PLANNING BOARD MINUTES
SEPTEMBER 15, 1999
7 : 00 P.M.

Chairperson Arch Dotson called the meeting to order at 7 : 00 P . M .
Sketch Plan Review- Fort Locks
The Planning Board has received an application for Sketch Plan Review of proposed phased new
storage buildings at Fort Locks Storage Facility located at 1395 Danby Road.
Applicant Michael Hovanec reviewed the application with the Planning Board and described the
phased plan is to add one storage building in place of the planned office building on the original plan
and two sections of storage buildings . There will be some sort of fencing and vegetation screening
for a buffer for the neighbors and for the users of common driveway to the park. The driveways are
adequate for the additional storage buildings . The small storage building will be built this fall and
the additional storage buildings next spring.
Code Enforcement Officer Susan Beeners reported that there must be some engineering completed
to complete the plan and a short form SEQR is needed as well as a public hearing .
The Planning Board reviewed the sketch plan and a motion was made to schedule a public hearing .
Motion to Schedule Public Hearing
A motion was made by Chairperson Dotson and seconded by Nancy Weitzel to set the public hearing
date for the Proposed Phased New Storage Buildings at Fort Locks, 1395 Danby Road for
Wednesday, October 20, 1999 at 7 : 00 P . M.
A roll call vote on the motion resulted as follows :

Miscellaneous Reports :
Chairperson Dotson reported that he has received from the Environmental Management Council a
list of the tall buildings and towers in each town and they may update this list periodically. The list
compiled by a sub-committee of the EMC that is looking at cellular communications within the
County for terms of collocation.

Olivia Vent reported that at the Town meeting with Marty Luster, he commented on the letter he
received that was sent to the legislators from Chairperson Dotson and Bob Roe . He complemented
the Town for their efforts and is looking forward to working with the Town on the State Forest
Lands issue .
Scheduling for Working on Comprehensive Plan
Susan Beeners reported that with upcoming development projects for the Planning Board this fall and
next spring it will be difficult to have quality time devoted to the comprehensive plan. She asked the
Board to consider having a working session on the fourth Wednesday each month to accomplish
their goals. The alternative would be to have a day time work sessions of a sub-committee to report
back to the Board . The Circuit Rider could be used to provide guidance and editing that could be
worked into a planned document.
Discussion :
Nancy Weitzel said we need to determine how much we are going to put into the document . We
basically have all we need but now we need to put it down. The blue book needs to be reviewed to
see what needs to be researched . The book contains most of the necessary information.
Kristin said that she thinks that the Board has completed the basic research and it needs to be written
down by the steward . A lot of information has been pulled together.
Susan Beeners said that the expense to extend the contract with Tompkins County for another year
would cost the Town between $ 3 , 500 to $4 , 500 . She presented a resolution to extend the County
Contract with the Town of Danby for services for the comprehensive plan for an additional twelve
months . The cost for services includes extra work sessions and that any unexpended balance to be
added .
Olivia said that if she were a Board member she would ask for a schedule for the project and how the
funds will be spent. We need to be prepared to answer to how the funds will be used .
The Board discussed the fact that if assistance was needed from the County that it may not be
necessary for a contract. Information and services can be provided upon request.
Lorene Gilbert said that it is time to get public input on some of the specific areas .
RESOLUTION NO. 11 OF 1999
RECOMMENDATION TO TOWN BOARD OF THE TOWN OF DANBY REGARDING
THE COMPREHENSIVE PLAN
By Robert Roe : Seconded by Olivia Vent
WHEREAS, the Town of Danby Planning Board has been making progress on the various tasks
related to updating the Comprehensive Plan, along with conducting other projects such as the review
of legislative amendments and development applications ; and
WHEREAS, the Planning board is in need of additional time and professional planning assistance
in order to complete the draft Comprehensive Plan update, now, therefore, it ; is
RESOLVED, that the Planning Board recommends to the Town Board that the contract for services
from the Tompkins County Planning Department be extended to include 12 months of work sessions
and public information meetings ; and it is
FURTHER RESOLVED, that the Planning Board recommends that any unexpended bear end
balance in the Comprehensive Planning account be encumbered or reserved to be applied in 2000 to
the extended contract with Tompkins County ; and it is
FURTHER RESOLVED, that the Planning Board will endeavor to hold working meetings
exclusively dedicated to the comprehensive plan, in addition to the regular meetings which shall be
held as business demands .

DRAFT NATURAL RESOURCES DOCUMENT - Dated August, 19- 1999
CONCERNING NATURAL RESOURCES OF DANBY BE INCORPORATED INTO THE
COMPREHENSIVE PLAN
A motion was made by Bob Roe and seconded by Nancy Weitzel that the Planning Board adopt the
Draft Natural Resources document dated August 19, 1999 "Concerning Natural Resources of the
Town of Danby", and that the following suggested amendments incorporated into the draft document.

Discussion :
The following recommendations were suggested to be incorporated into the draft document.
Robert Roe asked that the following be added to the document :
1 ) Under Wetlands and Marshes on page 2 under b - the wetlands baking initiative if adopted by the
State may alter development patterns and land uses within the township.
2) Page 4 C - State Parks areas around Jennings Pond - part of Buttermilk State Parks and includes
35 . 63 acres .
3 ) Kristin Sosnicki suggested a change in the second paragraph related to preservation of wetlands .
dynamic and creative management of Danby ' s natural resources that balances both the social and
needs of the Town will preserve our precious resources into the future. She suggested the following -
Examples of Natural Resources management currently exists and there are other opportunities for
future protection.
4) The last sentence of the document is to be deleted.
Susan Beeners suggested that on page 4 - Under man made resources to include regulations as a
recourse. She suggested we add a section--IV - The Town Land Use and Development Regulations
complement regulations andpolicies of other agencies. Our Subdivision Regulations provide various
guidelines related to the restriction of development on steep slopes and to clustering or keeping
development out of significant natural areas . The Town regulations appear to provide sufficient
protection of the natural resources for the present and foreseeable future .
After discussion this statement will be a separate paragraph at the end of the comprehensive plan as
it applies to other sections of the document.
HOUSING AND POPULATION :
Laurene Gilbert read a draft to be considered for the Housing and Population section of the
