Home My WebLink About2003-01-06 1221 1 Town Board Meeting Organizational Meeting January 6, 2003 TOWN OF DANBY TOWN BOARD MINUTES ORGANIZATIONAL MEETING JANUARY 6, 2003 PRESENT : Supervisor Fredric Dietrich Councilpersons : Joel Gagnon, Norbert Nolte , Naomi Strichartz, Gladys Varona-Lacey Others Present : Susan Howe - Highway Department Secretary Susan Beeners - Code Enforcement Officer Supervisor Dietrich called he meeting to order at 7 : 15 p . m . and read the following " Statement to the Board" . SUPERVISOR ' S STATEMENT TO THE BOARD Roberts Rules of Order will be followed at all Town Board Meetings except when special roll call vote is necessary. Roll call will be alphabetical with the Supervisor voting last. All meetings will begin at 7 : 00 p . m . and terminate no later than 9 : 30 p . m. Method of claims for payment of all bills will be by voucher. Vouchers and items for the agenda must be submitted no later than Thursday preceding the Board meeting. Vouchers may be submitted to the Supervisor or the Town Clerk. The Town Board in accordance with Town Law AT103 will audit all bills . All personnel matters will be discussed in executive session . Motion to Approve Resolutions No . 1 thru 19 as Presented : A motion was made by Councilperson Nolte and seconded by Councilperson Strihartz that the Town Board of the Town of Danby approve Resolutions 1 - 19 for the year 2003 . A roll call on the resolutions resulted as follows : Gagnon Aye Nolte Aye Strichartz Aye Varona-Lacey Aye Dietrich Aye Carried Unanimously ORGANIZATIONAL RESOLUTIONS -2003 RESOLUTION NO. 1 OF 2003 APPROVAL TO INVEST IDLE FUNDS RESOLVED , that the Town Board of the Town of Danby authorize the Supervisor to invest idle funds . RESOLUTION NO 2 OF 2003 YEAR 2001 SALARIES APPROVED RESOLVED, that the Town Board of the Town of Danby set the year 2003 Annual Salaries as follows : Annual salaries to be paid monthly: Supervisor $ 11 , 570 . 00 Town Justices (2) $ 14, 500 ($ 7 ,250 . 00 each) Town Clerk $ 17 , 000 . 00 Court Clerk $ 4, 000 . 00 1222 2 Town Board Meeting Organizational Meeting January 6, 2003 Quarterly Salaries : Councilpersons (4) $ 7 ,468 . 00 ($ 1 ,912 . 00 each) Water District Clerk $3 , 134 . 00 Asst. Water District Plant Operator $2 , 514 . 00 Bi-weekly Salaries : Code Enforcement Officer $ 30 , 188 . 00 Highway Superintendent $ 38 , 754 . 00 Water District Plant Operator $ 8 ,663 . 00 Bi-weekly salaries paid hourly as needed: Deputy Town Clerk $ 2891 . 00 Office Assistant (s) $ 11 , 568 . 00 Bookkeeper $ 13 ,414 . 00 Town Historian $ 300 per year honorarium - Paid in July and be it further RESOLVED , That the Town Board of the Town of Danby authorize the Supervisor to pay the above salaries prior to the first meeting of each month with December payrolls adjusted to meet all budget requirements . RESOLUTION NO . 3 OF 2003 PAYMENT OF BILLS RESOLVED, That the Town Board of the Town of Danby approves a blanket resolution to authorize the Town Supervisor to pay utility bills , freight, postage , contracts and to conduct other normal proceedings such as payroll in advance of audit in order to keep affairs moving on a timely basis, and be it further RESOLVED , that a contract is not a bid award. RESOLUTION NO. 4 OF 2003 2001 FINANCIAL REPORT RESOLVED, That the Town Supervisor, in lieu of preparing a financial report under Town Law #29-( 10) shall submit to the Town Clerk by March 1 , 2003 a copy of the report submitted to the State Controller required by Section 30 of Municipal Law . RESOLUTION NO. 5 OF 2003 AUTHORIZATION FOR PURCHASE OF TOOLS, EQUIPMENT, ETC . RESOLVED, That the Town of Danby Highway Superintendent be authorized to purchase tools, equipment (other than motorized equipment) , small implements , tires and tubes , etc . in the amount not to exceed $ 2 , 500 at any given time without prior approval of the Town Board. RESOLUTION NO. 6 OF 2003 TOWN OF DANBY OFFICIAL NEWSPAPER AND BANK DEPOSITORY RESOLVED, That the Town Board of the Town of Board names the Ithaca Journal as the Official Newspaper and the Tompkins County Trust Company as bank for the depository of Town Funds . RESOLUTION NO . 7 OF 2003 TOWN OF DANBY ATTORNEY RESOLVED, That the Town Board of the Town of Danby names the firm of Bixler and Stumbar be named as the law firm to represent the Town of Danby in all Zoning, Planning Board, and general Town of Danby business . RESOLUTION NO. 9 OF 2003 VOTING MACHINE CUSTODIANS AND INSPECTORS RESOLVED, That the Town Board of the Town of Danby approves the compensation for the Danby Voting Machine Custodians to be paid $ 75 . 00 each per service and Election Inspectors will be paid at the rate of $ 7 . 00 per hour for service . RESOLUTION NO. 10 OF 2003 HIGHWAY IMPROVEMENTS REIMBURSEMENT RESOLVED, That the Town Board of the Town of Danby be authorized to sign an agreement that monies collected for repairs and improvements of Town Highways in the amount of $92 , 689 . 00 ( State Aid DA3501 ) be expended upon 71 . 98 miles of Town of Danby highways . RESOLUTION NO . 11 OF 2003 WATER COMMISSIONER APPOINTMENT RESOLVED , that the Town Board of the Town of Danby reappoints Tom Westmiller as Water Commissioner for the West Danby Water District for a five year as recommended by the Board of Danby Water Commissioners . Term of appointment begins immediately and expires December 31 , 2007 . RESOLUTION NO. 12 OF 2003 APPROVAL OF DEPUTY TOWN CLERK RESOLVED, That the Town Board of the Town of Danby approves the Town Clerk's appointment of Linda Howe as her Deputy Town Clerk. RESOLUTION NO. 13 OF 2003 TOWN BOARD MEETINGS RESOLVED, That the Town Board of the Town of Danby regular monthly board meetings be scheduled at 7 : 00 P .M. on the second Monday of each month for the year 2003 . RESOLUTION NO. 14 OF 2003 APPROVAL OF COURT CLERK RESOLVED, That the Town Board of the Town of Danby approves the Town Justices appointment of Theresa Klinger as Danby Court Clerk for the year 2003 . RESOLUTION NO. 15 OF 2003 REAFFIRMATION OF TOWN OF DANBY PROCUREMENT POLICIES AND PROCEDURES AS APPROVED IN RESOLUTION NO . 24 OF 1993 RESOLVED, that the Town Board of the Town of Danby reaffirm the Town of Danby Procurement Policies and Procedures as established in Resolution No . 24 of 1993 . RESOLUTION NO. 16 OF 2003 APPOINTMENT OF DEPUTY TOWN SUPERVISOR RESOLVED, The Town Board of the Town of Danby approves the appointment of Councilperson Naomi Strichartz as Deputy Town Supervisor. RESOLUTION NO. 17 OF 2003 APPOINTMENT OF PLANNING BOARD CHAIRPERSON RESOLVED, The Town Board of the Town of Danby appoints Sarah Newman as Chairperson of the Town of Danby Planning Board for the year 2003 .
