HomeMy WebLinkAbout2002-05-15 700 1 Planning Board Minutes May 15 , 2002 TOWN OF DANBY PLANNING BOARD MINUTES MAY 15, 2002 PRESENT : Acting Chairperson Robert Roe Planning Board Members : Sarah Newman , Linda Hansen ABSENT : William Farrell , Laurene Gilbert, David Hall , Olivia Vent There was not a quorum present and the meeting was informational only . Others Present : Susan Beeners - Code Enforcement Officer Carol Sczepanski - Town Clerk Members of the Public : Esther Dotson, Doug Gillogly, Roger Casterline, Mike Finn , Brooks More Acting Chairperson Robert Roe called the meeting to order at 7 : 10 p . m. Roger Casterline Subdivision - Short Road Roger Casterline updated the Planning Board members on Phase I of his proposal for subdivision on his property located on Short Road. Phase I on Short Road was approved by the Planning Board and has been completed . In December the Town Board was in favor of consultation with the Highway Superintendent for type of costs could be shared with upgrading the road and extending the water lines, etc . He has consulted with Tompkins County Health Department regarding the water line and has hired an engineer to draw up a plan to install water lines . The water plan has been reviewed by the West Danby Water Commissioners and they have been submitted to the Town for approval . He said he cannot run the water lines because he does not know where the ditches will be and must wait until the 970 feet of road is improved . The water lines should be in before a new tree line can be established . Everything is on hold until the road construction is completed. The road construction cost to the Town is now estimated to be $ 10, 800 . 00 . Roger said that he is at a standstill until he can get a commitment from the Town that they will finish the upgrade on the road. He has completed all the commitments in his proposal and cannot proceed until he gets a gets direction from the Board to pull the project together. Short Road is used year round by West Danby Residents but not maintained in the winter months . Susan Beeners said that she suggested that he come tonight and give the Board an update on his proposal . The Town Board may be waiting for input from the Planning Board regarding the subdivision itself so that Roger can proceed to Phase II of his proposal . She said that the process for Phase II would be submission to the Planning Board to consider approval of the application for subdivision , the investments for the road improvements as proposed, assessment on extension of the water lines . The Board should consider subdivision approval contingent upon Town Board approval of the road upgrade to year round access . Danby Community Park - Update Doug Gillogly gave a presentation to the Planning Board of the improvements of the Danby Community Park property. He submitted the Board with a Type I SEQR (Short Environmental Quality Review) and two( 2) copies of the drawings of the many options that have been considered by the Danby Parks Commission . He explained the project improvements to the property to date . The Park Commission will be requesting a special permit to continue their project. They must obtain approval from the NYS Department of Transportation for the access are and will be working with them on speed limits and safety devices . At the park entrance there is an existing driveway and their proposal will include a much wider entrance and a wider shoulder on the road . They may have to come to the Planning Board and ask them to consider the entrance as an exit also . Ray Nolan from the NYS DEC is coming soon to do the wetlands inspection and to define the boundaries . Doug said
