The Town Board of the Toi,m of Ithaca net on jlednesdav , October
5 , 1977 , in Town Hall , 126 East Seneca Street ( second floor ) , Ithaca ,
N . Y . , at 5 : 15 p . m .
PRESENT : Supervisor Walter J . Schwan , Councilman Victor DelRosso ,
Councilwoman Shirley Raffensperger , Councilman Robert Powers ,
Councilman Andrew McElwee , Councilman Noel Desch , Councilwoman
Catherine Valentino , Town Engineer Lawrence P . rabbron2 .
ALSO PRESENT : Philip Lerman ( Ithaca Journal ) , Joel Meltzer
( 11TKO ) .
Supervisor Schwan opened the Meeting at 5 : 20 p . m .
SUPERVISOR ' S AUTHORIZATION TO EXECUTE ALL NECESSARY PAPERS IN RE
FEDERAL GRANT FOR SEWER PROJECTS ,
Supervisor Schwan stated thatlit was necessary that the Town
Board authorize the Supervisor of the mown of Ithaca to execute on
behalf of the Town Board all necessary papers in connection with
the five - area sewer project .
MOTION by Councilman Desch , seconded by Councilwoman Raffensperger :
RESOLVED , that the Town Boar& of the Town of Ithaca authorize
and hereby does authorize Supervisor Walter J . Schwan to act as the
designated representative of the Town of Ithaca for purposes of
executing any necessary papers and °, communicating any necessary
information to the United States Environmental Protection Agency
( USEPA ) in conjunction with the Town of. Ithaca sewer collector
construction Grant C1104 .
There being no further discussion , the Chair called for a vote .
Aye - Schwan , DelRosso , Raffensperger , Powers , McElwee , Desch ,
Valentino .
Nay - None .
The MOTION was declared to belcarried unanimously .
EXECUTIVE SESSION
At 5 : 30 p . m . the Town Board retired into Executive Session for
discussion of the Tentative Town Budget for 1978 . No Motions were
offered nor were there any Resolutions passed during this work
session .

There was general discussion and agreement on the following : I�I

1 . In connection with Unemployment Insurance Compensation the Town � !
Board will consider in the near future the adoption of the
direct benefit option .

29 The Town Attorney should pursue the matter of special legislation
in re taxes levied on Town Hall .
3 . A policy statement in re the salary for Town Justices should be
considered .
4 . A separate line item for park maintenance should be considered
for inclusion in the Town Budget ,
The Executive Session was declared to be closed at 7 : 34 p . m . by '
the Chair and the meeting thereupon reopened .
BUFFER AT " SPRINGWOOD " - EVAN N . MONKEMEYER .
Councilman Desch asked that the matter of the buffer required
by the Town Board to be installed between Hr . Monkemeyer ' s " Springwood "
development and the property owned by Ms . Sharon Staz be placed upon
the Agenda for the Regular Town Board Meeting of October 10 , 1977 . Ii

ADVERTISEMENT IN ITHACA JOUA14AL IN ,, RE PRELIMINARY BUDGET HEARING
OCTOBER 10 , 1977 .
The Toxin Board authorized thelSecretary to cause the insertion
of a paid advertisement in the Ithaca Journal announcing the Pre-
liminary Budget Hearing and the consideration of a Town policeman .
The Toxin Board expressed its dismay at having to purchase
advertising in the newspaper in order to insure its agenda items
being publicly known before meetings .

Upon Motion , the Meeting was declared to be adjourned at 8 : 05 p . m .
