SPECIAL BOARD MEETING
April 23 , 1984
At a Special Meeting of the Town Board of the Town of Ithaca ,
Tompkins County , New York, held at the Town Offices at 126 East
Seneca Street , Ithaca , New York , at 1 : 00 P .M . , on the 23rd of
April , 1984 , there were :
® PRESENT : Noel Desch , Supervisor
George Kugler , Councilman
Shirley Raffensperger, Councilwoman
Marc Cramer , Councilman
Henry McPeak, Councilman
Gloria Howell , Councilwoman
Robert Bartholf , Councilman
ALSO PRESENT . Lawrence Fabbroni , Town Engineer
PLEDGE OF ALLEGIANCE
The Supervisor led the assemblage in the Pledge of Allegiance .
ACCEPTANCE OF GRANT OFFER - ITHACA AREA WASTEWATER TREATMENT
FACILITY
RESOLU'T'ION N0 , 69
Motion by Supervisor Desch ; seconded by Councilwoman Raffensperger ,
WHEREAS , the SJS at a Special meeting on April 23 , 1984 , reviewed
the grant offer from USEPA for Segment I in the amount of
$ 13 , 497 , 576 received on April 16 , 1984 , and
WHEREAS , the offer is consistent with and based on the application
for assistance by the parties to the Joint Sewer Agreement , and
WHEREAS , the SJS recommends that the grant offer be accepted as
submitted by USEPA ,
NOW THEREFORE BE IT RESOLVED , that the Town Board of the Town of
Ithaca hereby accepts the grant offer from USEPA in the amount of
$ 13 , 497 , 576 for the construction of Segment I of the Ithaca Area
Wastewater Treatment Plant and authorizes Donald A . Kinsella ,
Superintendent of Public Works for the City of Ithaca , the
designated recipient organization to execute the agreement on
behalf of the Town of Ithaca .

APPOIlMAENT TO SPECIAL JOINT SUBCOM1ITTEE
RESOLUTION NO . 70
Motion by Supervisor Desch ; seconded by Councilwoman Raffensperger ,
Town Board 2 April 23 , 1984
WHEREAS , a vacancy exists on the Special Joint Subcaunittee due to
the resignation of the Town of Ithaca ' s representative , Roger
Joseph ,
NOW THEREFORE BE IT RESOLVED ,, that the Town Board of the Town of
Ithaca hereby approves the appointment of Alfred DeGiacano, of 1025
Hanshaw Road , Ithaca , New York as a Town of Ithaca representative
on the Special Joint SubcuTndttee .
(Desch , Kugler , Raffensperger , Cramer , McPeak , Howell and Bartholf
voting Aye . Nays - none) .
• TRANSIT SUPPORT
RESOLUTION NO . 71
Motion by Supervisor Desch ; seconded by Councilman Kugler ,
WHEREAS , Tompkins County, through TOMTRAN as evidenced by
ridership , has expanded the availability , reliability , and
stability of transit operations in suburban and rural areas of the
County in response to the varied needs of employers , employees ,
students , businesses , government services , youth recreation , etc . ,
and
WHEREAS , TONTRAM has complemented existing municipal and private
transit servies to establish transit as a viable transportation
mode in Tompkins County , and
WHEREAS , increased use of all municipal and private transit has
generally resulted from providing more complementary service to
more areas of the County , which needs any individual operator has ,
along , found it impossible to serve in the past ,
NOW THEREFORE BE IT RESOLVED , that the Town Board of the Town of
Ithaca fully endorses Tompkins County role in increasing transit
opportunities throughout the County suburban and rural areas in
similar ways to on-going administrative and financial levels of
support of existing , NET , EIT , IDT , Hospital , and carovan services ,
and
FURTHER RESOLVED , that such services have , by the Board
observation , enhanced rather than competed with service of the
transit needs of the area served in various other ways , some
specialized , by Ithaca Transit , Cornell , Greyhound , Swarthout &
Ferris , etc .

LAKE SHORE WEST PROTECT
RESOLUTION N0 . 72
• Motion by Councilman Cramer; seconded by Councilman McPeak ,
RESOLVED , that the Town Board of the Town of Ithaca will meet and
conduct a public hearing on May 7 , 1984 at 7 : 30 P . M . , to consider
the rezoning of Lake Shore West Project .
(Desch , Kugler , Raffensperger , Cramer , McPeak , Howell and Bartholf
voting Aye . Nays - none) .
