Hall In Code Enforcement Officer - Susan Beeners Town Clerk - Carol Sczepanski Members of the Public : Marjorie and Gerald Catlin, Sr. , Sue Howe, Esther Dotson, Mary Oltz, Pat Woodworth, Laurene Gilbert Supervisor Kenneth Horst called the meeting to order at 7 : 00 p . m . and led all present to the Pledge of Allegiance to the American flag. Supervisor Horst reported that Richard Nowack, a representative from Ithaca Agency would like a meeting with a representative from the Town to discuss renewal of our Town insurance policies . He will meet with Mr. Nowack to renew our policies . Revitalization Contract Agreement - Danby General Store Supervisor Horst reported that the Revitalization Contract Agreement between the County of Tompkins and the To of Danby needs to be signed and returned to Tompkins County Department of Planning . The agreement was deferred until January 2000 . Encumbrances of Remaining Unexpended Funds Requested : Code Enforcement Office - $2 ,600 from Account A8010 . 200 - for computer and equipment. Landscape of Town Hall Properties - $ 681 . 00 from Account A1620 . 400 Comprehensive Plan - $ 700 . 00 from Account A8020 . 401 Senior Citizens - $422 . 98 from Account A7620 .400 Elections Account $ 800 from Account A1450 . 400 - for Voting Machine Upgrade Town Clerk Equipment $ 500 . 00 from Account A1410 . 200 - for safe and computer equipment Town Clerk $ 700 . 00 from Account A1410 .400 to be encumbered for safe and computer equipment Pond Account $ 300 . 00 from Account A7150 . 100 for pond supplies Highway Funds - $2 ,259 . 81 remaining in various general highway accounts have been requested to be encumbered, Highway Account $ 144 . 80 in Account A5132 .400 Supervisor Horst reported that the interest received on the Town investments for 1999 exceeded $ 14,000 . 00 . Remaining funds after encumbrances and expenses listed on Fund Warrants No . 13 of 1999 are approximately $ 47 ,000 . 00 . Motion to Transfer $51 ,000 .00 to Highway Capitol Equipment Account A motion was made by Councilprson Steiner and seconded by Councilperson Inman to transfer $ 51 ,000 . 00 into the Capital Equipment Account. A roll call vote on the motion resulted as follows : Gagnon Aye Inman Aye Steiner Aye Strichartz Aye Horst Aye Carried Unanimously RESOLUTION NO. 96 OF 1999 APPROVAL OF EXPENDITURE OF FUNDS IN THE TOWN BUILDING CAPITAL RESERVE ACCOUNT FOR COMPLETION OF THE TOWN HALL GRANT PROJECT By Councilperson Inman : Seconded by Councilperson Strichartz WHEREAS, the Town of Danby received a grant from Tompkins County for various improvements to the Town Hall building exterior and grounds, as reflected in a contract between the Town and the County which extends through 2000 ; and WHEREAS , the Town of Danby Town Board in November, 1998 authorized submission of the original grant application with the source of funds to be HR1 , Building Capital Reserve fund; and on July 12, 1999 by Resolution No . 53 of 1999 approved the expenditure of funds from that Reserve Fund HR1 1620 . 400 for paint, equipment and supplies ; and on October 11 , 1999 approved submission of a modified grant application to substitute exterior lighting for gutters and down spouts , provided that such did not exceed $ 5 , 500 in cost ; now, therefore , it is RESOLVED, that the Town of Danby Town Board hereby sets aside an amount not to exceed $ 8 ,600 . 00 in the Building Capital Reserve Fund HR1 1620 . 400 for completion of the full scope of U , I 1 h . 1152 3 Town Board Minutes Year End Meeting December 29, 1999 the project as it may be modified . A roll call vote on the motion resulted as follows : Gagnon Aye Inman Aye Steiner Aye Strichartz Aye Horst Aye Carried Unanimously Highway Fund Warrant No . 13 of 1999 - Approved A motion was made by Councilprson Gagnon and seconded by Councilperson Steiner to approve the Highway Fund Warrant No . 13 of 1999 voucher numbers 303 - 320 in the amount of $ 14,960 . 03 .
