PLANNING BOARD MEETING
SEPTEMBER 18, 2002

Chairperson Newman called the meeting to order at 7 : 05 p . m .
Spencer Van Ellen Snowmobile Club - "Indian Trail"
Chairperson Newman reported that the Planning Board is to consider a date for a public hearing for
the request for a special permit for two specific portions of the Spencer Van Etten Snowmobile Club
"Indian Trail " that runs through the Town of Danby .
Susan Beeners reported that the Planning Board has received through the mailing a letter from Sean
Morris, President of the Spencer Van Etten Snowmobile Club . The SEQR review materials will be
completed this week and will be mailed to the Planning Board. The trail is part of a secondary trail
in a State wide snowmobile trail and receives funding from the State for maintenance of the trail .
The funding is administered through the Tompkins County Planning Department.
Susan reported that the Town Attorney and an attorney at the Association of Towns has advised her
that the Town has no regulatory authority over the trail within the Danby State Forest or on seasonal
roads .
John Clancy from the DEC will attend the public hearing for consideration of the special permit for
the two(2) sections of road . One is a portion located on Heisey Road and a portion of Eastman Hill
Road to explain the entire State program. . He is willing meet with Town representatives to discuss
various management issues and recreation .
The seasonal roads were abandoned by the Town for normal highway use ten( 10) years ago .
However, they have been used by the snowmobile club and the Finger lakes Trail Club . We are
suggesting that letters be provided to the Town that show that the roads have been used during the
ten ( 10) year period since the abandonment. All property owners within 500 feet of the subject area
will be notified of the public hearing.
Motion to Set Public Hearing - Spencer Van Etten Snowmobile Club
A motion was made by Olivia Vent and seconded by Robert Roe to set the public hearing date for
the Spencer Van Etten Snowmobile Club request for special permit for 7 : 15 p . m . on Wednesday,
October 16, 2002 .
A vote on the motion resulted as follows :

Comprehensive Plan Budget for 2003
Chairperson Newman reported that the Planning Board must submit budget requests to the Town
Board for funding consideration for the Town of Danby Fiscal Year 2003 . The main items in the
budget for 2003 in addition to routine costs for meetings, public hearings, mailings will continue to
be the comprehensive plan . Susan Beeners has prepared a budget projection for the completion of
the comprehensive plan .
Susan Beeners said that the projected budget request reflects the costs for map changes and update
of the maps . The County has proposed a contract for providing the proposed map changes and
updates for the final maps of $ 750 - $900 (covers the work only) . Costs to complete the
comprehensive plan must include the public hearing material for the Planning Board public hearings,
Danby Area News Publication Summary, and public hearing legal advertisement costs . There will
be another publication of the draft plan incorporating comments from the public hearings . A
proposed summer intern has been included in the projected costs . The Planning Board BZA lines

also include routine costs for the salary for secretary, tapes, postage, etc .
ADJOURNMENT :
On a motion the meeting adjourned at 7 : 30 p. m. and entered into a joint session with the Town
Board to review the Draft Comprehensive Plan .
