HomeMy WebLinkAbout2000-05-04 1201 Town Board Meeting Special Meeting May 4 , 2000 TOWN OF DANBY TOWN BOARD MINUTES MAY 4 , 2000 Special Meeting PRESENT : Supervisor Edward Inman Councilpersons : Joel Gagnon, Norbert Nolte, Naomi Strichartz, Gladys Varona-Lacey Others Present: Carol Sczepanski - Town Clerk Susan Beeners - Code Enforcement Officer Donna Inman - Office Assistant/Building Inspector Members of the Public : Linda Howe Eileen Wright, Willard and Dorothy Daetsch , Pat Woodworth Supervisor Inman called the Special Meeting of the Board was called to order at 7 : 40 p . m . Proposed Local Law No . 3 of 2000 entitled : " A LOCAL LAW PROVIDING FOR THE REPAIR OR REMOVAL OF UNSAFE BUILDINGS AND COLLAPSED STRUCTURES " , and Proposed Local Law No . 4 of 2000 entitled : "A LOCAL LAW PROVIDING FOR A PARTIAL TAX EXEMPTION FOR REAL PROPERTY OWNED BY DISABLED PERSONS WITH LIMITED INCOMES " were transmitted to the Board for review and consideration of setting public hearing dates . Discussion proposed local law No . 3 . Councilperson Gagnon asked why the Board was going to consider additional local laws as opposed to amending the ordinance . He is also concerned that the public will not have adequate notice . He suggested that a notice should go in the Danby Area News about upcoming issues inviting residents to attend . Councilperson Strichartz said that she would like to see this move along as this issue is important as many residents are concerned . The Board discussed how residents are notified of public meetings so that they can comment and present their views on issues . Motion to Set Public Hearing Date : A motion was made by Councilperson Strichartz and seconded by Councilperson Varona-Lacey that the Town Board of the Town of Danby set the date of Monday , May 22 , 2000 at 7 : 00 p . m . as the time and date of the public hearing for the Proposed Local Law No . 4 of the year 2000 entitled : "A LOCAL LAW PROVIDING FOR A PARTIAL TAX EXEMPTION FOR REAL PROPERTY OWNED BY DISABLED PERSONS WITH LIMITED INCOMES ", and at 7 : 15 p . m . for the Proposed Local Law No . 3 of the year 2000 entitled : " A LOCAL LAW PROVIDING FOR THE • REPAIR OR REMOVAL OF UNSAFE BUILDINGS AND COLLAPSED STRUCTURES", at 1830 Danby Road, Ithaca, New York and that there be noticed placed in the Ithaca Journal and on the Community Council signboard . Discussion : The Board discussed the issue of the date of the hearing and a date to consider the possible passage of the local laws . Supervisor Inman said that he wants the Board to move ahead with the damaged buildings local law. Councilperson Strichartz wants this to move ahead as soon as possible and thinks a small notice in the Ithaca Journal is adequate . Councilperson Gagnon wants this to be delayed until an article can be placed in the Danby Area News as he does not think that notice in the Ithaca Journal is adequate . 2 Town Board Meeting Special Meeting May 4 , 2000 Councilperson Nolte left the meeting at 9 : 00 p . m . A vote on the motion resulted as follows : Three (3 ) Ayes One ( 1 ) Nay Gagnon Nay Strichartz Aye Varona-Lacey Aye Inman Aye Carried Added Language to Local Law No. 3 : The underlined language in the following section Section 3 Definitions ( 1 ) " Building" means any building, structure or portion thereof used or formerly used for ` D residential , agricultural , business or industrial purpose . The Code Enforcement Officer suggested that the Proposed Local Law No . 4 be reviewed by the Planning Board at their May 17th meeting . ADJOURNMENT : On a motion the meeting adjourned at 9 : 55 P .
