Richard Be Fischer , 135 Pine Tree Road Representatives of the Media : Bruce Ryan , WHCU Joel Tallmadge , WTKO Chris Wheatley , WICB - FM ABSENT : Victor Del Rosso , Councilman REPORTS OF TOWN OFFICIALS Highway Superintendent Mr . Parkin , Highway Superintendent , reported a great deal of plowing and cindering had been done to date this year . He said they are still able to get salt . Councilman McElwee suggested that Mr . Parkin check on the patch material used in the City of Ithaca . It appears they have something better than cold patch . Mr . Parkin said he was familiar with the material and would look further into it . Councilman Freeman noted that good reports are being received on the work of the Highway Department for their efforts in removing snow this year . Town Engineer Mr . Fabbroni reported that the Town has been approved for the CETA grant project to build neighborhood parks . It is a manpower grant of $ 70 , 000 covering eight positions . This personnel will be on hand about April 1 , 1979 depending on how the County phases them into their overall CETA program . 1 ✓ 0 Town Board Minutes - 2 - February 12 , 1979 Mr . Fabbroni reported that his department has completed mapping out and setting up things to do with respect to the Stone Quarry Road water extension , including the base line survey . The problem at the moment is the weather . Surveying is difficult in cold , windy and snowy weather . There is another week of field work to do , but a map can be drawn up that Lozier Engineers can use . Test borings are being done as part of the preliminary cost estimate . Thirty locations have been selected over a one mile route . Results of the test borings should be available about a week after they are completed in the field . When . they are available cost estimates can be more firmly figured . The results will be part of the contract documentation . Mr . Fabbroni reported that the bids for painting the Sapsucker Woods Road and Danby Road standpipes have been advertised and the bids will be opened on March 1 , 1979 . The bids have been so prepared that the Danby Road tank could be eliminated from the contract , depending on prices received . It is hoped that the bids will be competitive and that both tanks can be painted . Mr . Fabbroni reported that the Safer Off - System work projects have been approved by the Federal government and there will be a pre - construction meeting on that tomorrow ( February 13 ) . This relates to the storm sewer on Snyder Hill Road and the guard - rail project on Sand Bank Road . Mr . Fabbroni reported that the Forest Home bridge has been re - opened . There were problems with construction under the bridge and there will be a modest change order reflecting that work . It is unfortunate that the bridge had to be closed so long , but no one could foresee the problems there . It was decided for the sake of long term maintenance to wrap both aluminum jackets in all -weather type of tape coating . This means it will not be necessary to do this again for as many as 15 years , as opposed to three or four years . Mr . Fabbroni reported that the flood emerqency . project is complete as far as record keeping is concerned . The Town will be reimbursed to the extent of $ 7 , 500 , in addition to the $ 30 , 000 al - ready received . That is the result of a final audit . ( Supervisor Desch noted that the Town budgeted about $ 32 , 000 altogether , so that has worked out very well . ) Mr . Fabbroni reported that the transit operation in the Northeast in December ran at a deficit , after the contributions by the apartment owners , of $ 215 which Cornell University and the Town of Ithaca split 60 % - 400 . Therefore , the Town ' s share for the month of December is $ 86 . 20 . ( Supervisor Desch said this is running con - siderably below the limit the Town authorized . ) Mr . Fabbroni said that 2 , 000 to 2 , 500 passengers per month are being carried . l� . Town Board Minutes - 3 - February 12 , 1979 RESOLUTION NO . 15 - 1979 RENEWAL OF BOND ANTICIPATION NOTES Motion by Supervisor Desch ; seconded by Councilman McElwee , RESOLVED , that bond anticipation note # 4 heretofore executed by the Town of Ithaca , in the amount of $ 22 , 000 . 00 , pursuant to provisions of the resolution authorizing the construction of a water system to serve the Coddington Road Extension to the Town of Ithaca Water System in the Town of Ithaca , Tompkins County , New York , shall be renewed at FIVE AND NINETY FIVE ONE HUNDREDTHS PER CENTUM ( 5 . 95 % ) per annum in - terest and the Supervisor is hereby authorized to execute such renewal and such other steps as may be legally required to effect such renewal . FURTHER RESOLVED , that bond anticipation note renewal # 10 heretofore executed by the Town of Ithaca , in the amount of $ 216 , 690 . 00 pursuant to provisions of resolution authorizing the construction of a water distribution system in and for Second South Hill Water District ( 1966 ) in the Town of Ithaca , New York , shall be renewed at FIVE AND NINETY FIVE ONE HUNDREDTHS PER CENTUM ( 5 . 95 % ) interest , per annum , and the Supervisor is hereby authorized to execute such renewal and such other instruments and take such other steps as may be legally re - quired to effect such renewal . FURTHER RESOLVED , that bond anticipation note number 2 , renewal No . 10 , heretofore executed by the Town of Ithaca , in the amount of $ 172 , 710 . 00 pursuant to provisions of resolution authorizing construction of a water system to serve 2nd South Hill Water District , Tompkins County , shall be renewed at FIVE AND NINETY FIVE ONE HUNDREDTHS PER CENTUM ( 5 . 95 % ) per annum interest and the Supervisor is hereby authorized to execute such renewal and take such other steps as may be legally required to effect such renewal . Nays - none ) REFUNDS - RESOLUTION NO . 1 .6 - 1979 Supervisor Desch reported that Thomas Keegan , 318 Siena Drive , who had been charged for three water and sewer units , in error , on Tax Parcel 71 - 1 - 11 . 3 , should receive a refund . Motion by Supervisor Desch ; seconded by Councilman McElwee , RESOLVED , that a refund in the amount of $ 204 . 00 be made to Thomas Keegan , 318 Siena Drive , Tax Parcel 71 - 1 - 11 . 3 to correct error in charging three units rather than one on this parcel , two water units being $ 104 . 00 and two sewer units being $ 100 . 00 , for a total refund of $ 204 . 00 . ( Freeman , Powers , Raffensperger , Valentino , McElwee , and Desch voting Aye . Nays - none ) REFUNDS - RESOLUTION NO . 17 - 1979 Supervisor Desch reported that Shelley and Rowena Shen , 120 Burleigh Drive , having paid the Village of Cayuga Heights for their sewer rent charge and having also paid the same charge for thislocation on their tax bill ( as a delinquent charge ) , are entitled to a refund in the amount of $ 91 . 14 . Motion by Supervisor Desch ; seconded by Councilman McElwee , RESOLVED , that sewer rent charge imposed by the Village of Cayuga Heights in the amount of $ 91 . 14 , having been paid twice , be refunded to Shelley and Rowena Shen , 120 Burleigh Drive . ( Powers , Raffensperger , Freeman , McElwee , Valentino , and Desch voting Aye . Nays - none ) k 5o Town Board Minutes - 4 - February 12 , 1979 REFUNDS - RESOLUTION NO . 18 - 1979 Supervisor Desch reported a request from John D . MacLean & Sons , Inc . for refund of deposit of $ 200 . 00 for road opening permits on Tudor Road . Mr . Parkin reported that the road has been satisfactorily restored . Motion by Supervisor Desch ; seconded by Councilman Freeman , RESOLVED , that $ 200 . 00 be refunded to John D . MacLean & Sons , Inc . representing refund of deposit for road opening permits on Tudor Road , such refund being approved based upon the recommendation of the Highway Superintendent who reported that the road has been satisfactorily restored in accordance with the Town ' s requirements . ( Freeman , Raffensperger , Powers , Valentino , McElwee , and Desch voting Aye . Nays - none ) RESOLUTION NO . 19 - 1979 SIGN APPROVAL - CORNELL FEDERAL CREDIT UNION Mr . Fabbroni reported an application has been received from Groff Associates for a sign to be erected on the front wall of the former F . B . C . store ( East Hill Plaza ) to read , " CORNELL FEDERAL CREDIT UNION . " This sign would be 65 ft . square on an 80 + ft . frontage . He said such a sign would comply with the Town Sign Ordinance . Motion by Councilman Powers , seconded by Councilman McElwee , RESOLVED , that the application of Groff Associates for a sign to be erected on the former F . B . C . Store on East Hill Plaza , 65 ft . square on an 80 + ft . frontage , to read " CORNELL FEDERAL CREDIT UNION " , is hereby approved . ( Freeman , Raffensperger , Valentino , McElwee , Powers , and Desch voting Aye . Nays - none ) Mr . Fabbroni also reported that an application has been received from Groff Associates for a sign for Picture Island ( Photo . kiosk ) on East Hill Plaza . This would be a 12 ft . square sign with legend included in that square footage . Since there was some question about the location of the building on the site plan , Supervisor Desch recommended that the matter be deferred until that is firmly deter - mined . REPORT OF PLANNING BOARD CHAIRMAN Mr . Henry Aron reported on the Planning Board meeting of February 6 , 1979 , as follows : " l . Keeping in mind the long - standing approach of the Board to have its members be representative of the various neighbor - hoods of the Town of Ithaca , the Planning Board unanimously resolved that Mrs . Barbara Schultz , 270 Pennsylvania Avenue , be . appointed by the Town Board to fill the unexpired term of Mr . Patrick Mackesey , 693 Coddington Road , i . e . , December 31 , 1982 . " 2 . The Planning Board unanimously resolved that Mr . Montgomery May be appointed by the Town Board to serve as Vice - Chairman of the Planning Board , Mr . Mackesey having been previously appointed to such position by the Town Board . Town Board Minutes - 5 - February 12 , 1979 " 3 . The Planning Board granted site plan approval for a 20 ' x 80 ' two - story addition to the headquarters building of Eastern Artificial Insemination Cooperative at 219 Judd Falls Road , including a 9 ' x 11 ' " jut " housing the fire escape and a nitrogen storage tank , an appeal for such additions to a legal non - conforming use having been granted by the Town of Ithaca Zoning Board of Appeals on January 30 , 1979 . " 4 . The Planning Board unanimously recommended to the Town Board approval of two signs for East Hill Plaza : a . Cornell Federal Credit Union b . Picture Island " 5 . The Planning Board unanimously adopted the following policy statement : In order that the Planning Board of the Town of Ithaca may respond in an effective and responsible manner to those matters coming before it , it is necessary that a quorum of five members be present , and , therefore , three consecutive absences , without prior notification , from the regular Planning Board meetings by a member of said Board shall be considered as basis for a recommendation by the Planning Board to the Town Board that such a member be relieved of duty . " 6 . The Planning Board was not in a position at this meeting to nominate a member from said Board to the Town Park Committee . " 7 . Mr . Bernard Stanton expressed his willingness to serve on the Town Codes and Ordinances Committee in addition to Mrs . Bronfenbrenner . " REPORT OF TOWN ATTORNEY Mr . Buyoucos proposed a local law which would authorize certain Town officials to issue appearance tickets to provide more effective enforcement in the Town with respect to zoning , dog control , building and planning , fire prevention and safety , etc . He noted that , of course , it would eventually be necessary to conduct a public hearing to adopt such a local law . RESOLUTION NO . -20 - 1979 APPEARANCE TICKETS Motion by Supervisor Desch ; seconded by Councilman Powers , RESOLVED , that this Town Board hereby schedules a public hearing to be held on March 12 , 1979 at 7 : 00 p . m . to consider the adoption of a local law which would provide for the issuance of appearance tickets for the various jurisdictions of enforcement in the Town of Ithaca . ( Freeman , McElwee , Valentino , Raffensperger , Powers , and Desch voting Aye . Nays - none ) MONKEMEYER MATTER Mr . John C . Barney ( Buyoucos & Barney ) reported on the status of the Monkemeyer matter . He noted that the Town has ob - tained a preliminary injunction , the judge having categorized the actions of Monkemeyer as " flagrant " disregard of the Town Zoning Ordinance . He said it appeared most of the life - threatening aspects of the buildings owned by Monkemeyer have been corrected . The judge , therefore , concluded that there was no basis for terminating leases unilaterally , but according to the injunction the leases are not to be renewed . I e5 Town Board Minutes - 6 - February 12 , 1979 TOWN SUPERVISOR ' S REPORT " We have come through the most hectic month of the year in excellent fashion . It would not have been possible without the special sense of dedication by all of the staff . Many late afternoon and evening hours were involved to get the job done . " In January we processed 1 , 469 water payments , 520 dog licenses , collected $ 1 , 065 , 033 . 71 in Town and County taxes , com- pleted year - end closings on all accounts in addition to the routine business which must continue . " The Town of Ithaca office has also become a .focal point as a general area of information service . Other governmental agencies are " too busy " to answer their constituents ' questions . Such , even during January , has not been the case in the Town of Ithaca . " A special round of thanks goes to Gertrude Bergen . She , more than any of us , sets the image of the Town government serving its people . At the same time , every other member of the office staff have taken their turn on the firing line and have done so in an exemplary way . " We continue to seek ways to improve service to our Towns - people , the various boards and the staff . " In the past , the front office has served as a focal point for all calls to the Town , exclusive of the Town Highway Department . The calling load to engineering is quite heavy and much time is lost in locating the person being called . We have now installed a separate number for the Engineering Department ( 273 - 1747 ) and another number will be shortly installed . In our April newsletter we will publish these new numbers to supplement the information already sent to the most frequent callers , i . e . consultants , developers , contractors , etc . " The Engineering Department continues to need additional typing support and we are making progress . Ms . Rightmeyer has done an outstanding job on an after - school basis , particularly with dog licenses , typing , etc . We are hopeful she will continue indefinitely , particularly during spring vacation when the News - letter will be coming out . " Tomorrow we will release the advertisement for a Town Clerk understudy . This will enable us to get in about nine months of training before the retirement of our esteemed Town Clerk . " We will also be taking a thorough look at our photo - copying equipment over the next two weeks . The xerox performance has been unacceptable . if Glen Developments . We have a letter . from B . O . R . which states that our Coy Glen application for acquisition funds will not be funded this year . The letter suggests that the review agency has felt the need to allocate its limited funding to benefit larger urban areas , but agrees that the project is a worthy one . " The application was submitted almost one year ago . In the interim , the Town has backed up its preservation commitment with action . The designation of Coy Glen as a critical environ - mental area has made it clear to each property owner that they have a responsibility to back up their public statements about their commitment to preserve the Glen . Even Mr . Babcock has gone on record stating that he has a clear understanding of the SEQR Law and his responsibilities as an owner of property in and near Town Board Minutes - 7 - February 12 , 1979 the Glen . We will continue to observe land use in this area and thoroughly review the details of the current application . There may be a new public hearing by DEC on the gravel extraction appli - cation . There is also continuing discussion with the City of Ithaca on the development of the Southwest Park . It may be possible to file a joint application with the City to BOR . These are all factors as we review the program for both the preservation of the Glen and the creation of park areas in this area . " CORRESPONDENCE Supervisor Desch said he had a number of letters which have important policy implications for the year ahead : ( 1 ) a letter from Mr . David Lee , Ceracche Television -ATC , dated February 6 , 1979 ; ( 2 ) from Robert Summers , McIntyre Place ; ( 3 ) from Mayor Frederick Marcham , Village of Cayuga Heights , dated January 22 , 1979 , and a letter from Seymour Smidt , Mayor , Village of Lansing , dated February 21 1979 . ( Copies attached to these minutes ) EXECUTIVE SESSION The Board duly retired into executive session . There was discussion of zoning violations in executive session . RECONVENE The Board duly reconvened in open session . REVISION OF INTERMUNICIPAL AGREEMENT ( BOLTON POINT ) Supervisor Desch referred to the revision of the Inter - municipal Agreement ( Bolton Point ) . He asked Mr . Barney for his opinion with regard to the need for a public hearing on the revision . Mr . Barney said he did not think a public hearing was required from a legal point of view , but that in any event it might be well to have one . He said what is involved is only a matter of the implementation - of the agreement to add another party ( Village of Lansing ) . Another party will be committed to pledge its full faith and credit to honor the bonds . Councilman McElwee recommended that the Board hold a hear - ing . TOWN/COUNTY ROAD SWAP Supervisor Desch asked Mrs . Livesay if she would follow up on this matter with the County Board of Representatives . STONE QUARRY ROAD WATER SERVICE Supervisor Desch reported that the engineering study on this matter had not been completed . He said the outcome of the test borings would have an influence on the budget which results for the project . It would be premature at this time to set a date for a public hearing until the Town Board has before it the results of the engineering study . The test borings are about to be under way . PERSONS TO BE HEARD Councilman Powers presented for the Board ' s consideration a revised proposed resolution with respect to the Equal Rights Amendment . Councilman Powers said he proposed the revised version because it became apparent that the Board members were not inclined to favor a boycott of the States which had not ratified the ERA . Town Board Minutes - 8 - February 12 , 1979 Councilman Powers read the proposed resolution and the Board acted as follows % RESOLUTION NO . 21 - 1979 EQUAL RIGHTS AMENDMENT Motion by Councilman Powers ; seconded by Councilman McElwee , BE IT RESOLVED , that the Town Board of the Town of Ithaca strongly supports the Equal Rights Amendment . " Equality of rights under the law shall not be denied or abridged by the United States or by any state on account of sex . " FURTHER RESOLVED , that in support of the ERA the Town of Ithaca urges that all states which have not ratified the ERA do so . It is recommended that the Supervisor inform the Secretary of State of the unratified states of this action , along with representatives of local , state , and federal governments , and the New York State Association of Towns . ( Raffensperger , Valentino , McElwee , Powers , Freeman , and Desch voting Aye . Nays - none ) AGRICULTURAL DISTRICT RESOLUTION ( COUNTY ) Mrs . Livesay reminded the Board that the Agricultural District resolution will come before the County Board of Repre - sentatives on February 13 ( tomorrow night ) . Supervisor Desch said that the final form of the resolution is consistent with Town Board wishes . SAMUEL AND ANNE KRAMER MATTER Mr . Fabbroni reported that Edward Mazza , attorney for Samuel and Anne Kramer , has had a survey map prepared in accord - ance with the Board ' s discussion last month , and that the survey is acceptable , except there is still required a full description of the permanent sewer easement which will be given on the property . Councilman Powers said he was not clear in his mind as to why the Kramers wanted to do this ( have a deed from the Town for the property in question ) . Mr . Mazza said that people abuse the area , they dump trash there ; they park cars there ; and this is in front of the Kramers ' property . The Kramers feel if they have title to the property , they can prohibit these things from happening on the property . Mr . Buyoucos said he would talk this matter over with Mr . Mazza and work out the details , inasmuch as there is no objection to the proposal from the Town Highway Superintendent or the Town Engineer . The Board agreed that Mr . Buyoucos should proceed in this manner . RESOLUTION NO . 22 - 1979 APPOINTMENT TO THE PLANNING BOARD Motion by Supervisor Desch ; seconded by Councilman McElwee , RESOLVED , that Mrs . Barbara Schultz , 270 Pennsylvania Avenue , be , and she hereby is , appointed to fill the unexpired term of Mr . Patrick Mackesey , 693 Coddington Road , on the Town of Ithaca Planning Board , i . e . through December 31 , 1982 . ( Raffensperger , Freeman , Powers , Valentino , McElwee , and Desch voting Aye . Nays - none ) I Town• Board Minutes - 9 - February 12 , 1979 RESOLUTION NO . 23 - 1979 APPOINTMENT - VICE - CHAIRMAN OF THE PLANNING BOARD Motion by Supervisor Desch ; seconded by Councilman Powers , RESOLVED , that Mr . Montgomery May be , and he hereby is , appointed to serve as Vice - Chairman of the Town of Ithaca Planning . Board , Mr . Mackesey having been previously appointed to such position by the Town Board . ( Powers , Raffensperger , Valentino , Freeman , McElwee , and Desch voting Aye . Nays - none ) RESOLUTION NO . 24 - 1979 - APPOINTMENT - CODES AND ORDINANCES COMMITTEE Motion by Supervisor Desch , seconded by Councilman Powers , RESOLVED , that Mr . Bernard Stanton be , and he hereby is , appointed as an additional member of the Town of Ithaca Codes and Ordinances Committee ( McElwee , Raffensperger , Valentino , Freeman , Powers , and Desch voting Aye . Nays - none ) CONSULTANT FOR TOWN HALL IMPROVEMENTS Supervisor Desch reported that on January 4 , 1979 a request for a proposal for improvements to the Town Hall was made to five or six architects . It was a three - part proposal : ( 1 ) modify Town Hall to comply with the law with respect to access for the handi - capped ; ( 2 ) modifications to the Town ' s meeting space on the second floor to make it more usable for public hearings ; and ( 3 ) modifica - tions to the first floor to provide access to the Engineering Depart - ment without having to pass through the vault . Four proposals have been received , from Levatich & Hoffman ; O ' Brien & Taube ; Tallman & Tallman ; and Fred Thomas Associates . The most economical proposal was received from Tallman & Tallman . Their proposal calls for the study to cost $ 1 , 500 for all three parts - - part 1 ( $ 500 ) , part 2 ( $ 250 ) ; part 3 ( $ 750 ) . Their proposal is approximately $ 500 lower than the closest proposal . RESOLUTION NO . 25 - 1979 SELECTION OF CONSULTANT FOR FEASIBILITY STUDY OF TOWN HALL IMPROVEMENTS Motion by Supervisor Desch ; seconded by Councilman McElwee , RESOLVED , that Tallman & Tallman , Architects , be retained as the architects to perform the feasibility study pertaining to improve - ments to the Town Hall , as described in the Town of Ithaca ' s January 4 , 1979 request for such proposal . ( Powers , Valentino , Raffensperger , Freeman , McElwee , and Desch voting Aye . Nays - none ) PICTURE ISLAND ( Photo - kiosk ) ( continued ) The Board resumed discussion of this matter , Mr . Fabbroni having produced site plans relative thereto . Mr . Fabbroni noted that the proposed building was not specifically shown on the site plan . The discussion revealed some confusion as to where the build - ing is to be located and some confusion as to the existence of one or more different site plans . There was also discussion of traffic patterns which might be created , parking problems , and access to the site . The Board felt it needed to see a plan which shows � 5 Town Board Minutes - 10 - February 12 , 1979 precisely from a dimension standpoint where the photo - kiosk should be put . Supervisor Desch said that means revoking the permit at this time until this matter has been resolved . RESOLUTION NO . 26 - 1979 PICTURE ISLAND - ( Photo - kiosk ) Motion by Supervisor Desch , seconded by Councilman McElwee , RESOLVED , that a specific site plan showing the location of the proposed Picture Island ( photo - kiosk ) on said site shall be pre - pared and referred to the Town Planning Board for review and approval . ( Freeman , Valentino , Powers , Raffensperger , McElwee , and Desch voting Aye . Nays - none ) This matter will not come again before the Town Board , Mr . Fabbroni stated . CITY/TOWN SEWER SYSTEM PLANNING COMMITTEE Supervisor Desch suggested deferring action on this matter . It is the intent that there shall be two representatives from the Town of Ithaca who shall be elected officials . The Supervisor requested input for this selection . ASSOCIATION OF TOWN MEETING IN NEW YORK CITY - FEBRUARY 18 - 21 , 1979 Supervisor Desch recommended that Board members furnish Councilwoman Valentino with input regarding matters to be voted upon in New York City at the Association of Towns meeting . She will be the Town ' s official voting representative at those meetings . With regard to # 4 of the proposed position statements for the 1979 legislative program , Councilwoman Raffensperger recommended that the Town should vote NO . Part of that statement reads : " For the past several years , the state has adopted environ - mental goals far exceeding federal standards and placing New York State at an economic disadvantage with other states , jeopardizing jobs and revenue from private industry . " The Board agreed there should be a modification which would state that consideration should be given to a rollback of environmental standards , but on a case by case basis . With respect to casualty and liability insurance reserve funds the Board endorsed the enabling legislation . Charles Weigand , Crossing Guard , for an increase in wages from $ 120 . 00 to $ 150 . 00 per month . RESOLUTION NO . 27 - 1979 CROSSING GUARD WAGES Motion by Supervisor Desch , seconded by Councilwoman Raffensperger , RESOLVED , that this Town Board hereby approves an increase in the wages of the Town ' s two crossing guards from $ 120 . 00 to $ 150 . 00 per month , effective March 1 , 1979 . Nays - none ) 5I Town Board Minutes - 11 - February 12 , 1979 PARK COMMITTEE REPORT Councilwoman Raffensperger reported as follows . " The Park Committee has begun planning for the summer season : Initial development , grading or playing fields for Tareyton Road , Northview Road West , and Eastern Heights . Construction : East Ithaca Bikeway Possible drainage work : Salem Drive site " The Town of Ithaca has received approval for eight CETA workers for park development program . Grant provides for 1000 payroll and fringes with a co - ordinator for paper work . Eight workers will be available April 1 , 1979 to the end of November , 1979 . " Town costs are limited to materials and the use of a Highway Department machine operator , with Barbara Restaino doing the planning and Michael Ocello scheduling and coordinating the field work . A record of Town costs will be kept . " While the neighborhoods involved have been and are being consulted , the Park Committee would like to schedule a public in - formational hearing for March 12 , 1979 for any further comment from neighborhood residents . " The Park Committee requests time in an executive session to discuss possible acquisition of a park site in Forest Home and discussion of the situation in Coy Glen . ASSISTANT TO TOWN ENGINEER Supervisor Desch reported that an error had been made in designating Michael Ocello as " Assistant Town Engineer " ; that his proper title should be " Assistant to the Town Engineer " . SCHWAN - RECOGNITION - RESOLUTION NO . 30 - 1979 Supervisor Desch noted that it was most appropriate at this time to recognize the long and dedicated service of our former Supervisor , Walter J . Schwan . Motion by Supervisor Desch ; seconded by Councilman McElwee , RESOLVED , that a plaque be prepared and presented to Walter J . Schwan , former Supervisor of the Town of Ithaca , inscribed as follows : " In recognition of his long and dedicated service and his unselfish contribution to the welfare of the Town of Ithaca and its residents . . On June 7 , 1965 , Walter Schwan was appointed to the Town Planning Board and served as its Chairman from October 1 , 1968 to January 1 , 1970 . On November 4 , 1969 Walter was elected to the .first of four terms as Supervisor of the Town of Ithaca . During his eight years as Supervisor , Walter brought us , in the most timely way possible , the vision , the conviction , the courage , and the leadership needed to enhance the quality of life in our community for decades to come . Among the out - standing achievements during that time were the Bolton Point intermunicipal water system encompassing five municipalities , the first in New York State involving more than two munici - palities , the dissolution of twenty - nine special water and sewer districts to form one Town -wide district , our own Town Hall , and a modern highway maintenance facility .
