Michael F . Hovanec , Owner/Applicant. All interested persons will be heard either in person or in writing. A Regular Meeting of the Planning Board will follow the public hearing. Sczepanski , Town Clerk Dated : February 12 , 2002 Publish February 14, 2002 Communications Received : Tompkins County Planning Review 239 - 1 -m Affidavit of Service by Mail (neighbor notification) Comments From the Public Bill Best of 1373 Danby Road addressed the Board and said that he has no complaints about the project . He would like a fence built between his property and Fort Locks for screening . Michael Hovanec said a fence for screening would not be a problem and it could be incorporated into the project. Following a public hearing for the Fort Locks Micro Storage Buildings the following resolution was introduced and approved . RESOLUTION NO. _3_ OF FEBRUARY 20, 2002 CONSIDERATION OF SITE PLAN APPROVAL FOR FORT LOCKS MICRO STORAGE BUILDINGS By Sarah Newman : Seconded by David Hall WHEREAS, this action is the Consideration of an Application for Site Plan Approval for the proposed installation of ten 10 ' x 20 ' MICRO STORAGE buildings at the Fort Locks Self Storage Mall, 1395 Danby Road, Town of Danby Tax Parcel 2 . - 1 -35 . 1 , Commercial Zone C-2 ; Michael F . Hovanec , Owner/Applicant; and WHEREAS, this is a Type II action for which the Town of Danby Planning Board is acting as Lead Agency, and for which no additional environmental review is required; and WHEREAS, the Tompkins County Department of Planning has reviewed the proposal and has determined that it has no negative intercommunity, County, or State impacts ; and WHEREAS, the Planning Board on February 20 , 2002 has held a ry public hearing on this action ; NOW, THEREFORE, IT IS WHEREAS, the applicant has agreed to place a fence near the North lot line in a location that is comfortable to the adjacent property owner, and RESOLVED, that the Town of Danby Planning Board grants Site Plan Approval for the installation of ten 10 ' x 20 ' MICRO STORAGE buildings at the Fort Locks Self Storage Mall , 1395 Danby Road , Town of Danby Tax Parcel 2 . - 1 - 35 . 1 , as proposed with the fore mentioned specified fence included. A roll call vote on the resolution resulted as follows : Farrell Aye Hall Aye Hansen Aye Newman Aye Vent Aye Roe Aye Carried Unanimously 694 2 Planning Board Minutes February 20, 2002 Danby Community Park Doug Gillogly - addressed the Board with information on the Danby Community Park. He has been acting as an interim president of the Community Park Board, Nancy Medzker is treasurer, and Cynthia Coleman is secretary . He explained that it is premature to bring anything to the Town Board at this time . The drawings of the proposed buildings and ball fields in a future park have been scrapped. The park committee are consulting with the Department of Conservation to delineate the wetlands . The Code Enforcement Officer has supplied them with action items they have to do such as clearing trails, access drives, playing fields , picnic areas, etc . They will come to the Planning Board when they have something organized to report. He reported that there have been concerns and letters from neighbors in the area of the entrance to the proposed park and a concern related to the cost to taxpayers . . The most critical one is the entrance to the park and we have been talking about the existing one because it was there . All the concerns expressed by residents can be addressed and worked out. Doug said that the committee is planning to build a baseball field, a soccer field , some cross country ski trails , walking paths , a picnic area and a pond for ice skating . Hopefully this year a modest maintenance building will be built with electric , septic , water, gas and phone lines . He said he plans to meet with Community Council , Danby Senior Citizens and the Town Board. He said we are a community and we need to do this as a team . The committee would like to have a representative from the Town Board, the Planning Board, Community Council and the Senior Citizens . The committee meets every Monday and would like town representatives to meet with them on the fourth Monday . Discussion : Acting Chair Robert Roe said that this project would require a Type 11 SEQR since the property contains a Unique Natural Area and New York State recognized wet lands . Susan Beeners said that she has spoken with Doug Gillogly about the perimeters for a special permit and site plan review. The boundary of the UNA has been marked and is a generalized boundary . There has not been a detailed plant survey on the property . The area where any development of active recreation is proposed is outside of the UNA area. Olivia Vent said she would attend the Community Park Association monthly meetings as a representative from the Planning Board and Sarah Newman can attend if necessary after April . Linda Hansen said that the Board tonight is looking at a sketch plan review for the Danby Federated Church expansion and that maybe Doug might consider consulting with them about possibly sharing the driveway for the park entrance . Danby Federated Church Sketch Plan Review The Danby Federated Church has applied to the Town for a Special Permit for a proposed building addition and site improvements . The proposed project has been submitted to the Board of Zoning Appeals for variance of the construction of parking spaces and buildings designed for public assembly . Jason Demarest of Tallman and Demarest Architects reviewed for the Board the drawings of the proposed project. The addition to the church is to create seven (7) classroom spaces, a small chapel , and a space for choir practice . The idea is to free up some of the administrative space . Roland Boda said that the church has outgrown their space. He said they need the space not only for the classrooms and storage but for the many activities that are held at the church . 695 3 Planning Board Minutes February 20, 2002 Susan Beeners said that this review is to get some informal input and that this project must go to the BZA for the appeal for the 100' setback and some clarification of parking space . There are now 54 parking spaces and the project allows for an additional 24 space overflow behind the church . Tompkins County Health Department has reviewed the septic system. RESOLUTION NO. 4 OF 2002 REFERRAL OF THE DANBY FEDERATED CHURCH ADDITION TO THE BOARD OF ZONING APPEALS By Sarah Newman : Seconded by Olivia Vent WHEREAS, the Planning Board of the Town of Danby has on Wednesday , February 20, 2002 reviewed the Sketch Plan Review for the Request for Special Permit for the Proposed Building Addition and Related Site Improvements presented by Jason Demarest of Tallman and Demarest Architects, now be it RESOLVED, that the Planning Board of the Town of Danby forwards the proposal of the Danby Federated Church Request for Special Permit for the Proposed Building Addition and Related Site Improvements and additional modifications if necessary to the Board of Zoning Appeals for the consideration of the necessary variances as required . A roll call vote on the resolution resulted as follows : Farrell Aye Hall Aye Hansen Aye Newman Aye Vent Aye Roe Aye Carried Unanimously COMMUNICATIONS and Reports Sarah Newman said that she would like to communicate with everybody on the Planning Board and requested e-mail addresses for the Board members. NYS Department of Agriculture Forest Service (Gas Drilling)- Bob Roe reported that he has received the Official Leasing Record of Decision for the Inter Lakes National Forest and it identifies no action alternative for action for the forest. Bob gave an overview of the plan is and what is proposed for the Danby State Forest and for the Deer Management Plan . NYS Forest Master Recreational Plan for Area 7 - Bob reported that the Master Recreational Plan for Area 7 is available. The comment period to the DEC draft plan expires on February 28 , 2002 . Most of the recommendations for the Danby State Forest concern signage and a proposed hang gliding facility. Short Road Susan Beeners reported that the Town Board has some issues concerning Short Road being upgraded from a seasonal road to a year around status . The developer of that project who wants and additional three or four lots on Short Road has agreed to participate in the upgrading of the road. He will be coming to the Planning Board in April for a sketch plan review related to the extra lots . No building permits may be issued on Short Road until the road is upgraded and accepted. Cornell Internship Program Cornell University is having their internship program this year. The Town has not budgeted funding for one this year. Telecommunications Consultant The Town Board directed Laurene Gilbert and the Town Supervisor to select a consultant to review telecommunication applications . There will be a meeting with William Sitzman 1 1 1 696 4 Planning Board Minutes February 20, 2002 • from the Town of Ulysses on Monday at 4 : 30 . Planning Board members may attend . Comprehensive Plan Update Sarah Newman reported that she is editing the draft comprehensive plan with the goals of being sure that it is formatted in a consistent way, that the language is clarified and is as concise as possible without any intention whatsoever of changing any meanings or content . She is highlighting the places where there is new information needed from the 2000 Census . The new information that is needed from the census is pretty straightforward and must be replaced . She thinks that the editing will be completed within the next week and she will send it to Susan and Olivia. Sarah said that the plan is a very long document and there is a lot of repetition in it. She can see the advantages of that repetition but it also makes the document even longer. The planning considerations at the end of each section are a summary of what has been presented in the text and then they are placed into the goals and objectives that are summarized at the beginning and repeated at the end. If the goal is to have the document be as concise as possible it is not organized in that way now . Olivia said that we need to complete the draft and have something to report to the Town Board soon.
