HomeMy WebLinkAbout2003-12-29 TOWN OF DANBY TOWN BOARD MINUTES YEAR END MEETING DECEMBER 29, 2003 PRESENT : Supervisor Fredric Dietrich Councilpersons : Joel Gagnon , Norbert Nolte , Naomi Strichartz ABSENT : Councilperson Gladys Varona-Lacey Others Present : Carol W. Sczepanski - Town Clerk Susan Beeners - Code Enforcement Officer Susan Howe - Highway Secretary William Hall - Highway Superintendent Ted Jones - Bookkeeper Interviews for vacancies of the Planning Board were held from 6 : 30 p . m . to 7 :40 p . m. Supervisor Fredric Dietrich called the meeting to order at 7 : 40 p.m. and led all present to the Pledge of Allegiance to the American flag. ADDITIONS TO THE AGENDA 1 ) Councilperson Nolte asked that a brief discussion on highway issues and financing for the gradall be added to the Agenda . 2 ) Councilperson Strichartz asked that Danby Community Council questions be added to the Agenda . Highway Superintendent William Hall reported that the heating system at the Town Highway Barns needs repairs and he is seeking quotes to have the work done . He also asked that the clothing allowance for highway employees be paid on the first warrant of 2004 . He said that he had not included clothing expense in his 2004 budget. Councilperson Nolte reported that the CSEA Contract has not been approved at this time and it is expected to take an additional month to finalize . The new proposal is for the clothing allowance to be raised to $ 300 per employee . Supervisor Dietrich said that the allowance would be paid at the approved $ 200 that is in the previous contract. COMMUNICATIONS : Encumbrance Requests for: Comprehensive Plan Zoning Office Supplies Danby Community Library - Chairs and Bookcases The Supervisor is requesting the Encumbrance of funds to purchase laptop computer. Supervisor Dietrich reported that the County is considering raising the income limits for Senior and Disabled persons to $32 ,400. This would raise the minimum income level to $24, 000 to allow a fifty percent (50%) reduction in taxable value and the maximum income level to be increased to $32,400 for a five percent (5 %) reduction in taxable value . A table of percentages will be sent to the Town Clerk next week . Supervisor Dietrich explained how he would like the funding for the purchase of a gradall for the Highway Department to be financed. He is working on obtaining a package to finance the gradall , a truck and the salt shed. He would like to have a package that can be used for multi purchases and Tompkins Community Trust is putting together package for the Town to consider at a low rate of interest. 2 There was discussion on how to pay for the gradall by the January 12 , 2004 and the fact that the purchase resolution is subject to permissive referendum. Supervisor ' s Computer Ted Jones reported that the Supervisor ' s laptop computer is not working and the cost to repair it would be more than it is worth . He will obtain quotes and order a computer before the end of the year. Community Council Request for Payment Councilperson Strichartz reported that Community Council has submitted a voucher for reimbursement for July - December. The treasurer is going to request the $ 5 ,000 for 2003 that is due to the Town from Tompkins County. Payment from the County should be received in January 2004 . Highway Funds for Split Payroll Susan Howe reported that Highway funds need to be encumbered for the split payroll at year end for 2003 wages . Motion to Encumber Funds A motion was made by Councilperson Strichartz and seconded by Councilperson Nolte that the Town Board of the Town of Danby encumbers of the following funds : 1 ) Comprehensive Plan Publication Costs in the amount of $450 . 00 from A8020 . 401 2) Code Enforcement Office for office supplies in the amount of $ 178 . 71 from A8010 .400 3 ) Danby Community Library in the amount of $213 . 00 for the purchase of stack chairs and bookcases . 4) Funds not to exceed $2 ,000 for Supervisor' s laptop computer from A1220 . 200 5 ) Highway Account A5010 . 110 - $475 .40 . 6) Highway Account DA5142 . 100 - $ 5 , 610 . 24 (base amount) for regular wages and if bad weather the amount will not exceed $ 10, 000 . 00 . 7) Hourly employees wages for 2003 split wages . A roll call vote on the motion resulted as follows : Councilperson Varona-Lacey Absent Gagnon Aye Nolte Aye Strichartz Aye Dietrich Aye Carried APPROVAL OF WARRANTS General Fund Warrant No . 13 of 2003 A motion was made by Councilperson Gagnon and seconded by Councilperson Strichartz that the Town Board of the Town of Danby approves the General Fund Warrant No . 13 of 2003 voucher numbers 576- 600 in the amount of $ 11 , 193 . 96 . A roll call vote on the motion resulted as follows : Councilperson Varona-Lacey Absent Gagnon Aye Nolte Aye Strichartz Aye Dietrich Aye Carried Highway Fund Warrant No . 13 of 2003 A motion was made by Councilperson Nolte and seconded by Councilperson Gagnon that the Town Board of the Town of Danby approves the Highway Fund Warrant No . 13 of 2003 voucher numbers 182 - 188 in the amount of $ 8 , 528 . 07 . A roll call vote on the motion resulted as follows : 3 Councilperson Varona-Lacey Absent Gagnon Aye Nolte Aye Strichartz Aye Dietrich Aye Carried West Danby Water District Fund Warrant No . 13 of 2003 A motion was made by Councilperson Strichartz and seconded by Councilperson Nolte that the Town Board of the Town of Danby approves the West Danby Water District Fund Warrant No . 13 of 2003 voucher numbers 60-64 in the amount of $ 952 . 78 . A roll call vote on the motion resulted as follows : Councilperson Varona-Lacey Absent Gagnon Aye Nolte Aye Strichartz Aye Dietrich Aye Carried CD (Library Special Grants Fund) A motion was made by Councilperson Nolte and seconded by Councilperson Strichartz that the Town Board of the Town of Danby approves the CD (Library Special Grants Fund) voucher in the amount of $42 . 40 .
