Cowett, S. Cunningham, H. Richardson, Alternate D. Hay Deputy Clerk A. Podufalski and Code Enforcement Officer B. Cross Item 1 – Meeting called to order Acting Chair F. Cowett opened the meeting at 7:05 pm. Acting Chair F. Cowett appointed Alternate D. Hay as a voting member. Item 2- May 20, 2013 Minutes Motion: D. Hay Second: S. Cunningham RESOLUTION No. 104 APPROVING MINUTES OF MAY 20, 2013 RESOLVE, that the written, reviewed and revised minutes of the May 20, 2013 meeting are hereby approved. Aye votes – Acting Chair F. Cowett, S. Cunningham, H. Richardson, Alternate D. Hay Opposed- None Item 3- Public Comment • No members of the public wished to comment. Item 4- Kendal Expansion Presentation • Code Enforcement Officer B. Cross gave an overview of the history of Kendal at Ithaca and the original Planned Unit Development (PUD) from 1993. • Code Enforcement Officer B. Cross has received an application from Kendal for an expansion project. The current proposal is likely within the parameters of the original PUD which allowed up to 250 dwelling units and 12.9% maximum lot coverage. • The following individuals, who are part of the Kendal expansion design team, were present to make the presentation and answer questions for the Board: 1. Kim Michaels- Landscape Architect, Trowbridge & Wolf 2. Dan Governanti- Executive Director, Kendal at Ithaca 3. David Herrick- Engineer, T.G Miller 4. Larry Hoffman- Architect, Chiang O’Brian Meeting #42 Planning Board June 24, 2013 F:\PLANNING BOARD\2013\June 2013\06.24.2013 Minutes.doc • Kim Michaels stated that the design team has just finished schematic design and is entering the design development phase; an expansion to 236 dwelling units is planned. • The design team intends to provide a technical package to the Board by mid- August to allow for at least a 30 day review including floor plans, elevations, site layout plan, site grading plan, site planting plan, details, and draft SWPPP, along with a narrative explain the proposal and plans • The design team hopes the Board will declare itself the lead agency for SEQR review at the September Planning Board meeting and schedule a public hearing for the October Planning Board meeting. • The design team also hopes that final site plan approval can be given by the Planning Board at the October Planning Board meeting. • Ground-breaking for the project is anticipated to take place in one year’s time. Item 5-New Business • Code Enforcement Officer B. Cross informed the Board of items for the July agenda. 1. Westview property site plan review 2. Minor subdivision at 110 Triphammer • D. Hay and F. Cowett took photos and conducted a walking survey along Cayuga Heights Rd north of Hanshaw Rd to assess the feasibility of extending a sidewalk on Cayuga Heights Rd. Item 6- Adjourn Acting Chair F. Cowett adjourned the meeting at 8:35 pm.
