Wright, Dorothy Daetsch , Phil Zach Public Hearing Declared Open Supervisor Fredric Dietrich declared the public hearing open at 7 : 08 p . m. and read the following Notice of Publication : "NOTICE IS HEREBY GIVEN, that the Town Board of the Town of Danby Preliminary Budget for the Fiscal Year 2004 has been filed in the Office of the Town Clerk at 1830 Danby Road, Town of Danby County of Tompkins , Ithaca, New York where it is available for inspection during regular office hours, Tuesday - Friday from 9 : 00 a . m. to 4 : 00 p . m. and Saturday 9 : 00 a.m . to noon . FURTHER NOTICE IS HEREBY GIVEN, that the Town Board of the Town of Danby will hold a Public Hearing on Wednesday, November 5 , 2003 at 7 : 00 p . m. , 1830 Danby Road, Ithaca, New York . The purpose of the hearing is to hear public comment on the 2004 Preliminary Budget. Comments by the public can be made at the hearing or in writing prior to the hearing. Pursuant to Section 108 of Town Law, the proposed salaries of the Town Officials are hereby specified as follows : Town Supervisor $ 11 , 929 Town Council (4) $ 1 , 971 each Town Clerk/Tax Collector $ 19 ,000 Town Highway Superintendent $ 39, 955 Town Justice (2) $ 7,475 each By Order of the Town Board Carol W. Sczepanski , Town Clerk Dated : October 28 , 2003 Published : October 30, 2003 " Comments from the Public : Edward Inman of 52 Bald Hill Road asked why the pond account A7150 . 100 increased from $ 3 , 929 . 50 actual to $ 5 , 567 proposed and account and why such a large amount of money is allotted to A8020 .401 (Comprehensive Plan) . Actual last year was $ 1 , 303 . 61 and now proposed at $ 5 ,000 . The bookkeeper said that the $3 ,929 . 50 was actual expenditure and the budget was $ 5 ,400 . The increase to $ 5 , 567 that is proposed represents a 3 . 1 % increase for lifeguard wages . The pond program closed a few days early this year. Account A7150 .400 was budgeted for $600 and actually paid out $ 1 ,400 due to water testing required by the State Parks . Oqti 2 Town Board Public Hearing Minutes Preliminary Budget 2004 Councilperson Gagnon said that funds not spent in 2003 were put in 2004 proposed budget. Susan Beeners said the amount proposed is for interns , potential contract with Tompkins County Planning Department for a consultant, and for miscellaneous expenses . Eileen Wright of 1342 Danby Road questioned employee benefits increase for State Retirement and health insurance costs . Bookkeeper Ted Jones explained the benefits lines in the General Fund. Supervisor Dietrich reported that for years there was no contribution by the Town to the retirement fund. Now the Town must begin paying into that fund. Susan Beeners - Code Enforcement Officer said that she does not u understand how the reserve account is shown in this budget . Councilperson Gagnon said that it is not shown. Reserve accounts do not show up on the budget but on the Supervisor ' s reports . There was discussion about bringing emergency power to the West Danby Water District water tanik to comply with regulations required to have an emergency shelter there . Susan Howe - Highway Department Secretary reported that she is disappointed that the Court Clerk is significantly underpaid.
