Home My WebLink About2004-11-08 1 Town Board Minutes November 8 , 2004 TOWN OF DANBY TOWN BOARD MINUTES NOVEMBER 8, 2004 PRESENT : Supervisor Fredric Dietrich Councilpersons : Joel Gagnon, Norbert Nolte, Naomi Strichartz, Gladys Varona-Lacey Others Present : Carol Sczepanski - Town Clerk Susan Beeners - Code Enforcement Officer Ted Jones - Bookkeeper Roy Casterline - Water District Superintendent Sue Howe - Highway Department Secretary Members of the Public Tom Vakkas, Jennifer Fornell, Ted Melchen Supervisor Fredric Dietrich called the meeting to order at 7 : 05 p .m . and led all present to the Pledge of Allegiance to the American flag. Supervisor Deitrich reported that there will be revisions to the Employee Manual that need to be finalized before it is sent on to the State . What we have sent the insurance company is acceptable . Councilperson Strichartz reported that Community Council is sponsoring a concert that will be held here at the Town Hall on Sunday, November 21 , 2004 . Members of the Public : Tom Vakkas - 193 Yaple Road - recently bought a home on Yaple Road and is looking for land for his parents to build a home in Danby. A resident is willing to sell fourteen ( 14) acres but there is a moratorium on subdivision. His parents are willing to pay for an Appeal to the Town so that they can start building as soon as possible . REPORTS : Highway Department Report Sue Howe reported that there are three (3 ) resolutions on the agenda for the Highway Department; she has been working on the highway reserve accounts with the bookkeeper. The department has submitted an estimate for the work on the highway garage roof and they are waiting for Town Board approval and funds for this project . The roof on the old town barns also needs to be replaced. Sue reported that there is a conflict in the Employee Manual regarding the Drug and Alcohol Policy, there is a New York State Smoking Local Law and the Code of Ethics . Supervisor Dietrich gave the Town Clerk permission to contact the Town Attorney and to send copies of all the Town documents that are needed to finalize the Employee Manual . Recreation Partnership - Priscella Cartland has resigned as treasurer and has volunteered to serve on the Youth Partnership Committee . Community Council - Asher Hocket has been appointed as treasurer. A new youth worker has been hired by Cooperative Extension . Senior Citizens Carol Sczepanski reported that the Danby Senior Citizens held their annual Thanksgiving Dinner on Thursday, November 5 , 2004 with 52 seniors present. I a I { 7 .I _. I ( it h 2 Town Board Minutes November 8 , 2004 County Representative Report : Representative Proto reported on the following issues that the County Legislature looking at: 1 ) Jet skies and other water vehicles on the lake ; 2) Storm water regulations ; 3 ) Reading centers usage for both Caroline and Danby was discussed at the steering committee meeting; 4) The County Budget was passed with a 10- 5 vote . The County is reviewing a Comprehensive Plan draft and would like input into the process . OLD BUSINESS : West Danby Water Rates : Supervisor Dietrich reported that the bookkeeper has looked into returning the West Danby Water District monies re-levied and collected on the tax roll and adjustments to the water district accounts can be made. Other items in the budget for employee benefits and adjustments were described by Ted Jones . The interest is rolling into the CD . Preliminary Budget Amendments to the Preliminary Budget were made as follows : West Danby Water District - Appropriations reduced by $ 5000 and increase the revenues by $2 ,076 . 15 in the West Danby Health Insurance Employees will be contributing part of their health insurance costs . The health insurance line will be reduced in the budget to reflect the employee contributions . Planning Board/BZA -A8020 . 100 - increased to $ 2 , 500 Town Justice - A1110 . 100 - increased to $20 ,000 Motion to Adopt Preliminary Budget for 2005 As Amended A motion was made by Councilperson Strichartz and seconded by Councilperson Varona-Lacey that the Town Board of the Town of Danby adopts the Preliminary Budget for 2005 as amended. A roll call vote on the motion resulted as follows : Gagnon Aye Nolte Aye Strichartz Aye Varona-Lacey Aye Dietrich Aye Carried Unanimously RESOLUTION NO. 57 OF 2004 RESOLUTION ADOPTING ANNUAL TOWN OF DANBY BUDGET FOR FISCAL YEAR 2005 By Councilperson Gagnon : Seconded by Councilperson Strichartz WHEREAS, the Town of Danby Town Board having, on November 4 , 2004 held a public hearing on the preliminary budget approved by this Board and filed with the Town Clerk for the fiscal year commencing January 1 , 2005 , and having heard all persons desiring to be heard in the matter, and the matter of the budget for this Town for such fiscal year having been fully discussed and considered, it is RESOLVED, that said preliminary budget as amended and revised and as hereinafter set forth is hereby adopted and that the several amounts stated in the column titled "Adopted" in Schedule Al , Schedule D1 , and SW1 and they hereby are appropriated for the objects and purposes specified and the salaries and wages stated in Schedule 5 of such budget shall be and are hereby fixed at the IT it I 1 11 11 g IF 3 Town Board Minutes November 8 , 2004 amounts shown therein effective January 1 , 2005 , and be it further RESOLVED, that the Town Clerk of the Town of Danby shall prepare and certify as provided by law, duplicate copies of the said annual budget hereby adopted, and deliver one of such copies to the Supervisor of the Town, and that she shall present such copy to the Board of Legislators of Tompkins County as required by law .
