West project?
Supervisor Desch responded that discussions are being geld between
the County and the STD Group on the utilities, etc.

1. Elected Officials Salaries
Town Supervisor salary would increase from $8,400 to $10,500.
Town Council members salary could increase from $2,100 to $2,750.
The increase follays a state wide survey for elected officials which show Ithaca
considerably lower than Tams of comparable size and complexity. Further increases in
1986 to $12,500 in the case of the Ta.m Supervisor and $3,300 in the case of Town Council
members will be considered a year from now. The results of the salary survey are
available in Town Hall. Contact Town Clerk Jean SZ•lartwood at 273-1721.
1. Parks & Recreation Trails
Approximately $12,000 is included for the 'first phase of the Northeast Bikeway and
Recreation Trail in the vicinity of Pleasant Grove Road from the Cornell Cc-wpus to
Ckvmmnity Corners.
Approximately $18,000 is included for the initial phase of construction on the Inlet
Valley Park (former site of Knight's slaughterhouse) . Construction of playfields and
access to the park are being purchased by the City of Ithaca.
3. Highway Construction
Projects including paving of Burns Road following completion of the new bridge by Tompkins
County, relocation of the intersection of Burns road with Lute 79 in conjunction with New
York State DOT and the paving of Caldwell Road and West Haven Road. Funds are included in
the budget to replace Truck #7 which is used for general hauling and cindering purposes.
4. The only new position included in the budget is temporary .part-time Town Engineer
Robert Flumerfelt. Mr. Flumerfelt was hired by the Town when the City and Town assigned
Town Engineer Lawrence Fabbroni as the owner's representative on the Sewage Treatment
Plant project. Approxiirvately one-half of Mr. Fabbroni's time is assigned to the field
work and reimbursable by the project. Air. Flumerfelt's cost does not represent a net
increase to the Town.
5. Additional savings and revenue includes (a) $6,000 savings for East Ithaca Bus
Service since Cornell is receiving the Section 18 subsidy, (b) $3,000 revenue from
Ulysses and Trumansburg for building inspection services by the Town of Ithaca Building
Inspector, (c) $2,000 increased Building Permit fees, (d) interest earnings on the
investments for the construction of the Sewage Treatment Plant (Town share, $120,000) will
,negate the need to asses a benefit charge increase until 1986 or 1987, (e) stabilization
in the cost of Health Insurance through selection by Town employees of the GHI Option,
(f) stabilization of-.fire contract cost with the City as the result of an agreement to pay
for the Town's share of the $150,000 fire hose replacement ($28,201.14) over five years,
(g) City agreement to pay for the cost of Inlet Valley Park acquisition, (h) State Park
agreement to pay for the right-of-way acquisition of the abandoned railroad from Stone
Quarry Road to Cass Park.
Comments. on the 1985. Budget should be forwarded to the Town Supervisor, 126 East Seneca
Street, Ithaca, New York 14850.
The tentative allocation of Federal Revenue Sharing Funds for 1985 is as follows: Records
Restoration - $2,000.00; Burns Road/Slaterville Load - $35,000.00; Highway Machinery -
$35,000.00; South Hill Fire Station - $10,000.00; Forest Hcme Drive - $5,000.00; Pine Tree
Road Tank Painting - $32,000.00; dater System Contingency - $25,000.00; Drainage -
$15,000.00; Inlet Valley Park - $18,000.00. Total Federal Revenue Sharing Funds -
$177,000.00.

This is the twenty first Town of Ithaca Newsletter. It is published to inform Townspeople
of matters of public interest being considered by our Town Government.
FALL CLEAN-UP DAY
The Town Board has set Monday, October 21, 1984, as Annual Fall Clean Up-Day. The Tbtm
High-iay Department will pick up material placed next to the highway, other than unbundled
brush. If you have material too heavy to move to the pick up point, such as junk cars,
(or if you live along and need assistance) contact Highway Superintendent Robert Parkin at
273-1656. It normally takes three days to cover the Town during this pick up period.
ZONING FEES
Following a Public Hearing on August 13, the Town Board voted to increase the schedule for
zoning fees. The fees are charged for Building Permits, Zoning Variance requests,
building inspections and Certificate of Occupancy. These fees had not been changed since
the Ordinance was adopted in 1954. For specific information contact Lewis Cartee,
Building Inspector.
WATER BILL SCE
Following a public hearing on August 13, the Town Board voted to increase the water
surcharge from 5% of the quarterly water bill to 10%, effective with the bill rendered on
December 1, 1984. The purpose of the increase is to enable the Tocm to reinstate the
Annual Tank Painting Program. The increased cost of water line repairs and pump station
cost has caused a two year postponement in the painting program. The increase plus some
operating revenue sharing assistance, ($25,000) will enable the Town to paint both the
Hungerford Hill and Pine Tree Raid reservoirs- in 1985.
WATER BENEFIT ASSESS14M IIICREASE
Bids were opened on the 1984 schedule of ,rater improvements including the 12" reinforcing
main to -the hospital area and Bundy Road, Danby Road loops and Sugarbush Lane service.
The bids came in below budget which will enhance the scope of work possible in 1985,
particularly the Elm Street Extension and West Haven Road areas. In establishing the
improvement, the Town indicated that the water benefit assessment would be increased in
1985 by $2 from $23 to $25 per unit assessable on the 1985 tax bill throughout the Town. .
This is the first increase in this assessment service since the, water districts were
consolidated in 1972.

SEVMR I•iOOK UPS
.Effective July 1, 1985, all properties where public sewer is available must be connected
in accordance with the new Intermunicipal Sewer Use Law. Notices will be sent to property
owners where it is known that private systems still exist. Information concerning
problems with private systems or questions of access should be brought to the attention of
Town Engineer, Lawrence Fabbroni at 273-1747.
ITHACA ARFA WASTEWATER TREA'.0 E TT PFI7ECr
The construction of the initial segment involving the pile foundations, influent sewer and
pump station is moving forward on schedule. Although some unforseen underground obstacles
have been encountered, the additional costs are being more than offset by savings in the
total net.driving length of the 1700+ piles to be driven.
Bids will be opened on the $5,000,000 Outfall Segment on October 24. The critical
crossing of the Cascadi.11a Creek navigation channel and adjacent work may be done before
the 1985 boating season. The lake portion of the project (2500 feet) will be done next
spring and summer. Confirmation has been received that the remaining $18,500,000 funds
for the project will be awarded to Ithaca so that bids can be opened 'on December 6. This
is about nine months ahead of schedule and very timely in terms of competition and
dovetailing with Segment I contract work. All the funds became available because another
major project, in our category, was not ready.
