I I 1 1 «..tk 1154 1 Town Board Minutes Organizational Meeting January 5, 2000 TOWN OF DANBY TOWN BOARD MINUTES SPECIAL MEETING JANUARY 5, 2000 ORGANIZATIONAL MEETING PRESENT : Supervisor Edward Imnan Councilpersons : Joel Gagnon, Norbert Nolte, Naomi Strichartz, Gladys Varona-Lacey Others Present : Carol W . Sczepanski - Town Clerk Susan Beeners - Code Enforcement Officer William Hall - Highway Superintendent Members of the Public Mary Oltz, Laurene Gilbert, Pat Woodworth, John Henderson Supervisor Edward Inman called the meeting to order at 7 : 02 P . M . and led all present to the Pledge of Allegiance to the American flag . Supervisor Inman read the following statement : SUPERVISOR' S STATEMENT TO THE BOARD Roberts Rules of Order will be followed at all Town Board Meetings except when special roll call vote is necessary. Roll call will be alphabetical with the Supervisor voting last. All meetings will begin at 7 : 00 p .m. and terminate no later than 9 : 30 p . m . Method of claims for payment of all bills will be by voucher . Vouchers and items for the agenda must be submitted no later than Thursday preceding the Board meeting . Vouchers may be submitted to the Supervisor or the Town Clerk. The Town Board in accordance with Town Law AT103 will audit all bills . All personnel matters will be discussed in executive session. Motion to Approve Supervisor' s Statement to the Board A motion was made by Councilperson Strichartz and seconded by Councilperson Nolte to approve the Supervisor' s Statement to the Board as read . A roll call vote on the motion resulted as follows : Gagnon Aye Nolte Aye Strichartz Aye Varona-Lacey Aye Inman Aye Carried Unanimously ORGANIZATIONAL RESOLUTIONS -2000 RESOLUTION NO. 1 OF 2000 APPROVAL TO INVEST IDLE FUNDS By Councilperson Gagnon : Seconded by Councilperson Strichartz RESOLVED , that the Town Board of the Town of Danby authorize the Supervisor to invest idle funds . Water District Plant Operator $ 2 , 306/year Bi-weekly Salaries : Code Enforcement Officer $ 23 ,475/year Highway Superintendent $ 35 , 360/year Water District Plant Operator $ 7 , 944/year Bi -weekly salaries paid hourly as needed : Deputy Town Clerk $ 2 , 500/year Office Assistant (s) $ 10 , 586/year Bookkeeper $ 12 , 300/year Town Historian $200 per year honorarium - Paid in July and be it further RESOLVED, That the Town Board of the Town of Danby authorize the Supervisor to pay the above salaries prior to the first meeting of each month with December payrolls adjusted to meet all budget requirements. A roll call vote on the resolution resulted as follows : Gagnon Aye Nolte Aye Strichartz Aye Varona-Lacey Aye Inman Aye Carried Unanimously RESOLUTION NO. 3 OF 2000 PAYMENT OF BILLS By Councilperson Gagnon : Seconded by Councilperson Strichartz RESOLVED , That the Town Board of the Town of Danby approves a blanket resolution to authorize the Town Supervisor to pay utility bills, freight, postage, contracts and to conduct other normal proceedings such as payroll in advance of audit in order to keep affairs moving on a timely basis, and be it further RESOLVED , that a contract is not a bid award . By Councilperson Gagnon : Seconded by Councilperson Strichartz RESOLVED, That the Town of Danby Highway Superintendent be authorized to purchase tools, equipment (other than motorized equipment) , small implements, tires and tubes, etc. in the amount not to exceed $2 , 500 at any given time without prior approval of the Town Board . The Town Board reserves the right to seek other legal aid if it deems necessary . Roberts and Robert Whittaker will be paid as follows : Mr. Roberts $ 75 . 00 per service and Mr. Whittaker $ 60 . 00 per service. Election Inspectors will be paid at the rate of $ 7. 00 per hour for service .
