REGULAR MEETING Town Councilman The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Mark Baxendell at 7:30 p.m. APPROVAL OF MINUTES — 19 APRIL 2018 A motion was made by Member Monica Carey to approve the Minutes of the 19 April 2018 Planning Board meeting, as submitted. The motion was seconded by Member Ed Neuhauser, with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Clark Absent: Member Maloney Hahn Member Neuhauser Member Milliman Abstain: Member Clark Motion carried. This becomes Action #21 of 2018. OLD BUSINESS -NONE NEW BUSINESS Peter E. Jr. & Joanne Yunger, Applicants/ Reputed Owners - 71 Sharpsteen Road - TM #35.-1- 24.213 - Minor Subdivision (Flag Lot) Chairman Baxendell recognized Mr. Yunger who was seeking approval of a minor subdivision/ flag lot of the subject property, as annotated on a portion of a survey map shown as Attachment 2 which accompanied the application. A brief history, dated 19 October 2017, of this property was also provided to the Board. There was previously an issue with an existing mobile home on the subject property which encroached into the flag lot as shown on said attachment. An area variance was obtained at the time (2004) which allowed this, but only for a period of four years, which has now expired, and the mobile home is still there. The owners would now like to move the boundary line to eliminate the encroachment, with the flag lot providing access to the rear parcel. The Board reviewed what was proposed and it was determined that what was being proposed satisfied all requirements. Page 1 of 3 (T) Groton Planning Board Minutes of Regular Meeting 17 May 2018 With no further discussion, a motion was made by Member Brockway that the Town of Groton Planning Board hereby declares itself Lead Agency under SEQRA. The motion was seconded by Member Neuhauser, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Brockway Absent: Member Maloney Hahn Member Milliman Motion carried. This becomes Action #22 of 2018. Member Brockway then read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Carey that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Clark, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Brockway Absent: Member Maloney Hahn Member Milliman Motion carried. This becomes Action #23 of 2018. A motion was then made by Member Carey that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. This becomes Action #23 of 2018. A motion was then made by Member Carey to waive the public hearing and approve the Minor Subdivision/ Flag Lot as requested. The motion was seconded by Member Brockway, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Brockway Absent: Member Maloney Hahn Member Milliman Motion carried. This becomes Action #24 of 2018.
