TOWN BOARD MINUTES
SPECIAL MEETING - FEBRUARY 21 , 2005
PRESENT :
Supervisor Dietrich
Councilpersons : Joel Gagnon, Norbert Nolte, Naomi Strichartz, Gladys Varona-Lacey
Others Present :

Susan, Beeners - Code Enforcement Officer
Carol Sczepanski - Town Clerk
Supervisor Dietrich opened the meeting at 7 : 20 p . m. and announced that the meeting would adjourn
at 8 : 30 p . m.
The purpose of the meeting was to discuss where the Town is with the process of the moratorium
and deadlines for enactment of the Revised Subdivisions .
Susan Beeners said the time frame now is for a public information meeting on March 14, 2005 with
County Planning Representative Crystal Buck and that the Town Board should schedule a public
hearing for the April Board meeting.
Councilperson Gagnon said that the Planning Board has requested a joint meeting with the Town
Board to review suggested revisions .
Susan said that she hopes to get feedback from the Town Attorney by March 3 . On the 9`h or 10`h
of March she hopes to be able provide the Board with an updated map and a some of the changes
that have been made. She will transmit the draft document to the Board for comments and review.
She described to the Board the no build areas and the description of the proposed 60% conservation
areas .
The Board discussed who determines where the conservation areas would be on properties and who
decides what can be done on the land .
Ray VanDeBogart said that the whole time the Task Force talked about individual lots, from an
agricultural point he has a problem with this . He would like to see this changed so that maybe up
to 50 acres you would have to identify for conservation instead of entire parcel . It would be difficult
to identify what you may want or have to do within the next few years .
Susan Beeners described four major changes :
1 ) public notice to be changed from five days to seven
2) as proposed by the Task Force there would be a public hearing for initial review of preliminary
plat with no action on the preliminary plat.
3 ) Ten( 10) days signs to be posted on subject property.
4) A public hearing to be held about a month later for action on preliminary and final approval.
Susan also reported that a resident has requested a mortgage parcel for financing.
Supervisor Dietrich asked for comments from the Board :
Councilperson Strichartz - is comfortable with presenting regulations to the public and concerned
that there is no system of how it is going to be implemented.
Councilperson Nolte - is happy with most of it but thinks that there should be a minimum for parcel
that is exempt .

Councilperson Strichartz - has concern about equity. She said we should be careful that land
owners equity is not being lost.
Councilperson Varona-Lacey -comfortable with the way this is shaping up but also has a concern
about landowners equity.
Councilperson Gagnon - said that part of our objective is to discourage development in the low
density zones .
Supervisor Dietrich - has liked the amount of information that is being passed around that is to be
considered.
Adjournment
The meeting adjourned at 8 : 45 p . m .
