Chairperson Arch Dotson called the Planning Board meeting to order at 7 : 10 P .M. following a public
hearing on the bandstand .
TOWN HALL BANDSTAND PROJECT
Following Public Hearing the Planning Board reviewed the plans and site for the Town Hall
Bandstand Project. A grant proposal to Tompkins County was granted to the Town of Danby
Historian, Susan Hautala on behalf of the Bicentennial Committee for matching funds to erect a
bandstand on the Town Hall site . To date the project has received Town Board approval on June
14 and a variance of setback requirements was granted by the Board of Zoning Appeals on June 23 ,
1999 . .The Town Historian is requesting approval from the Planning Board to obtain a Special Permit
so that they may continue with the project.

ACCEPTANCE OF TOWN HALL BANDSTAND

WHEREAS, Susan Hautala, Chairperson of the Danby Bicentennial Committee, has, with the
Committee, raised funds and received a matching grant from the Tompkins County Commercial
Center Revitalization Program to construct a bandstand on the Town Hall property, and has
requested that the Town Board accept the bandstand as Town property once it is constructed, now,
therefore it is
RESOLVED, that the Town Board of the Town of Danby hereby accepts the bandstand as Town
property once it is constructed, subject to the granting of an area variance related to setbacks for the
bandstand by the Board of Zoning Appeals, and subject to the granting of a Special Permit for the
bandstand by the Planning Board.
Board of Zoning Appeals Decision - June 23, 1999
At a meeting of this Board, held on Wednesday, June 23 , 1999 your application requesting variance
of Section 516 of the Town of Danby Zoning Ordinance, which requires that structures designed for
public assembly or open to the public and authorized pursuant to a Special Permit have a minimum
setback of 100 feet from any property line, in order to construct a bandstand at the Danby Town Hall
property, 1830 Danby Road, Town of Danby Tax Parcel No . 10 . - 1 -24 , with a front yard setback of 1
50 feet and a side yard setback of 52 feet was GRANTED.
After review of the project and a tour of the proposed site the Planning Board adopted the following
resolution :

Chairperson Arch Dotson declared the public hearing open at 7 : 00 P .M. and read the following
Notice of Public Hearing:
"NOTICE IS HEREBY GIVEN that a public hearing will be held by the Planning Board of the
Town of Danby on Wednesday, July 21 , 1999 at 7 : 00 P .M. , 1830 Danby Road, Ithaca, New York
14850 to consider a request for a Special Permit for the construction of a bandstand at the Danby
Town Hall property, 1830 Danby Road, Town of Danby Tax parcel No . 10 . - 1 -24 . Danby
Bicentennial Committee, Susan Hautala, Chairperson, Applicant; Town of Danby, Property Owner.
All interested parties will be given the opportunity to be heard either in person or in writing.

Susan Beeners pointed out the location for the proposed bandstand and that there may be electric run
to the structure and an outside light . The Chair of the BZA suggested that appropriate measures be
taken to keep people from congregating between the section of the bandstand and the road for safety
reasons.

Secretary Carol Sczepanski read the Board of Zoning Appeals "Notice of Decision" and reported that
the Town Board had approved of the project for the bandstand and on June 14, 1999 adopted the
following resolution:

Public Comments
Town Supervisor, Kenneth Horst said that he has walked the site and thinks this is a good location
and strongly endorses it.

WHEREAS , this is a Type II action under SEQR, so that no further environmental review is
required ; and
WHEREAS, the Town Board of the Town of Danby has by resolution on June 14, 1999 accepted
the bandstand as Town property once it is constructed, subject to the granting of an area variance
related to setbacks by the Board of Zoning Appeals, and subject to the granting of a Special Permit
by the Planning Board ; and
WHEREAS, the Board of Zoning Appeals has on June 23 , 1999 granted a variance of Section 516
of the Town of Danby Zoning Ordinance in order to permit the proposed bandstand to have a front
yard setback of 50 feet and a side yard setback of 52 feet; and
WHEREAS, on July 21 , 1999 the Planning Board has held a public hearing related to the requested
Special Permit; now, therefore, it is
RESOLVED, that the Planning Board of the Town of Danby hereby grants a Special Permit for the
construction of a bandstand as presented . .

Jim Lane/Lane' s Automotive
Jim Lane of Lane' s Automotive has submitted a proposal to build an addition to his existing building
that will require site plan approval by the Planning Board . The Board reviewed the proposal and
sketch plan.
Motion to Schedule a Public Hearing - Lane Proposal
A motion was made by Nancy Weitzel and seconded by Olivia Vent that the Planning Board of the
Town of Danby hold a public hearing on Wednesday, August 18 , 1999 at 6 : 45 P . M. for the Lane ' s
Automotive Proposal .
Discussion :
Lorene Gilbert requested that a check list be made and presented to the applicant so that all the
necessary information will be complete for this proposal at the time of the hearing.

Kristin Sosnicki reported that at the Planning Federation Meeting the guest speaker was Monica Roth
from Cooperative Extension. She spoke about the 1995 cost of community service funds and the cost
for those services . Increasing the Planning Federation' s educational opportunities and using
the municipalities as a possible resource was discussed .
Robert Roe reported that he transmitted information to the Planning Board Chair on the Wet Lands
Mitigation Variations Program (a wet lands banking program) . There is approximately 2 , 000 acres
of wet lands in the Town of Danby .
Recreation Master Plan
Robert Roe reported that there is a master recreation plan in the process being drawn up for all the
State forest lands in Area 7 . Arch and Esther Dotson and Bob Roe attended an information meeting
with the DEC on that plan on May 5 , 1999 in Syracuse, New York. Arch arranged for a meeting
with Assemblyman Luster to discuss concerns of the Town related to the 22 % of Town of Danby
lands that are State Forest Lands and are included in the recreational master plan . . Assemblyman
Luster was very supportive and will make inquiries to obtain further information on the plan for the
Town
Chairperson Dotson and Robert Roe read draft letters stating the Town ' s concerns and suggestions
for the Danby State Forest Lands and suggested that the letters be sent to the DEC Region 7
Recreational Master Plan Committee Manager, David Sinclair. They asked endorsement from the
Board to send the letters to the DEC Region 7 Recreational Master Plan Committee Manager, David
Sinclair with copies to Assemblyman Luster, the Town Board and Tompkins County EMC .
Motion to Send Letter to DEC
A motion was made by Nancy Weitzel and seconded by Lorene Gilbert that the Planning Board of
the Town of Danby authorizes Chairperson Arch Dotson to send a letter after approval of the
Planning Board to DEC Region 7 Recreational Master Plan Committee Manager, David Sinclair on
behalf of the Planning Board with concerns related to the State Recreational Master Plan for State
Forest Lands located in the Town of Danby

Ithaca City School District- Danby School
Supervisor Kenneth Horst reported that he serves on a committee of the Ithaca City School District
to search for a use of the Danby School . The school may be used as a secondary education type of
school and is in the preliminary stages of planning centered on agriculture and environmental issues .
It would be a year round program and somehow tied to BOCES and regional effort as well . An
outline has been presented to the committee which includes a review of the mission, vision
statements, what the facility could be used for, environmental and market analysis, and many other
ideas for a plan to set into place . The focus of the committee is now set on review and a mission
statement for what would fit best into the Danby school facility
Gould Coleman addressed the Board and referred to an article that appeared in the Ithaca Journal
Tuesday, July 13 , 1999 "ICSD envisions Danby agriculture school " . Gould reported that at the
meeting of July 7 many visions for the Danby school were explored. The idea of use as an agriculture
school is to provide an educational program that deals with the food and fiber from its origins on the
farm to its culmination in the kitchens and bodies of consumers . He suggested that it might be
appropriate for the Planning Board and the Town Board as well to provide the committee with a
statement to share with the Superintendent of the Board of Education. A school of this nature would
be very useful and constructive for the Town of Danby .
Gould Coleman and Ken Horst answered questions and listened to comments from the public
regarding the history and future use of the Danby School .
Verna Little , a resident of Danby, stated that the earlier the public has the opportunity to become

involved in the decision process the more likelihood you will have some impact in the best decisions
that will be considered in that process . The earlier the public gets involved the more opportunity we
have to express opinions. Personally she said she doesn' t want you making those decisions . I want
to know what is going on.
Members of the Board expressed concern that this was too early in the process to be able to respond .
How the building renovation and the proposed program will be funded is an important issue .
Comprehensive Plan
The Board reviewed the section for agriculture draft outline of goals, objectives and strategies .
Agriculture is closely related to the natural resources section of the comprehensive plan .
Chairperson Dotson said that at this point we need to shape this draft into tentative findings and
tentative recommendations to complete this section of the plan.
Susan Beeners said that she would suggested adding to this under objectives -- support the efforts
of other agencies which study and promote ag. Many suggestions were made to plug into the
strategies .
Bob Roe recommended that a section 7 be added to Strategies :
"Avoid discouraging development of commercial ventures providing support to agri business . "
He said examples would be feed stores, farm implements or whatever supports agri business .
Natural Resources
Chairperson Dotson suggested that the Board review the Natural Resources section of the
comprehensive plan to prepare for the next meeting.
