The Supervisor led the assemblage in the Pledge of Allegiance .
REPORT OF TOWN OFFICIALS
SUPERVISOR
Supervisor Desch stated that he was pleased to report that for the
first time in many years we have a records management system . This
is something that we have struggled with for many years and the
problem has been compounded by the explosion of information that is
a byproduct of all of the capital projects such as sewer , water ,
buildings , bus service and etc . We have hundreds of easements ,
communications , formal reports , etc .
The new system has been developed by Peter Lovi one of our work
study students , Helen Blauvelt and of course , with considerable
input from our full time staff . It is a rudimentary system but one
which will form the foundation for a comprehensive thorough system
utilizing all of the appropriate state of the art tools available
such as microfilm , word processing , etc . Our staff this past week

participated in a demonstration of the Micom Word Processing Unit
and already have a number of ideas as to how to effectively utilize.
such a system . Demonstrations of other units and minicomputer
systems will be pursued and Town Board members should express their
interest to the Town Clerk if they would like to attend one or more
of these sessions . We may wish to acquire such a system . The
alternatives will be more costly (.I: e : , . .the addition of . s.taff) .:
He further noted that he had received an :urgent letter .. from the
State Comptroller Office indicating that the governors budget may
further reduce revenue sharing from . the previously indicated cap
level . This will have a severe impact on our tax rate for 1982 and
make it essential that we begin now to consider appropriate reduc -
tions in the 1982 budget , . were possible .
We have explored the feasibility of changing Blue Cross / Blue Shield
providers . The state wide plan is rapidly escalating in cost .
For example , . an increase is expected on July 1 from 31 . 71 / month to
43 . 44 / month on the Individual Plan and from 79 . 32 / month to 108 . 67 / l ..
month on the Family Plan , a 37% increase .
An . alternative acceptable to the staff and with the same or slightly
better benefits is available through Central New York Blue Cross /
Blue Shield at current rates of 35 . 49 for Individual Plan and
89 . 45 for Family Plan .
The lower rates came by virtue of the mix of participants . " In the
State Wide Plan , we end up sup_porting . those communities , such as
large cities , with much higher per employee claims amounts . In
the Central New York Plan , the only large cities . now_ .in__ the . _p.lan .- are
Binghamton and Syracuse .
I expect . we will ' have our investigation of these alternatives
completed in time for formal consideration at our May meeting .
The employees have also asked us to consider in 1982 , the addition
of the dental lan which could cost an additional $ 12 . 81 / month
individual to 36 . 74 / month family .
Discussions with the City on the future approach to sewage treatment .
have begun again and it may be necessary to hold a special Town
Board meeting to set the date for a public . hearing to consider the
form of the agreement for accomplishing and owning this project
As you know ,. the Planning Committee has recommended a joint owner -
ship and a service agreement approach for our consideration :
The Supervisor . also read a News Release regarding Wetlands that
he received from EMC . ( Copy attached to official minutes ) .
TOWN ENGINEER
Town Engineer Larry Fabbroni noted that the new pump for the Cliff
Street Pump station should arrive around the end of this month or
the beginning of May .
He noted that the North East Transit was doing well . The summer,
schedule will include somewhat of a change in service , with peak
hours pickups down town . The ARC funding ( for gasoline reimburse -
ment ) is questionable .
The East Ithaca Transit is doing well . They hope to put additional
buses in the Eastern Heights area .. This service will be primarily
for the twelve month residents .
Mr . Fabbroni stated that the East Ithaca Connector draft report
will be ready by May 1st . The report should be to the Board by
the June meeting , for their review .

The Town Engineer noted that the materials for the Bolton Point
landscaping were due to arrive within the next week . The Highway .
department , including the CETA crew will help with the plantings .
PARK COMMITTEE REPORT
Councilwoman Raffensperger stated that the Committee was completing
the feasibility study on the Shade Tree Program . She stated that
Susan Beeners , a work study student from Cornell , would report on .
the recommendations .
Susan Beeners stated that the Street Tree Planting Project should
be done in conjunction with road repairs . A survey has been
completed for three streets . They were looked at from a : suburban
character and it was recommended that the trees be used as a fill
in where existing plantings are sparce .
Honness Lane , Maple Avenue and Seven Mile Drive were surveyed . It
was found that 15 to 20 trees would be needed . on each of these
roads. They would be spot planted , where there were a deficiency
of trees . Near Maple Avenue Housing , screening was needed along
the fence .
She further stated that Snyder Hill was not .scheduled for paving .
However , they could use some plantings . The trees would cost
between $ 45 . 00 and $ 50 . 00 each for bear roots and between $ 80 . 00
and $ 100 . 00 for bagged roots , if purchased from McGuire Gardens .
The trees would be between 12" to 1 3 / 4 " in size . Ms . Beeners
felt that bear roots could be used if done in conjunction with
. paving . The plantings will cost between 4 and 5 thousand dollars .
The Committee is looking into cheaper ways to obtain trees .
It would be necessary to have a storage area for the trees . Also ,
the trees would require pruning once every five years . Trees
would also need. to be watered once a week . She stated that perhaps
an arrangement could be worked out with the homeowner , if the
homeowner wanted the trees planted , they would water them .
Councilman Del Rosso asked if the trees were to be planted on the .
Town ' s right - of - way or on the homeowners property ?
Supervisor Desch responded that the trees would be planted on the
. right - of -way .
Councilman Del Rosso stated that he was not keen on this project
and felt that it needed further analysis . He felt that the
question of who would be responsible for the trees if the home =.
owners did not water them needed to . _ be :. clarified .
Councilman Kugler felt the problem of salt should be considered .
STREET OPENING PERMIT REFUNDS
RESOLUTION NO . 51
Motion by Supervisor Desch ; seconded by Councilman Cramer ,
RESOLVED , WHEREAS the Town of Ithaca Highway Superintendent has
approved of the refunding of $ 100 . 00 for Street Opening Permit
deposits to each of the parties listed below , and
WHEREAS , the streets have been restored to his satisfaction , .
NOW THEREFORE , BE IT RESOLVED , that the Town Board of the Town of
Ithaca hereby approves a refund of $ 100 . 00 deposited for Street

SPRING CLEAN - UP DAY
RESOLUTION NO . 52
Motion by Supervisor Desch ; seconded by Councilman McPeak ,
RESOLVED , that the Town Board of the Town of Ithaca hereby
establishes Monday , May 4, 1981 as Spring Cleanup day in the
Town of Ithaca .
( Desch , Kugler , Del Rosso , Raffensperger , Cramer , McPeak and Kiefer
voting Aye . Nays none ) .
TOWN OF ITHACA ENTRANCE SIGNS.
Supervisor . :Desch noted that there are eighteen . pr. ime entrances into
the . Town . and. . that the signs will cost $ 50 . 00 each . The Supervisor
felt that they should be installed over a two year period as a
$ 900 . 00 expenditure would mean that something else would have to be
set aside .
Councilman Kugler felt the words " Zoning Enforced" was not a very
good welcome .
Councilwoman Raffensperger felt. that the Town should.. purchase only
half the signs this year .
Councilwoman Kiefer as if any other words had been considered ? .
Councilman Del Rosso suggested that six signs be purchased as a
starter and that additional signs be purchased in future years .
RESOLUTION NO . 53
Motion by . Councilman Del Rosso ; seconded by Councilman McPeak ,
RESOLVED , that the Town Board of the Town of Ithaca hereby
authorizes the purchase of eight new "Welcome to the Town of
Ithaca , Zoning Enforced" signs at a cost of $ 50 . 00 each , and
FURTHER BE IT RESOLVED , that said signs be located upon the
entrance to the Town of Ithaca on the Dryden Road , Route 366 ,
Danby Road , Route 34 , Route 13 , Mecklenburg Road , Trumansburg
Road and Taughannock Boulevard .

WATER AND SEWER BENEFIT UNIT REFUND
Supervisor Desch stated that Groff Associates had been billed for
54 . 6 units of water and sewer on their 1981 Town and County Taxes .

There was an error in addition , they should have been charged. for
43 . 4 units . Therefore , a refund in the amount of $ 1 , 142 . 40 was
due Groff Associates .
RESOLUTION . NO . 54
Motion by Supervisor Desch ; seconded by Councilman Del Rosso ,
WHEREAS , Groff Associates ( Groff , Lynch and Knowlton ) , East Hill
Plaza , Parcel No . 62 - 2 - 1 . 121 were billed for 54 . 6 units of water
and 54 . 6 units of sewer for a total unit charge of $ 5 , 569 . 20 on
their 1981 Town and County Taxes , and
WHEREAS , Groff Associates should have been charged for 43 . 4 units
of water and 43 . 4 units of sewer ,
NOW THEREFORE , BE IT RESOLVED that the Town Board of the Town of
Ithaca hereby authorizes a refund of $ 1 , 142 . 40 on 11 . 2 units of
water and 11 . 2 units of sewer on the 1981 Town and County Taxes ,
paid by Groff Associates on January 30 , 19810

NEWSLETTER
Supervisor Desch presented the draft Newsletter . Supervisor Desch
stated that the time had come to begin to deal with realities . He
felt that the Board should hold off , for this year , filing the
position of Town Planner . . The work load has been redistributed
and that the savings on the salary and fringe benefits would save
the taxpayers $ 3 . 50 on a house assessed for $ 50 , 000 . The News -
letter suggests that the position remain vacant in 1981 , and asks
. the Towns . people for their opinions as to filling the position in
the future .
Councilwoman Kiefer felt that the Town should hold off for this
years graduation class and then fill the position . She further
stated that she felt this was an important position and should be
filled . Councilwoman Kiefer stated that ..ahe .Chdl:rmen of the
Planning Board and Zoning Board of Appeals wished . to have the
position filled .
Councilwoman Raffensperger stated that she would like to have the
position filled this year .
Councilman Del Rosso felt there was no urgency in filling the
position . He further stated that the Town Engineer has things
under control and that the work load has diminished . He stated
that he felt cut backs were necessary and that this was a good
place to start .
Supervisor Desch stated that the Engineer Department has work
study students at their disposal . and that he saw no indication
of the ball being dropped . . He felt that filling the position
should be put on the back burner until budget time .
Councilwoman Raffensperger stated that she felt input from the
staff was necessary and , therefore , any decision regarding the
filling of the position should be delayed until the 1982 budget .
Councilman Kugler noted that for several years , in the past , the
Town did not have a full time Zoning and Building Inpector .
Supervisor Desch noted the large surplus balance in the Park
Reserve Fund . He stated that the Board owed the taxpayers in
the Town , the ' use of their funds to their best advantage .

Councilwoman Raffensperger stated that in 1979 an important policy
decision . was made by the Board . The Board budgeted and approved
$ 87 , 000 to implement a 10 year plan for parks to provide play :
spaces in each of the neighborhoods . She further stated that the
Parks and Open Space Committee established the recommendations of
the Planning Board and that the Public Hearings that were held
were taken seriously . Councilwoman Raffensperger asked what kind
of appropriations were to be considered for the transfer of Park
Reserve monies ?
Supervisor Desch stated . that appropriations could be used for
Town Hall renovations , water and sewer service extensions , tank
painting and the machinery replacement schedule . He felt that .
these items were also important to some Town residents . . He stated .
that utilizing . the interest would not deplete the Park Reserve
Funds .
Councilwoman Raffensperger stated that the Board had a Park and
Open Space Policy . Coy Glen was not implemented in the original
plan as this area demanded more money than was. in the . fund .
Supervisor Desch stated that the cost of building parks is . going
up . However , you cannot equate the cost of parks with the cost
of extending water and sewer .
Supervisor Desch noted that in the original Open Space Plan ,
specific proposals were more formal than the actual construction
plan . Tennis courts have never been built . Supervisor Desch
stated that the Town would . be able to accomplish the job that. it
set out to do by maintaining $ 120 , 000 in . the Park Reserve Fund.
. - , He felt the money could be used in a better way to keep taxes down .
Councilwoman Raffensperger stated that two years ago . the Board
looked over the policy and decided to proceed with the neighborhood
park project .
Councilman Cramer stated that felt . . it was a toss up between the.
two proposals . However , he felt the money should be left in . the
Park Reserve Fund for now and transfer was a drastic action .
Supervisor Desch stated that the money would not be transferred
until budget time . This would give all persons a chance . to think
about the transfer .
Councilman Kugler stated that he could not see carrying a larger
balance in the Reserve fund than was necessary to complete the
designated projects .
Supervisor Desch stated that it was a catch 22 situation . Costs ,
in all categories , are going up .
The Town Engineer asked how fast do you want to proceed . . Work on
the parks can be used as a fill in project without a big expenditure .
Supervisor Desch stated the Highway labor as well as CETA labor was
used in the past . He noted that the Town does have a lot of
construction to be completed and perhaps $ 140 , 000 might be more
appropriate . He noted that if we are careful , the Town might only
spend $ 40 , 000 . He felt the major expenses would be Dewitt Park ,
Councilman Del Rosso stated that he felt through proper park planning , .
adequate funding would be available to complete park work and still
have adequate funds to transfer to other accounts .
Councilwoman Kiefer stated that she felt the Board should get
public reaction to the questions of filling the Town Planner
position and transferring the Park Reserve Funds . . She asked , why .
not wait for public input later this summer ?

Supervisor Desch felt this would be too late .
Councilwoman Raffensperger asked if a permissive referendum would
be needed to transfer Park Reserve Funds .
Supervisor Desch answered , saying it was questionable if a permissive
referendum was necessary .
APPOINTMENT T0. TOMPKINS COMMUNITY HOSPITAL CORPORATION
Supervisor Desch noted that Judith Ogden of 1581 Slaterville Road
.was interested in becoming a member of the Membership Committee
of the Tompkins Community Hospital . Supervisor I Desch noted that
Ms . Ogden has a background in the health field and a Law Degree ,
she is also a Town of Ithaca resident .
Councilwoman Kiefer asked what was the term of the appointment ?
Supervisor Desch answered , one year
Councilwoman Raffensperger stated that she felt the Town was very .
fortunate to be able to appoint Ms . Odgen to the Membership
Committee .
RESOLUTION NO . 55
Motion by Councilwoman Raffensperger ; seconded by Councilman McPeak ,
RESOLVED , that the Town Board of the Town of Ithaca hereby appoints
Judith Odgen of 1581 Slaterville Road , Ithaca , New York as the Town
of Ithaca member on the Tompkins Community Hospital Corporation , for
a period of one year .

INSTITUTE FOR LOCAL HISTORIANS
RESOLUTION N0 . 56
Motion by Supervisor Desch ; seconded by Councilman Del Rosso ,
RESOLVED , that the Town Board of the Town of Ithaca hereby
authorizes the Town Historian Helen Blauvelt . to attend the
Institute for Local Historians to be held in the Albany area
from May 3 , 1981 to May 6 , 19819

voting Aye . Nays - none ) .
NORTHEAST TRANSIT CONTRACT
Motion by Councilman Del Rosso ; seconded by Councilman Kugler ,
RESOLVED , that the Town Board of the Town of Ithaca hereby
authorizes the Supervisor to execute the contract in the amount
of $ 1 , 000 with the Northeast Transit for summer service during
the months of June through August .

voting Aye . Nays - none ) .
RIDGECREST - ROAD TANK REPAINTING
Supervisor Desch stated that the Ridge Crest Tank painting and

cathodic protection should be put out to bid so that the contract
could be awarded at the May meeting . He further noted that there
was sufficient water revenue for the project .
RESOLUTION4 N0 , 57
Motion by Supervisor Desch ; seconded by Councilman Kugler ,
RESOLVED , . that the. Town Board of the Town of Ithaca hereby
authorizes the. Town Engineer to prepare specifications for the
repainting , inside and out , and cathodic protection of the
Ridgecrest Road . Tank .

voting Aye . Nays - none ) .
PUBLIC HEARING TO CONSIDER THE ADOPTION
OF PROPOSED AMENDMENTS TO THE ZONING ORDINANCE
. Proof of posting and publication notice of a Public Hearing to
consider the adoption of proposed amendments to the Zoning Ordinance
having been presented . by the Town Clerk , the Supervisor . opened the
Public Hearing .
Supervisor- Desch stated that the main function was to look `
at the Zoning Map then adjourn the meeting for two weeks
with adoption in May .
Town Engineer Larry Fabbroni outlined the changes in the ,
Zoning Map . . He noted that the four hundred property owners
effected by the Zoning Map change were notified . In general ,
the changes were made to update happenings over the past #
years based on site plans . and interest by business people
and property owners .

Leonard Lieberman spoke against the rezoning of his property
on East Shore Drive . He planned in 1972 to build a . one
hundred unit apartment house , however , his property has been
in litigation . A commercial zone was created for his property
to include the apartments and a marina . There is no provision
in the new proposed Residential R15 zone for his , marina or
for a future motell . He requested the zone remain the same !
so that he could develop his property .
Town Attorney Buyoucos asked what was on the south side
of the road ?
Mr . Lieberman noted that the Cayuga Heights Sewage plant and
John Lowery Company was on the south . side .
Mr . Buyoucos asked what was the reason for the litigation on
your property .
Mr . Liberman stated that he had filled in the lake , however ,
the litigation involved his entire tract of land .
Dr . Weiner stated that he owned property on the south side
of Bostwick Road which was in a R30 zone . The new map
changes his property to an Agricultural Zone . He owns 4.
120 acres of land which is clay soil , hilly with large size
gullies . His land also has a very nice view which is
beneficial for a residential housing development . He
further stated- that he could find no meaningful reason to
change his land to a Agricultural Zone . -

Dick Berggren noted that he owned property on the Danby
Road which was changed to Business A and he would like the
area to remain in a Business A zone .
Town Engineer Fabbroni noted that the area was changed to a
Business A zone after site plans were presented to the Town by
Mr . Berggren . However , the proposal had not moved forward and
the house owned by John Vassee was used as a residence .
Mr . Berggren stated that he has two clients for the property `
now and would like the area to remain in a business zone .
Mrs . Gray of Grayhaven Motel asked why her property had been
changed to a B1 zone ?
Mr . Fabbroni stated that it meant no substantive change. . If the
property were sold for the same use . B1 zone was small commercial
zone . He further stated that a Bl zone was more prone to the
motel type business . A variance would be needed for expansion .
Mrs . Gray noted that expansion was limited because . of sewer and
water .
David Klein - asked the Town Engineer to explain the changes in
the zoning map which effect the Mecklenburg Road area .
The Town Engineer stated that the property of Dr . Flaco was put
into an R- 30 zone . De Graff property was made an R- 15 zone .
Most of the land is R- 30 , as it is now , and it is desirable to
follow property lines
Alfred Eddy stated that he would like to request that all the
Eddy land and the Marshall land plus the Tilton property , . near
the Marshall farm , . be left in an Agricultural Zone ,
Ellsworth Shaber asked about the school on Five Mile Drive .
It is zoned R9 , . what does this mean ?
The Town Engineer explained an R9 zone .
Supervisor Desch asked Mr . Shaber what he had in mind ?
. Mr . Shaber answered that he just wanted to find out what was

going on .

Fred Brainard of 291 Culver Road asked if it was possible to
run a single person business operation in an R30 zone and do
you need to make an application ?
Town Engineer Fabbroni asked Mr . Brainard to come into the
office to discuss permitted uses in an R30 zone .
PUBLIC HEARING TO CONSIDER REVISIONS
TO THE TOWN HIGHWAY MAP
Proof of posting and publication notice of a Public Hearing to
consider revisions to the Town Highway Map having been presented
by the Town Clerk , the Supervisor opened the Public Hearing ,
Supervisor Desch stated that over the past years , new subdivisions
have added streets that need to be considered as revisions to the
Town Highway Map . He also noted that right - of -ways need to be
preserved .

Mr . Gray noted that there was discussions , in the past , of taking
Seven Mile Drive straight up over the hill .
Mr . Berggren asked , how do you reserve aright - of -way ?
Supervisor Desch stated , that if you subdivide your property , . a
right - of -way is reserved for the future .
The Town Attorney stated that when the Planning Board approves a
subdivision , a condition for the approval preserves a future
right - of -way . That way , the Town indicates future roads .
Mr . Eddy asked if there were very many roads ?
Supervisor Desch stated , not very many. . In 1968 , the roads were
orginally put on the Official Map , and we are updating the map now .

Motion by Supervisor Desch ; seconded by Councilwoman Raffensperger ,
RESOLVED , that the Bolton Point Warrants dated April 13 , 1981 , in
the Operating Account are hereby approved , in the amount of
$ 50 , 230 . 83 after review and upon the recommendation of the Southern
Cayuga Lake Intermunicipal Water Commission they are in order for
payment .

Town Hall , 126 East Seneca Street , Ithaca , New York to further
consider the adoption of amendments to the Zoning Law .
