HomeMy WebLinkAbout2018-04-19TOWN OF GROTON PLANNING BOARD Minutes of Regular Meeting -Thursday, 19 April 2018 - 7:30 PM Town Hall Court Room - 101 Conger Boulevard -Groton, NY Members, Groton Planning Board Mark Baxendell, Chairman Leon Brockway, Jr., Vice -Chairman Monica Carey *Barbara Clark Edward Neuhauser Lisa Maloney Hahn Vacancy (*Absent) Others Present Robin Cargian, Deputy Town Clerk Richard Gamel, Town Councilman Rick Fritz, CEO Applicants & Public in Attendance Joe Milliman, Rebecca Collins & Tom Billups REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Mark Baxendell at 7:30 p.m. APPROVAL OF MINUTES — 18 FEBRUARY 2018 A motion was made by Member Ed Nuehauser to approve the Minutes of the 18 February 2018 Planning Board meeting, as submitted. The motion was seconded by Chairmen Mark Baxendell, with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Neuhauser Absent: Member Clark Member Maloney Hahn Member Brockway Motion carried. This becomes Action # 13 of 2018. NEW BUSINESS Jose -ph & Emily Milliman, Applicant/ Owner - 467 Clark St. Ext. - TM #121.-l-15.1 - Minor Subdivision. Mr. Milliman explained to the board his desire to sell a 1 acre parcel to Tom Billups and Rebecca Collins. Having no leans or restrictions to do so and with no further questions from the board, a motion was made by Member Lisa Maloney Hahn to declare the Town of Groton Planning Board as Lead Agency for SEQR, second by Member Ed Neuhauser. Ayes: Chair Baxendell Nays: None Member Carey Member Neuhauser Absent: Member Clark Member Maloney Hahn Member Brockway Motion carried. This becomes Action # 14 of 2018. After reviewing all questions for the Short Environmental Assessment, a motion was then made by Member Monica Carey, that based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will Page 1 of 3 (T) Groton Planning Board Minutes of Regular Meeting 19 April 2018 not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Brockway, with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Neuhauser Absent: Member Clark Member Maloney Hahn Member Brockway Motion carried. This becomes Action # 15 of 2018. Jose -ph & Emily Milliman, Applicant/ Owner - 467 Clark St. Ext. - TM #121.-l-15.1 - Minor Subdivision. Having no further discussion from the board, a motion was made to APPROVE the subdivision as submitted and decline the need for a Public Hearing by Member Leon Brockway, seconded by Member Carey with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Neuhauser Absent: Member Clark Member Maloney Hahn Member Brockway Motion carried. This becomes Action # 16 of 2018. Tom Billups & Rebecca Collins, Applicant/ Owner - Clark St. Ext. - TM #121.-l-13.1 - Boundary Line Chance (parcel consolidation. Chairman Baxendell recognized the applicant and their intention to purchase the new lot from the Millimans, and combine it with their own giving it road frontage. A motion was made by Member Lisa Maloney Hahn to declare the Town of Groton Planning Board as Lead Agency for SEQR, second by Member Ed Neuhauser and vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Neuhauser Absent: Member Clark Member Maloney Hahn Member Brockway Motion carried. This becomes Action # 17 of 2018. Page 2 of 3 (T) Groton Planning Board Minutes of Regular Meeting 19 April 2018 With no further discussion, a motion was then made by Member Carey to approve the Boundary Line Change Plan, as submitted. The motion was seconded by Member Neuhauser, with the vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Neuhauser Absent: Member Clark Member Maloney Hahn Member Brockway Motion carried. This becomes Action # 19 of 2018. The Planning Board conducted interviews to fill the board vacancy. A motion was made by Member Lisa Maloney Hahn that the Groton Planning Board recommends Joesph Milliman to be appointed by the Groton Town Board, seconded by Member Neuhauser. The vote recorded as follows: Ayes: Chair Baxendell Nays: None Member Carey Member Neuhauser Absent: Member Clark Member Maloney Hahn Member Brockway Motion carried. This becomes Action #20 of 2018. OTHER BUSINESS • Chairman Baxendell informed the board that Jay Franklin from the Tompkins County Assessment Department will be invited to speak with the board regarding their role as it concerns Planning Boards. Robin & April would like to go over the Town Clerk/ Code office role and how the applications flow from that office to the board. Robin will also share websites where board members can gain useful information to aid them with decision making. ADJOURNMENT At 7:55 p.m., a motion was made by Member Carey to adjourn the meeting. The motion was seconded by Member Maloney Hahn, with all members present voting in favor.
