HomeMy WebLinkAbout2001-08-13 X374 1 Town Board Minutes August 13 , 2001 TOWN OF DANBY TOWN BOARD MINUTES AUGUST 13 , 2001 Regular Meeting PRESENT : Supervisor Edward Inman Councilpersons : Joel Gagnon, Norbert Nolte, Naomi Strichartz Excused : Gladys Varona Lacey Others Present : Carol Sczepanski - Town Clerk Susan Beeners - Code Enforcement Officer Members of the Public : Esther Dotson, Eileen Wright, Robert Roe , Ames Brown Supervisor Inman called the meeting to order at 7 : 02 p .m . and led all present to the Pledge of Allegiance to the American Flag. ADDITIONS TO THE AGENDA Councilperson Strichartz asked that publicizing the Planning Board interviews as there will be a member leaving soon. No Councilperson objected. PRIVILEGE OF THE FLOOR Town Clerk announced that she has received official notification of her State Archives Grant . The total amount that was requested for the project was approved and we have received 50%of the funding up front. The indexing project will start this month. Supervisor Inman reported that there would be a Danby Appreciation Barbeque for Toni McBride and Judy Vandermark at the Common Ground on Saturday September 8 , 2001 from 2 : 00 p . m . to 6 : 00 . Tickets will be available beginning this Friday September, 17 and will be $ 15 . 00 per person at the Contented Country, Big Al ' s and at the Common Ground. Councilperson Strichartz reported that there will be an Open House for the Town Hall on September 15 , 2001 from 2 : 00 to 4 : 00 p .m. It will be a combination open house with desert, local entertainment and a jazz concert. Guest Speaker - Richard Charskey from NYSEG Richard Charskey from NYSEG addressed the public and Board with a summary of the NYSEG six point comprehensive energy plan that was released on March 7 , 2001 that addresses the energy needs here in New York State . The NYSEG price protection plan proposes to freeze electric rates for seven (7) years. The rates have been frozen since 1995 and it is proposed to do that for another seven (7) . There may be modifications to the plan. Mr. Charskey is asking for support of the proposed plan for a price freeze from residents as well as the municipality. REPORTS : EMC Report (Environmental Management Council) Robert Roe reported that the EMC will not meet in August. There are issues are still revolving around the gas exploration rights . Code Enforcement Officer - Comprehensive Plan Susan Beeners reported that the intern on the comprehensive plan was somewhat helpful but the work she did under her direction is sitting at the present time because of other items that must be dealt with first. She is hoping to get the Town Hall site work estimates completed and sending out requests for partial demolition estimates for Benjamin' s One Stop . RESOLUTION NO . 70 OF 2001 AUTHORIZE THE TOWN SUPERVISOR TO EXECUTE TOWN CONTRACTS RELATED TO TOWN HALL IMPROVEMENTS UNDER TOMPKINS COUNTY COMMUNITY CENTER REVITALIZATION PROGRAM GRANT PROJECT By Councilperson Nolte : Seconded by Councilperson Gagnon WHEREAS , the Town of Danby has applied for and been awarded a grant in the amount of $7 , 500 . 00 from the Tompkins County Commercial Center Revitalization Program for Town Hall painting and tower repairs , portico floor replacement , sidewalks , parking area and driveway improvements , and lighting , with a total estimated project cost of $23 , 136 . 00 , as described in the June 1 , 2001 grant application ; now , therefore , it is RESOLVED , that the Town Board of the Town of Danby authorizes the Town Supervisor to execute a contract with Tompkins County related to said grant award ; and it is further RESOLVED, that the Town Board of the Town of Danby Authorizes the Town Supervisor to execute contracts with independent contractors for the related work , with the Town' s share of the project cost to be from HR1 , the Town Building Reserve Fund ; and with the total Town share not to exceed $ 15 , 636 . Sczepann Clerk 13 75 2 Town Board Minutes August 13 , 2001 work with the Town Attorney and Councilperson Gagnon to look into amending the zoning ordinance to include some provision for special permit for public utilities . Planning Board Report The Planning Board will hold a public hearing on the proposed co-location on the Durfee Hill Site telecommunications tower . Recreation Partnership Council Report Councilperson Strichartz reported that the Recreation Partnership Council will put together a five percent contingency type fund by various towns . Danby has already approved of the contingency fund and our share will be $ 50 . 00 . Community Council Report Eileen Wright reported that the Community Council met on Thursday and that they have some funds left in the playground account of approximately $600 . 00 . The Playground Committee approved of a new piece of equipment to add to the playground. The Community Council has arranged for a jazz band to play at the Open House on September 15 . The Danby Area news will be mailed later this month . County Representative Report County Representative Frank Proto reported on several items : Proposed Bus Facility - serves vice-chair of the TCat Board of Directors . The Board did approve of moving the bus station to a site somewhere in downtown Ithaca. The City of Ithaca will make the final decision as to where the bus station will be located. Budget Review - The County budget process has started for 2002 budget. Public Works Building - the building project may cost $ 8 ,000 ,000 (eight million dollars) . Revitalization Grant - for the Town of Danby has been approved for $7 , 500 . Emergency Towers Project - there is an arrangement in the emergency services area to hire an individual to oversee the entire project. Recreation Partnership - proposal from the Youth Bureau to put $ 10,000 with the City of Ithaca ' s $ 15 ,000 and the Town' s $ 5 ,000 to study the facilities which include Cass Park, ice rink, ball fields, Stewart Park, the golf course . The purpose of the study is to see whether or not there is room for improved management of these facilities . The ice rink is in need of major repairs . NEW BUSINESS : Design and Estimating for the Town Hall Meeting Room : Motion of Authorization for Building Committee to Pursue Estimates for Town Hall Lighting Design A motion was made by Councilperson Gagnon and seconded by Councilperson Strichartz to authorize the Building Committee to pursue with estimates for a lighting design engineer or consultant for the Town Hall meeting room for an amount not to exceed $ 300 . Discussion : Councilperson Nolte said that we could get the concrete work done for approximately $6, 500 . There would need to be supervision added. He suggested two (2) different contractors, one to do the excavation and one for the concrete work. She recommended that the Board pass a resolution naming the Planning Board as Lead Agency in SEQR site plan review . Councilperson Gagnon said that either the Town Board or the Planning Board could be lead agency in this process . RESOLUTION NO . 73 OF 2001 ENVIRONMENTAL REVIEW OF DANBY COMMUNITY CENTER By Councilperson Gagnon: Seconded by Councilperson Strichartz RESOLVED, that the Town Board of the Town of Danby intends to be Lead Agency in coordinated environmental review of the Danby Community Park project, a Type I action, with the Danby Planning Board being the primary involved agency in environmental review related to special permit and site plan review matters ; and with other involved or interested agencies being the Tompkins County Planning Department, the New York State Office of Parks , Recreation, and Historic Preservation, the New York State Department of Environmental Conservation, the United States Army Corps of Engineers, the New York State Department of Transportation, and the Tompkins County Health Department. Discussion : Councilperson Strichartz said she had a concern about voucher #336 payable to Thayer Appliance Center for the purchase of an air conditioner for the Highway Department Office because the men working in the shop were suffering from the heat as well . Supervisor Inman said the Highway Superintendent is the person who has the authority to make these decisions . The Highway Superintendent felt that the purchase of the A/C was necessary.
