HomeMy WebLinkAboutTB Minutes 1981-06-08 TOWN OF ITHACA REGULAR BOARD MEETING June 8 , 1981 At a Regular Meeting of the Town Board of the Town of Ithaca , Tompkins County , New York , held at the Town Offices at 126 East Seneca Street , Ithaca , New York , at 5 : 30 P . M . , on the 8th day of June , 1981 , there were PRESENT : Noel Desch , Supervisor George Kugler , Councilman Shirley Raffensperger , Councilwoman Marc Cramer , Councilman Henry McPeak , Councilman Dooley Kiefer , Councilwoman ABSENT : Victor Del Rosso , Councilman ALSO PRESENT : Robert Parkin , Highway Superintendent Lawrence Fabbroni , Town Engineer James Buyoucos , Town Attorney Gust Freeman , Board of Representatives Nancy Zahler , County Youth Bureau Ron Ronsvalle , Coddington Road Shirley K . Egan , Cornell University Counsel Susan Beeners , Work Study Student Nancy Fuller , Town of Ithaca Representatives of the Media : Mary Earle , WTKO Pat Braus , Ithaca Journal PLEDGE OF ALLEGIANCE The Supervisor led the assemblage in the Pledge of Allegiance . . TOMPKINS COUNTY YOUTH BUREAU Nancy Zahler who replaces John Gaines as Director of the Tompkins County Youth Bureau spoke to the Board . She noted that she was trying to meet all the Boards who use State Aid for youth programs . Ms . Zahler noted that there was a change in the paper work . All paper work will be funnelled through the County and then through Joe Walker ' s office in Binghamton . Supervisor Desch asked what was the status of the questionnaire ? Ms . Zahler noted that the questionnaire was sent to all municipalities . A committee will review the responses and then. a draft of the report will be available to the Board . Ms . Zahler stated that she has not gotten into the real need of the County or helped yet in setting up the programs . However , she hoped that the report , which will be available in a few weeks , will help show the priority needs of the youtb. . An evaluation can then be completed on what the County Youth Bureau has been doing and what it could do . Councilwoman Kiefer asked Ms . Zahler what were the books were that she had with her ? Ms . Zahler responded a Summary of Municipalities and the amount of State Aid received by them and what the money was being used for , also , a Comprehensive Plan . Town Board Minutes = 2 - June 8 , 1981 Councilwoman Raffensperger asked what kind of a relationship did the County Youth Bureau have with the Human Services Coalition ? Ms . Zahler stated that no dollars exchanged hands . They only do priority assessment of revenue sharing funds for the County . Not a direct relationship . They are pretty much a consulting resource . Supervisor Desch asked If the eligibility would . be about the same as last year . Ms . Zahler responded that it would be the same as last year . REPORT OF TOWN OFFICIALS SUPERVISOR ' S REPORT Supervisor Desch stated . that in the Town Board ' s packets of information for tonights . meeting , you have the following items of interest : 1 . Notes of a meeting I participated in at City Hall with bond counsel and various financial advisors and a cover letter forwarding the information to the participants and suggesting we now reconvene the Sewer System Planning Committee to finalize the joint agreement . The financial advisors were all very supportive of the position that we have been taking for some time and the message is now clear that construction of a major segment ( possibly the . outfall ) must be underway by January 1 , 1983 or the debt will go against ours and the City 's constitutional limit . The major . remaining issue is the matter � of the powers and duties of the Sewer Board . 2 . You have a map which shows the reapportionment plan Approved last week by the County Committee . The next step is the district boundaries within those communities with more . than one representative . The profile of growth over the last 10 years has made it impossible to avoid straddling municipal boundaries unless all representatives serve at large . The approved . plan seems to pull together Lansing , Dryden and Ithaca in the most sensible way possible . Enfield favors weighted voting but this was not particularly popular with the Committee because of the spread in the weightings , i . e . , one vote would be worth 1 . 4 and another 0 . 7+ . In the plan , the Town of Ithaca retains 3 representatives with the northly district, including that part of the Village of Lansing south of Route 13 . As you may know , a number of the other plans involved combining the two Villages , or splitting off other areas of the Town . The recommended plan has a deviation of 12% from the 5806 target , far better than the plan approved 10 years ago . 3 . We are passing around a folder containing all of the responses to our April Newsletter on the need for water service , Park Reserve and the Town Planner vacancy . You also have a draft resolution concerning advertisement for the vacancy which Mrs . Kiefer has prepared and has requested that it be an agenda item for tonights meeting . This we will take up as an item later in the meeting , so that you all have a chance to read its Supervisor Desch went on to say , other news items include : 1 . The " Cornell Trustees have given conceptual approval to the East Ithaca Circulation connector at their meeting over commencement weekend . The final report is due in a week. or so , hopefully in time for your review ahead of our July 13 meeting . For a number of reasons , we should adjourn this evenings meeting until June 22 , at which time we may wish to consider setting a date for a public hearing on the endorsement of the report . Town Board Minutes - 3 - June 8 ., 1981 2 . Conrail is planning extensive repairs . to the trackage along East Shore Drive and will be meeting at 11 : 00 a . m . , on Wednesday at the Ithaca Town Hall to give residents the opportunity to learn about what is being proposed , particularly since there are a number of driveways involved . 3 . Several property owners along Coddington Road have called me expressing interest in the extension of water . They believe such extension is an urgent matter and are circulating a petition . - There are a number of cases apparently where people are already hauling water . Larry and I are preparing a request proposal for an engineering report for those improvements we have discussed on a number of occasions . This will be ready for discussion and request for action at our adjourned meeting on June 22 , 4 . At our last meeting , the Board expressed concern about the interest rate on the $ 470 , 000 BAN . I am pleased to . report that we were able to reduce it from the 9 . 5% indicated earlier , to 8 . 9% through discussions with Ray Van Houtte of the_ Tompkins . County Trust Company . TOWN ENGINEER Town Engineer Lawrence Fabbroni reported that the new pump for the Cliff Street Pump Station will be delivered soon . . This will give the Pump Station two new pumps . He noted that the bid specifications for the repainting of the Ridgecrest Water Tank were advertised today . The bids will be opened on June 22 . He further noted that repair work need to be done on the Stone Quarry Road culvert , by the railroad crossing . After the rail - road tracks are removed , the back side of the culvert will need to be widened . A concrete culvert box , one foot under the culvert is proposed , at a cost of $ 3 , 000 . Mr . Fabbroni stated that the zoning map will be discussed - later in the meeting . However , a .number of meetings have been held with Cornell to discuss site plan improvements and SEAR . The Town Engineer stated that he and the Highway Superintendent have reviewed the Paving Plan . As of today , he is still unsure of the Legislature approving the Donovan Plan , The Town Engineer stated that he had made application to CETA_ for nine persons to work on the Summer Youth Program . The youths will be between the ages of 16 and 20 years old . Town Engineer Larry Fabbroni stated that Eastwood Commons has on file a letter of credit and is asking that this letter be trans - fered to a new parcel and that the Town accept the deed on the section completed . RESOLUTION NO . 78 Motion by Supervisor Desch ; seconded by Councilman Cramer , RESOLVED , that the Town Board of the Town of Ithaca hereby accepts from Eastwood Commons Development Company an extension to the north of Strawberry Hill Road , 50 feet in width , about- 169 feet in length along its westerly line and about 165 feet along the west line o.f Lot 19 , as shown on the Development Plan - Phase I - Eastwood CQmrnons - Building Location Survey , filed May 20 , 1981 , in Vault Box VII , in the County Clerk ' s Office . , Town Board Minutes - 47 June 81 1981 RESOLVED , that the acceptance of this road is subject to the terms and provisions contained in the Agreement dated June 8 , 19811 * between Eastwood and the Town , submitted to the Town Board . The Town Supervisor is authorized to execute such document and he is authorized to make any reasonable changes thereto which he may deem appropriate to carry out the intent of this resolution , and RESOLVED , that this resolution is made and adopted on the re - commendation of the Town Superintendent of Highways and the Town Engineer , and FURTHER BE IT RESOLVED , that this resolution is adopted subject to approval of title by the Town Attorney and subject to adoption by the Town of a resolution accepting . a letter of credit from Eastwood for the purpose of providing reasonable financial assurance for the completion of the work . Nays - none ) - RESOLUTION N0 . 79 Motion by Supervisor Desch ; seconded by Councilwoman Raffensperger , RESOLVED , that the Town Board of the Town of Ithaca hereby approves . . the transfer of the letter of credit from Eastwood Commons in the amount of $ 1 , 000 to a proposed road north of line 165 . 47 east and 169 . 90 west , as delineated in the Strawberry Lane Extension Map . ( Desch , Kugler , Raffensperger , Cramer , McPeak and Kiefer voting aye . Nays - none ) . HIGHWAY SUPERINTENDENT Highway Superintendent Robert Parkin reported they have completed . the painting of the cross walks in the Forest Home area . Calkins Road has been shaped and dust : ; tre.ated -with oil . Also , ' the ditches on Remington Road have been repaired with hot mix . The "Welcome to the Town of Ithaca" signs have been received and delivered to the State . Also , . the new voting mahcine has been delivered . COUNTY BOARD OF REPRESENTATIVES REPORT Gust Freeman reported that a Biggs Complex Blue Chip Committee has been appointed . The Committee talked to an appraiser in Rochester . They should receive a letter today or tomorrow with his price recommendations . PARK COMMITTEE REPORT The Park Committee met on June 3 and recommended that a double surface treatment be used on the bikeway and the walkway . The cost of the treatment will be $ 7 , 800 . RESOLUTION NO . 80 Motion by Councilwoman Raffensperger ; seconded by Supervisor Desch , RESOLVED , that the Town . Board of . the . Town of Ithaca hereby authorizes tii6 expenditure of $ 7 , 800 for a double surface treatment for the bikeway and walkway , this being a part of a 10 year investment in soft services . ( Desch , Kugler , Raffensperger , Cramer , McPeak and Kiefer voting aye . Nays - none ) . Toiom Board Minutes - 5 - June 8 , 1981 STATUS REPORT ON REAPPORTIONMENT Supervisor Desch presented the Reapportionment Plan approved by the County Reapportionment Committee . ( Copy attached to the official minutes ) . The proposal is to take 526 people from Route 34 east and add them to the Groton area . A small corner of the Town of Dryden with 596 people would be added to . Caroline . 976 people from Route 79 in the Town of Enfield , to the Town of Ulysses line , would be included within the Ulysses area . Supervisor Desch further stated that the plan would leave the Town of Ithaca and the City of Ithaca intact . The only problem he could envision would be that the Town of Dryden , Town of Lansing and the Town of Ithaca would not have much room for growth . Councilwoman Kiefer asked if this is with a 15 member board . So Supervisor Desch stated yes , it works out best with 15 members . Councilwoman Raffensperger asked if this is the plan recommended by the Committee ? Supervisor Desch said yes , . it is the least troublesome . ELECTION DISTRICTS 4 AND 5 BOUNDARY CHANGE RESOLUTION N0 . 81 Motion by Councilman Cramer ; seconded by Councilwoman Raffensperger , WHEREAS , the total registered voters in Town of Ithaca District #4 total 1057 , and WHEREAS , the total registered voters allowed by law is 950 , NOW THEREFORE BE IT RESOLVED , by the Town Board of the Town of Ithaca that 110 registered voters , in District #4 , living north of Fall Creek and South of the center of Hanshaw Road and between the present boundary of District # 5 and . the Dryden Town line be transferred to District #5 commencing with the November 3 , 1981 Election . ( Desch , Kugler , Raffensperger , Cramer , McPeak and Kiefer voting aye . Nays - none ) . LIST OF HIGHWAY INVENTORY CHANGES Highway Superintendent Robert Parkin stated that corrections need to be made in the officical highway mileage along with the deletion of Hudson Street Extension . RESOLUTION NO . 82 Motion by Supervisor Desch ; seconded by Councilman McPeak , RESOLVED , that the Town Board of the Town of Ithaca hereby approves . the following change in the Highway mileage , to bring the list up - to - date : King Road , West = 3 , 282 ' _ . 62 Strawberry Hill Road = 425 - 55 ' - 370 ' _ 907 Summer Hill Road = 894 ' _ : . 17 Lisa Lane = 630 ' _ . 12 Orchard Hill Road = 10860 ' _ . 35 Town Board Minutes - 6 - June 8 , 1981 FURTHER BE IT RESOLVED , that Hudson Street Extension be deleted as a Town Highway , mileage of . 21 . ( Desch , Kugler , Raffensperger , Cramer , McPeak and -Kiefer voting aye . Nays - none ) . REFUND ON WATER AND SEWER BENEFIT CHARGES Tocm Engineer Fabbroni stated that when the Beacon Hill development - went bankrupt , the parcels were shifted around , some even going back to private land owners . In the shift , some water units were lost . He went on to say , the Town should issue a refund on the 1981 taxes , however , any refund before this date should be issued by the County . RESOLUTION N0 . 83 Motion by - Supervisor Desch ; seconded by Councilman McPeak , RESOLVED , WHEREAS , Schuylkill . Investors , Inc . , P . O . Box . 10 , Ithaca , " New York, were charged on their 1981 Town and County Taxes for 34 . 2 units of water for a total of $ 1 , 778 . 40 and they should have been charged for 35 . 8 units at $ 1 , 861 . 60 or . an . underpayment . to . the Town of Ithaca of $ 83 . 20 , and WHEREAS , Schuylkill Investors , Inc . , . were charged for 34 . 2 units of sewer for a total of $ 1 , 710 . 00 and they should have been charged 23 . . 7 units at $ 1 , 185 . 00 or an over payment . to the Town of Ithaca of $ 525 . 00 . NOW THEREFORE BE IT RESOLVED , that the Town Board of the Town of � Ithaca hereby authorizes a refund of $ 441 . 80 on the 1981. Town and County Taxes for the year 1981 . APPROVAL, OF MINUTES Councilwoman Kiefer submitted a memo with correction or additions to the January and February minutes . ( Copy attached to the official minutes ) . RESOLUTION NO . 84 Motion by . Supervisor Desch ; seconded by Councilman Kugler ,. RESOLVED , that the Town Board of the Town of Ithaca . hereby approves the January and February minutes , as corrected , and the March 1981 minutes as presented by the Town Clerk . APPROVAL OF DEMOCRATIC ELECTION INSPECTORS RESOLUTION N0 . 85 Motion by Councilwoman Raffensperger ; seconded by Councilman Cramer , RESOLVED , that the Town Board of the ". DEWITT JUNIOR HIGH RECREATION SITE Supervisor Desch stated that the subject of the Dewitt Park was -- being brought before the Board with the intention of scheduling a public hearing . Town Engineer Fabbroni stated that the proposed pond would have mowable slope . The water in the retention area ( pond) would flow as a stream through an 18 " pipe at the outlet then through a manhole to a 24" pipe . Water would need to be over 52 . feet to overflow . At the 103 elevation , the emergency spill way would take over . The creek bed is the primary spill . way . He further stated that there were two built - in safety precautions as prevention for the ponds overflowing . Supervisor Desch asked the Town Engineer if there were three lines of defense ? The Town Engineer answered yes , the design has a fail safe spill way . Supervisor Desch asked how many times the Town Engineer expected the spill way system to be used ? Mr . Fabbroni answered , normally one or two times . However , you are talking about 10 to 20 minute storms . The chances of the water ever reaching the first level of overflow is zero . Councilman Kugler asked if the stream was running now ? Supervisor Desch answered yes , it originates in the Sapsucker Wood area . Town Attorney Buyoucos asked how many feet deep would the pond be at its deepest point ? Tie 'Town . Engineer responded eight feet deep . The Town Attorney asked if it was going to be necessary to fence in. the pond ? Town Board Minutes - 8 - June 8 , 1981 Mr . Fabbroni responded yes , the upper end of the pond tapers up Town Attorney Buyoucos asked if you had a catastrophe , would you be any worse off with the pond than without it ? Mr . Fabbroni stated that if all broke Loose at once , you would be much worse off . However , if the pond broke off gradually , you would be no worse off . RESOLUTION NO . 86 Motion by Supervisor Desch ; seconded by Councilman Kugler, RESOLVED , that the Town Board of the Town of Ithaca will meet and conduct a public hearing on June 23 , 1981 , at 7 : 00 p . m . , at the Town Hall at 126 East Seneca Street , Ithaca , New York , to consider the revised site plan for the Dewitt Junior High School Park , ( Desch , Kugler , Raffensperger , Cramer , McPeak and Kiefer voting aye . . Nays none) . PUBLIC HEARING TO CONSIDER THE ADOPTION OF PROPOSED AMENDMENTS TO THE ZONING ORDINANCE , Proof of posting and publication notice of a Public Hearing to consider the adoption of proposed amendments to the Zoning Ordinance . having been presented by the Town Clerk , the Supervisor. opened the Public Hearing , Shirley Egan , Cornell Counsel stated that she had not received any feed back from the. people at Cornell on thresholds . The Cornell people have been working on special permits in the R- 30 , P'- 1 and P - 2 zones . ' Mrs . Egan noted that Cornell owned property on the west side of Cayuga Lake - the former Odd Fellows property . She questioned the delineation of this property . Town Engineer Fabbroni stated that he had delineated the property as a P - 2 . He took into consideration the proposed highway . Mrs . Egan stated that Cornell . owned property on both sides of the proposed highway . She questioned why a P - 2 was different from an R- 30. will not prohibit the road . Councilwoman Kiefer asked if the Planning Board had looked at the zoning map ? Town Engineer Fabbroni noted that the Planning Board would look over the map before its final adoption . Councilman Cramer stated that he felt the Planning Board should look at Conservation Areas , Supervisor Desch stated that basically , the zoning law creates the frame work for unique and critical areas . Shirley Egan stated that use regulations vary with use . There should be a basic ' set of regulations . Site plan approval for one area should continue to other areas . 1 Supervisor Desch stated that the idea was to simplify the mechanism without predetermining . Town Attorney Buyoucos stated that . Conservation Zone uses and regulations need to be included , as the Planning Board needs to know uses and regulations before a site plan can be approved . Town Board Minutes - 9 - June 8 , 1981 The Town Attorney went on to say that each area was unique and different , therefore , the uses and regulations must . be adopted by the Town Board . The same applies to any future unique or critical areas . Shirley Egan asked if Mr . Buyoucos was saying that conservation areas were excluded and that no review procedure was necessary ? Mr . Buyoucos answered that he was talking about the section reviewed by the Planning Board , Mrs . Egan said , no problem . Shirley Egan asked if there would be a procedure for conservation areas ? Mr . Buyoucos answered , where a special permit is required . Councilwoman Kiefer stated that the words " permit study" have been left out from the last draft ordinance . Councilwoman Kiefer stated that she felt that use regulations should be a separate section . She further stated that Section 67 was no longer in the ordinance , giving the Town the first chance to purchase property , Supervisor Desch stated that based on the Board previous decision , , this section was deleted . Councilwoman Kiefer questioned Coy Glen and did it belong to any Committee ? Town Attorney Buyoucos stated there is a two -step procedure , the section contains certain uses which may or may not be permitted . Use is what is permitted in a zoning change and it should come back to the Town Board . Uses and regulations are a function of the Town Board , initially , in critical or unique areas . Mr . Buyoucos went on the say , multi - family regulations should be established by the Town Board , The Planning Board approves site plans after a district is formed . . Mr . Buyoucos will make the necessary language changes . He asked the Board to let him know their recommendations . Shirley Egan stated that she was confused with the special permit . requirements in the P - 2 zone . Is there a re - draft of P - i special permit zones ? Supervisor Desch answered no there is no re - draft , however , there will be . Shirley Egan questioned the arkin rohibition on h g i of - way in the P - 1 zone , she felt it should say no parking on a public street right - of - way . Shirley Egan stated that she felt the words " except by Colleges or Universities " should be inserted in the sentence concerning the keeping of three dogs over six months or livestock . Shirley Egan then went on to say that on 63 - B , the very first line , " areas " . She could not find areas defined any place in the zoning law . She . stated that she was not comfortable with the language and that in twenty years the university could be ham strung with " areas adjacent to . - - - " . Town Board Minutes - 10 - June 81 1981 RESOLUTION NO . 87 Motion by Supervisor Desch ; seconded by Councilwoman Raffensperger , RESOLVED , that the Town Board of the Town of Ithaca will meet and conduct a public hearing on. June 23 , 1981 , at 7 : 30 p . m . , at the Town Hall , 126 East Seneca Street , Ithaca , New York , to further consider the adoption of amendments to the Zoning Law . ( Desch, Kugler , Raffensperger , Cramer , McPeak and Kiefer voting Aye . Nays - none ) . MODIFY TRAFFIC ORDINANCE Supervisor Desch stated that the Board should consider - holding a public hearing , perhaps in July , to amend the Traffic Ordinance . Parking should be restricted on Maple Avenue by the Bikeway and : . stop signs in the Forest Home area should be referenced in the ordinance . Councilwoman Raffensperger asked the Town Engineer about - the new signs the City has . placed on Route 79 - requesting trucks over five tons use the alternate route within the City . Town Engineeer Fabbroni stated that there . were designated . truck routes through the City . ELECTRICAL UPGRADING OF TOWN HALL RESOLUTION NO . 88 Motion by Supervisor Desch ; seconded by Councilman McPeak , . RESOLVED , that the Town Board of the Town of Ithaca hereby authorizes the Supervisor to advertise for bids on the upgrading of the electrical system at Town Hall . ( Desch , Kugler , Raffensperger , Cramer , McPeak and Kiefer voting Aye . Nays - none ) . APPROVAL OF 1981 HIGHWAY PAVING PROGRAM Supervisor Desch stated that consistent with the 10 - Year paving plan , repairs will be made to Caldwell Road , Maple Avenue , Honness Lane , Seven Mile Drive , Christopher Circle , Compton Road , Deerfield Place , Remington Road and Spruce Way . Councilman McPeak asked about the road by Beebe Lake which needs repairs . Supervisor Desch stated this was a City street , not a Town road . RESOLUTION N0 . 89 Motion by Supervisor Desch ; seconded by. Councilman Kugler , RESOLVED , WHEREAS , pursuant to the provisions of Section 284 of the Highway Law , the Town Board of the Town of Ithaca hereby agrees that moneys levied and collected for the repairs and improvement of highways , and money received from the state for the repair and improvement of highways , shall be expended for general repairs upon 37 . 92 miles of town highways and that the sum of $ 89 , 416 . 95 may be expended for general repairs . ; ( Desch , Kugler , Raffensperger , Cramer , McPeak and Kiefer voting Aye . Nays 7 none ) . Town Board Minutes - 11 - June 8 , 1981 REZONING - ALFRED EDDY PROPERTY Supervisor Desch stated the decision to schedule a public hearing on the rezoning of the Alfred Eddy property would be postponed until the June 23rd meeting . SENIOR CITIZENS Supervisor Desch stated that the proposed agreement was consistent with the amount appropriated in the budget and is the same amount appropriated for several years . RESOLUTION NO . 90 Motion by Supervisor Desch ; seconded by Councilman McPeak , RESOLVED , that the Town _ Board of the Town of Ithaca hereby authorizes the Supervisor to sign the agreement between the Town of Ithaca and the Senior Citizens ' Council , Inc . , for the period of July 1 , 1981 through June ' 31 , 1982 , and FURTHER BE IT RESOLVED , that the Town Board will budget the sum . of $ 4 , 000 effective July . l , 1981 , and such. sum will be available for this program , however , it is understood that the Town will not appropriate the sum of $ 4 , 000 unless the Town is assured or has received reimbursement from the State of New York in the amount of $ 2 , 000 . so that the total net cost to the Town will. be the - sum of $ 2 , 000 . ( Desch , Kugler , Raffensperger , Cramer , McPeak and Kiefer voting Aye . Nays - none ) . MEMORANDUM OF UNDERSTANDING - DEC Councilwoman Kiefer requested that action on the Memorandum of Understanding be postponed until the June 22 meeting . TOWN PLANNER Councilwoman Kiefer reminded the Board of their earlier thinking that the position of Town Planner should be filled when new graduates were available , in spring 1981 , to apply for the position . She further stated that she was convinced that it was a mistake to leave the position unfilled any longer . Supervisor Desch stated that the Board had decided , through the Newsletter , to ask for comments from Town residents and to hold . the position open until January _. 1982 , ' .. Councilman Kugler stated that he felt the Board was forgetting that the Town Engineer has an assistant and a full time Zoning Officer Councilwoman Kiefer stated that she did not like to feel that the staff was overburdened . She felt a lot of time was being spent on details of the new zoning law . Mrs . Kiefer further stated that as the money had been . set aside to fill the position and that she felt it should be done at this time . Councilwoman Kiefer presented the Board with the following res.o.lution : RESOLUTION NO . 91. Motion by Councilwoman Kiefer ; seconded by Councilwoman Raffensperger , Town Board Minutes - 12 - June 8 , 1981 WHEREAS , the Town of Ithaca continues to be one of the growth . areas within Tompkins County , and . WHEREAS , the Town Board has committed itself to the updating of a comprehensive town plan , and WHEREAS , the Town Planning Board and the Town Zoning Board of Appeals both require the support of a planner and have . requested that support , and WHEREAS , based on the newly available census data , analysis of community and Town needs in the areas of recreation , housing , transportation , open space preservation , etc . , must- be updated , and WHEREAS , continuing work is necessary on updating the Zoning Ordinance and complying with Federal and State laws governing such areas as freshwater wetlands , floodplain management , environmental impact statements , etc . , and WHEREAS , improved liaison with County , . City and other Town planning and zoning officials and boards on such topics as planning and zoning and subdivision control is essential , and WHEREAS , a planner ' s position is already fully budgeted for in the Town ' s 1981 budget ( although said position has been vacant due to resignation since January , 1981) , THEREFORE BE IT RESOLVED , that the position of Town Planner be advertised promptly and filled no later than September 1 , 1981 , A Roll .
