HomeMy WebLinkAbout2000-01-19 601 Planning Board Minutes 1 January 19, 2000 PLANNING BOARD MINUTES JANUARY 19 , 2000 Regular Meeting: PRESENT : Chairperson Laurene Gilbert Planning Board Members : William Farrell , Linda Hansen, Robert Roe , Olivia Vent, Nancy Weitzel Others Present : Code Enforcement Officer - Susan Beeners Secretary - Carol Sczepanski Member of the Public - Esther Dotson Chairperson Laurene Gilbert called the meeting to order at 7 : 10 p .m. Supervisor Edward Inman addressed the Planning Board and invited them to a joint meeting of the Town Board , Planning Board and Board of Zoning Appeals scheduled for 7 : 00 p . m . on Wednesday , February 9 , 2000 . The purpose of the meeting is for the members of all Boards to get acquainted and informed about the goals and functions of each Board . He reported that the Town Board is in the process of interviewing residents to fill the vacancy on the Planning Board . Esther Dotson reported that the Planning Board had requested a joint meeting of the Boards at their December meeting. She said that she thinks that it would be a great advantage to include the general membership of Community Council that would generate open discussion to obtain ideas and goals . The general membership includes every resident who is over 18 years of age and is eligible to vote . Communications : Knapp Associates - notice to Planning Boards, BZA ' s of strict enforcement of municipal floodplain management regulations that are a mandatory requirement of the Federal Emergency Management Agency (FEMA) . Privilege of the Floor and Reports Tompkins County Planning Federation Linda Hansen reported that Tompkins County Planning Federation at their last meeting was focused on goals for the year 2000 and interaction of all municipalities . Training will continue and refresher course and a basic plan for new members will be explored. Karen Flore has been hired as the new circuit rider . Tompkins County EMC Robert Roe reported that he has a copy of the DEIS for Southwest Park and will lend it to members of the Board if anyone is interested. He also has a copy of the UNA (Unique Natural Areas) for the Town of Danby and it includes a map that gives an idea of where the areas are . The second part of the report gives a physical description of the UNA ' s . The Executive Summary from the Cayuga Watershed Committee is on file with the Town Clerk. Linda Hansen reported that at a Planning Federation Meeting maps were presented that were of the Town of Danby and our Planning Board has not seen them yet . Susan Beeners has asked the County why we cannot have those maps to use as our Natural Resource Maps . They reported that they are similar to what we have received already. Additional maps have been requested and the County is waiting until the entire County has been completed before they release the maps . The County has agreed to give Danby the land use maps first that show land use in detail . Comprehensive Plan Contract Susan reported that she hopes that the new circuit rider and she would like t have a meeting with her and Laurene to explore the progress of the comprehensive plan . The County Agreement Extension has not been approved and we have not had a circuit rider for some time . The Board suggested that the Agreement should be through April . Joan Jerkowitz is willing to write a new contract for the Town to consider. West Danby Community Association 602 Planning Board Minutes 2 January 19 , 2000 Susan Beeners reported that she met with members of the West Danby Community Association, Joel Gagnon, Nancy Potter and Randy Brown. They have been exploring visions and ideas for the Hamlet of West Danby. She said that she recommended that they consider putting their ideas together into an action plan or a strategic plan similar to the one we have here . West Danby is being included in the comprehensive plan planning. She said that it would be a good idea to have a public information in April or May on the comprehensive plan in West Danby . The Board discussed holding a public information (fact finding) meeting in West Danby to update the residents on the comprehensive plan and how it will affect them over the next 5 - 10 years . The Board will attempt to schedule a meeting for April or May in West Danby. Olivia Vent said that she thinks we need to have the comprehensive plan more formulated before it is presented to the public . We will have much better discussions if we are better prepared . Other Items : Communication - Chairperson Laurene Gilbert distributed an article that was published in the Ithaca Journal to Board members entitled "What might be ahead for our county" by Eric Lerner/Guest Columnist . She urged the Board members to review the article . Planning Board Vacancy - Applicants are being interviewed and it is hoped that the vacancy will soon be filled . Bob Roe said that he suggested to the Town Supervisor that a member from the business community should have representation on the Planning Board and Nancy Weitzel said that we might consider someone from the West Danby area. Cell Towers : Laurene reported that after reviewing the Comi Contract Agreement that all cell tower carriers who make application are to be referred to Comi . There is a pre-application meeting being set up with Comi , a representative from the Town and the cell tower carrier. As a Board we are here to look at the site plan review for towers and Comi does the background work. Bob Roe reported that the EMC will have a presentation of the proposed County cell towers for emergency services at their February meeting. He has invited our Town Board to attend the meeting . NEW BUSINESS : PLANNING BOARD SECRETARY RESOLUTION NO. 1 OF 2000 By Robert Roe : Seconded by Weitzel RESOLVED, that the Planning Board of the Town of Danby approves of Carol W . Sczepanski as Secretary to the Planning Board and that the rate of pay be set at $9 . 00 (nine dollars) per hour for this service. A roll call vote on the resolution resulted as follows : Farrell Aye Hansen Aye Roe Aye Vent Aye Weitzel Aye Carried Unanimously Comprehensive Plan : Economic Development : Bob Roe reported that he will follow up on the communications sent to the DEC asking for input into the use of the Danby State Lands that are included in the New York State Recreational Plan . Ideas for use of State of New York Forest Lands other than for hunting purposes . Making some of the State Forest Lands access handicapped accessible . Infrastructure of surrounding areas for visitors . How to encourage businesses to consider Danby i . e . a motel , restaurant/diner. Bob Roe plans to have a draft for the economic development ready soon for the Planning Board to review. 603 Planning Board Minutes 3 January 19, 2000 The proposed use of the Danby School for an agriculture type school or other BOCES programs would be a benefit to the Town and economic development. The Board discussed the need for water and/or sewer if the Town is to develop into a hamlet or if a big business were to move to Danby . ADJOURNMENT : On a motion the meeting adjourned at 9 : 07 P .
