The parts of the trail that are within the State Forest or on seasonal roads are exempt from Town regulation . There is a small portion of the trail that ' s on a seasonal road outside of the Danby State Forest on Heisey Road . NYS Parks and Recreation Law supersedes Town review on that part of the seasonal road. The only parts of the snowmobile trail that are subject to permit are a few hundred yards on a year-around road (where the snowmobiles run on the shoulder of the road) and on the abandoned part of Eastman Hill Road. 2 Planning Board Minutes August 21 , 2002 Sean Morris, President of the Spencer VanEtten Snowmobile Club presented information on the trail system and said it was State wide .
