Budget Meeting
Town of Ulysses
October 4, 2018

The meeting was held at the Town Hall at 10 Elm St.
Notice of Town Board meetings are posted on the town’s website and clerk’s board.
ATTENDANCE:
TOWN OFFICIALS PRESENT:
Supervisor- Liz Thomas
Board members- John Hertzler, Rich Goldman, Nancy Zahler, Michael Boggs
Town Clerk- Carissa Parlato
Bookkeeper- Nina Thompson
OTHERS PRESENT:
(none)
CALL TO ORDER:
Ms. Thomas called the meeting to order at 8:02am.
BUDGET DISCUSSION:
Ms. Thomas started the discussion by drawing attention to the 2.92% tax levy limit set by the NYS
Comptroller. The Tentative Budget has a 2.14% levy.
The board discussed historic and current year sales tax figures and the end of year projection for
EMS.
Ms. Thomas proceeded to give an overview of the Tentative Budget, focusing on the areas of biggest
change:
• 3% cost of living pay increases
• increase in hours for Deputy Clerk to assist with other projects
• We should receive $57,000 in grant funds in 2019 from state for Salo property and Clean
Energy Community funds
• An increase in 3 hours/week for the Code Enforcement officer
• Water District 3 charges
Ms. Thomas led the board through Tentative Budget, going line by line through the A Fund.
EXECUTIVE SESSION:
Mr. Goldman voted to move into Executive Session at 9:03am for the purpose of discussing personnel
matters. This was seconded by Ms. Zahler and passed unanimously.

Mr. Goldman moved to end Executive Session at 9:11am. This was seconded by Mr. Boggs and passed
unanimously.
BUDGET DISCUSSION:
The board resumed and completed discussion of the A fund.
ADJOURN:
Ms. Thomas made a motion to adjourn at 9:52am seconded by Mr. Hertzler.
