Dorothy Spencer , Tompkins County Senior Citizens Council Representatives of the Media REVIEW OF BIDS ON PAINTING CHRISTOPHER CIRCLE TANK Supervisor Desch reported that on June 15 , 1978 bids were opened on the painting of the Christopher Circle Standpipe . The " low bidder was Broome Industrial Painting Company of Binghamton , New York , with a bid of $ 17 , 333 . The second low bidder was Law Brothers Contracting Corporation with a bid of $ 20 , 469 . The high bidder was C . M . Coating , $ 22 , 850 . The low bid appears to be a responsible bid and is being reviewed by Lozier Engineers . The bid is within budget . Motion by Supervisor Desch ; seconded by Councilman McElwee , RESOLVED , that the contract for the painting of the Christopher Circle Tank be awarded to the low bidder , Broome Industrial Paint - ing Company of Binghamton , New York , at a base bid of $ 17 , 333 . 00 , this contract award to be subject to approval of Lozier Engineers , Inc . and the Town Attorney . ( Desch , Freeman , Raffensperger , Valentino , McElwee , Powers , and Del Rosso voting Aye . Nays - none ) EAST ITHACA BIKEWAY LICENSE Supervisor Desch read the contract between Cornell University and the Town of Ithaca ( as proposed ) for the use of two Cornell Uni - versity properties for a public bikeway . One location is the aban - doned Lehigh Valley Railroad right - of -way extending north from Hon - ness Lane to Mitchell Street . The other location is the right - of - way serving Cornell Quarters , extending north from Mitchell Street to Maple Avenue . Town Board Minutes - 2 - June 19 , 1978 Supervisor Desch noted that there is money in the budget for minor improvements to the bikeway and cleaning up in the area . Some signage will have to be done and barricades provided . The signage is primarily for the safety of the users . Execution of the agreement would be a commitment to proceed with the expendi - ture of at least a part of the money budgeted for this purpose . Motion by Councilwoman Raffensperger ; seconded by Councilman Powers , RESOLVED , that the contract between Cornell University and the Town of Ithaca for a public bikeway over properties of Cornell University is hereby approved and the Supervisor is authorized to execute same on behalf of the Town of Ithaca ; the public bikeway locations being ( 1 ) the abandoned Lehigh Valley Railroad right - of - way extending north from Honness Lane to Mitchell Street , and ( 2 ) the right - of -way serving Cornell Quarters , extending north from Mitchell Street to Maple Avenue . . ( Freeman , McElwee , Powers , Desch , Raffensperger , Valentino , and Del Rosso voting Aye . Nays - none ) OFFICE FOR THE AGING PROPOSAL ON RECREATION PROGRAMS FOR THE ELDERLY Mrs . Dorothy Spencer explained the kinds of activities the proposed program for the elderly would encompass : arts and crafts , special events ( films and concerts ) , field trips and excursions , communications ( newsletters , media announcements , posters ) , counseling and community service projects , indoor and outdoor sports ( bowling , shuffleboard , golf , horse - shoe pitching ) , ' and social , recreational , and educational programs in general . Mrs . Spencer answered questions from the Board regarding the number of persons served , possible over - lap of services be - tween this agency and others ( Human Services Co - alition , Golden Age , Meals on Wheels ) . She furnished proposed Tompkins County Senior Citizens Council budget for the Town of Ithaca for recrea - tion for the Elderly Funding Application for the period July 1 , 1978 through June 30 , 1979 . ( The request for support from the Town of Ithaca is $ 4 , 000 , of which $ 2 , 000 would be reimbursed by the State ) . Mrs . Spencer said she would also send the Board a list of the officers of the Senior Citizens Council who will im- plement the program . She noted that support is being received from the City of Ithaca , the Town of Enfield , and the Town of Groton . After some discussion together and with Mrs . Spencer , the Town Board agreed to sponsor this program to the extent of $ 2 , 000 ( $ 1 , 000 of which will be reimbursed to the Town by the State ) . This will be a kind of trial run for one year to measure the effectiveness of the program , at the end of which time the matter will be re - considered . Mrs . Spencer said it is urgent that the Town act now since the funding deadline is July 1 , 1978 , and she thanked the Board for its support . Motion by Councilwoman Raffensperger ; seconded by Supervisor Desch , RESOLVED , that the Town Board of the Town of Ithaca hereby approves a commitment of $ 2 , 000 . 00 to the recreation program for the elderly ( $ 1 , 000 . 00 of which will be reimbursed to the Town by the State ) , under the auspices of the Office for the Aging and to be implemented by the Senior Citizens Council of Tompkins County , for the period July 1 , 1978 through June 30 , 1979 ( actual funding to begin January 1 , 1979 ) , subject to the approval by the Town Attorney of an appro - priate contract agreement between the Town of Ithaca and the Tompkins County Senior Citizens Council . (Desch , Powers , Raffensperger , McElwee , Freeman , Valentino and Del Rosso voting Aye . Nays - none ) Town Board Minutes - 3 - June 19 , 1978 Councilman Powers recommended that the Town of Ithaca establish a policy with regard to various funding requests which are continually being received from different agencies . He noted that the State and Federal governments are providing funding , but it is taxes at the local level , and it is taxes at the State and Federal level . Councilman McElwee suggested that the Town might establish a fund for this type of program . Supervisor Desch said that the Town might also establish a deadline for allocating such funds . He noted that there is an account in the Town ' s budget to cover such items . FRONT END LOADER Representatives of CCO Equipment Company ( George D . Carr and Nick Copanas ) and Syracuse Supply Company (Marty Loefstedt ) were present at this meeting . Supervisor Desch informed them that they would be advised when a decision has been made in the matter of awarding the contract . This matter will be discussed in executive session at this meeting . FINANCIAL CONSULTANT FIVE -AREA SETTER PROJECT Supervisor Desch reported that Bernard P . Donegan , Inc . and Farnsworth Investment Advisory had been given an opportunity to present a proposal for the sewer project borrowing . He said it appears Mr . Farnsworth will not be submitting a proposal . It will be necessary to have a brochure put together and be ready for permanent financing when the market is appropriate . The Donegan company will advise the Town in this respect . Supervisor Desch reported that the Town has borrowed $ 500 , 000 on Bond Antici - pation notes at 5 . 9 % interest and have in turn put $ 450 , 000 into various Certificates of Deposit at 6 . 7 % to 6 . 85 % interest , for 60 - 90 days . Supervisor Desch reported that Bernard P . Donegan , Inc . have submitted a proposal dated May 11 , 1978 with respect to permanent financing of the Town ' s proposed sewer project . They quote a fee of $ 4 , 400 . 00 , plus out - of -pocket expenses . Out - of - pocket expenses are defined in the proposal . Supervisor Desch emphasized that the time now is not right to go to the market for permanent financing but that the Town should be ready to do so when advised by the Donegan company , ( which should be the earliest appropriate moment ) . Motion by Councilman Powers , seconded by Supervisor Desch , RESOLVED , that the proposal of Bernard P . Donegan , Inc . dated May 11 , 1978 to furnish financial consulting services in con - nection with the Town of Ithaca ' s five - area sewer project for the sum of $ 4 , 400 . 00 , plus out - of - pocket expenses as defined in the letter of proposal is hereby accepted and approved . ( Desch , Powers , Raffensperger , Valentino , Del Rosso , McElwee , and Freeman voting Aye . Nays - none ) EXECUTIVE SESSION , The Board members duly retired into executive session to discuss the bids on the front end loader . f � S � Town Board Minutes - 4 - June 19 , 1978 The Board reconvened in regular session for the conduct of any remaining business . Motion by Supervisor Desch ; seconded by Councilman McElwee , WHEREAS , the Town of Ithaca invited bids for the leasing or purchasing of one new 1978 Four Wheel Loader by invitation to bid published June 3 , 1978 , and WHEREAS , four bids were received and the results tabulated as set forth in Schedule A attached to this resolution , and WHEREAS , bids were requested for possible purchase by the Town or possible lease of equipment by the Town , and WHEREAS , the apparent low bidder on the guaranteed maxi - mum total cost lease basis is Syracuse Supply Company offering a Model 930 Caterpillar Wheel Loader for a total lease cost ( inclusive of guaranteed repairs ) of $ 35 , 814 . 00 as shown as Item 10 on the attached Schedule A ; and WHEREAS , all the bid documents for Syracuse Supply Company are in order with the equipment offered meeting equipment ' specifi - cations , and WHEREAS , it appears that only the equipment submitted by Syracuse Supply Company fully complies with the specifications contained in the bid documents , NOW , THEREFORE , BE IT RESOLVED : That the Town Board and the Town Highway Superintendent accept the low bid of Syracuse Supply Company for leasing a new Model 930 Caterpillar Wheel Loader in accordance with the terms , conditions and amounts established in the bid documents upon execution of an appropriate contract therefor to be prepared by the Town of Ithaca ' s attorney , and FURTHER RESOLVED . That the execution of a contract be subject to the approval of the County Superintendent of Highways pursuant to Section 143 of the Highway Law , and FURTHER RESOLVED . That the Town Board hereby authorizes the payment to Syracuse Supply Company of the sum of $ 11 , 378 . 00 in lieu of the trading in of the existing Caterpillar 922 Loader presently owned by the Town . Cost 5 , 814000 37 , 990 . 00 41 , 800 . 00 i ' G � 6 Town Board Minutes - - June 19 , 1978 ECONOMIC DEVELOPMENT CENTER Supervisor Desch reported that there is a proposal to include the Town of Ithaca as an Economic Development Center . At the present time the Town of Ithaca is not eligible for Economic Development Administration funding . The public works funding that the Congress appropriated was for areas of high unemployment . The Town of Ithaca would be eligible for such funding if it agreed to become a part of the Greater Ithaca Area Development Center . The Supervisor distributed material to the Town Board members on this matter . He said he had some reservations about getting involved in this matter because it tends to trigger over - growth in our particular Town . He felt there are some policy con- siderations that the Board will have to look into very carefully . On the other hand , he said , there are a number of projects we are interested in which might become eligible for funding , i . e . the highway by - pass /Ellis Hollow Road/Route 366 . The Economic Develop - ment Administration is concerned mostly with public works projects . The Supervisor reported that the County Board of Representa- tives have adopted a resolution establishing a County Economic Advisory Board as a means of bringing together both the public and private sectors to identify ways and means of maintaning a vital local economy . They have requested that the Town of Ithaca and other municipalities submit a nomineee for consideration for appoint - ment to this Board . Supervisor Desch said it is possible that the nominee should be a Town Board member . However , the Board , at this time deferred action on this matter .
