Nays - noise Fire Station Locations Councilwoman Kii_cnfer asked if any progress had been made on fire Station locations ? Town Engineer Fabbroni responded that two meetings had been held , one with the Mayor , the fire Chief , two of the Dept: ty Fire Chief s , Jc- hn Meigs , Peter - ILovi and himself and a follow u.p meeti_ nc; with Jclhl_ Meigs , Peter and himself wh =ich included a site tour of five Site in both City and Town . Peter Lovi is now developing Site plants following our last mee-iti_ ng . The Fire Chief is doing tirae studies . The City Planners had started a service study on the Who .0 project but were then cut off , so that no�,r only Limited aspects of the project have been considered , such as respon ^. < time, . Councilman Jennings asked of other aspects , e . g . , appropriation of equipment= , had been considered ? Fabbroni said he had asked the Mayor if he wanted to consider other aspects such as cost of land , dual • use of buildings ? Councilwoman Kiefer asked if the Mayor war responsive to this ? He felt that the Town Board and Town Staff would be spending a consider- able amount of time on the fire protection issue in the years ahead . This Article 78 Proceeding on the Colrtmonlailds states that an I' nvironrlental Impact Statement should be, presumed by law to F. be required . The petition asks the Court to vacate the decision of the Planning Board and require an Environmental Impact Statcmr _. ; It be prepared . The petition also asks the Court to enjoin the Planning Board from proceeding with final approval , enjoin the developer from proceeding with construction , 'enjoins the developer from proceeding with the development until an Environmental Impact St— teraent has been properly prepared and to grant a temporary restraining order against -the developer . Councilwoman Ra fensperger stated that it should be. determined what Supervisors are paid in Towles of comparable size . She added that it s ,l_, r_ ikes her they are being paid about the same as the Supervisor is no-v.7 receiving . Supervisor Desch \vent on the the Town - Wide pare of the budget , sayil: g there are no changes except a minor adjustment by the County i n the asses ;s rrit , t'-lith respect to the Pert - town budget , Councilwo;nan Kiefer asked about the sewer debt exclusion , do we need to worry about it in 1_ 983 , or will nothing happen until after 1984 ? Supervisor Desch stated that various discussions are being held so that we will be ready whenever funding comes through . The people at Audit and Control say there is no way to preapply . In 1983 , the only provision under which -the Town 1-nay apply , is under Section 12. 3 which then ITiust be applied for annually as project approval comes through . Supervisor Desch dosed the public hearing , as no one present t•;= i_ slled to speak in favor or in opposition -to the proposed Preliminary }budget . The Supervisor noted that Part -- town balances should be higher than Town -wide because of the more extensive nature of services . He felt that the Highway balance was a little too close . Councilwoman Raffenspergel- asked if the projected year end balances include whet was taken out of this budget ? The Supervisor. answered no . In fact , he noted that a whfole show in Rochester_ was closed down by the State for not collecting salt- -z tax . CosAncil_woman Rarlensperger noted that she knees sales tax was hr: rged , hovever , she did not know :i_ f i t was ever turned over to the State . Supervisor Desch stated that the Municipal Officers had appointed him -to review the sales tax revenues for all of the County . He has requested from the County F_dmi_ nistr_ ator , the most current revenue pl: intout .
