PLANNING BOARD MINUTES
OCTOBER 25, 2000

Chairperson Laurene Gilbert opened the meeting at 7 : 00 p . m .
Sketch Plan Review - Radin Request for Special Permit
David and Marcia Radin have submitted a request for a special permit to develop a campground, and
construct bathing facilities and a dining hall addition at Ithaca Zen Center, 56 Lieb Road, Town of
Danby Tax Parcel No . 10 . - 1 - 57 . 32 .
Marcia Radin addressed the Board with photographs of the existing property and area where they
would like to have a campground and bathroom facilities with showers . She reported that the Board
of Health would like them to expand the kitchen area for the Zen Center. What she is proposing is
the addition of two prefab buildings that are 12 ' x 14' and the addition for the kitchen would be
extended to the existing dining hall .
The Board reviewed the application material and Marcia explained the activities of the Zen Center
and the uses of the existing buildings and area. The area has adequate space for off the road parking .
Motion to Schedule Public Hearing
A motion was made by Robert Roe and seconded by Linda Hansen to schedule a public hearing on
Wednesday, November 29, 2000 at 7 : 00 P .M . to hear the Radin request for a special permit .
A roll call vote on the motion resulted as follows :

Tompkins County Planning Federation Report
Linda Hansen reported on highlights of the Tompkins County Planning Federation Meeting of
October 10,2000 . Guest speaker was Ned Hickey from the Town of Lansing. He reported that the
Town of Lansing may be out of commercial space in two (2) to five (5 ) years . Lansing requested
several traffic studies when reviewing the Tops project . Linda said she has been invited to be part
of the Tompkins County Vital Communities Workshop this weekend .
Tompkins County Municipal Officials Association
Robert Roe reported on the Tompkins County Municipal. Officials Association meeting . The first
phase of the County Acquifer Study has been completed. The meeting was attended by five (5)
members from the Board of Representatives . The Board of Representatives members reported that
the proposal in the County Budget for funding to continue the study was deleted. The information
to date from the first phase of the study and does not include any data for major acquifers in Danby .

The County Budget did include $ 10 , 000 . 00 for a study for the purchase of development rights .
Discussion followed on the need to know more about the acquifers and natural resources in Danby . ,
Code Enforcement Office Report
1 ) Susan Beeners urged the Board to sign up for the County SEQR Workshop .
2 ) Thursday, November 9, 2000 at 7 : 30 p . m . at Candor High School she is a participant on a
panel discussion entitled "Pros and Cons of Zoning Workshop" . She urged the Board members to
attend .
Proposed Panel Discussion
Chairperson Gilbert would like toset up a panel discussion for the public . She suggested that the title
be something regarding rural development, sustainable development and sprawl . She has a list of
suggested participants submitted from individual Board members for consideration and outlined for
the Board how the discussion would be presented. The topic and questions will be decided in advance
of the panel discussion. She would really like the panel to talk about anti sprawl development in rural
communities (or something like that) . She thinks that the information would be helpful for our land
use section of the comprehensive plan .
Board members made many suggestions of topics that would provide valuable information related
to development and sprawl .
Dan Klein left the meeting at 8 : 15p . m .
Danelle reported that she has accepted a job in Schuyler County and will be leaving her at the
end of her contract with the Town as our Intern in mid November.
Motion to Approve August 24, 2000 Planning Board Minutes .
Correction to Minutes - Linda Hansen arrived at 7 : 15 p . m .
A motion was made by Nancy Weitzel and seconded by Robert Roe to approve the August 24, 2000
Planning Board Minutes as corrected .
Carried Unanimously
Motion to Approve Public Hearing Minutes of September 20, 2000
A motion was made by Nancy Weitzel and seconded by Robert Roe to approve the Planning Board
Public Hearing Minutes of September 20 , 2000 for the Unger proposal as publised.
Carried Unanimously
Motion to Approve Planning Board Minutes of September 20, 2000
A motion was made by Nancy Weitzel and seconded by Robert Roe to accept the Planning Board
September 20 , 2000 minutes as published .
Carried Unanimously
