PLANNING BOARD MINUTES
APRIL 28, 1999

Chairperson Arch Dotson called the Planning Board meeting to order at 7 : 00 P . M . and stated that
this Special Meeting of the Planning Board was to review the information received from the Danby
Residents Survey for the comprehensive plan revision.
Tom Chefalo introduced Kristin Scsnicki the new Tompkins County Circuit Rider ti the Board and
public .
Code Enforcement Officer Susan Beeners addressed the Board and public with an overview of the
comprehensive planning project and a basic description of the outlines (working topics) of the plan
and maps that will be used to gather information for the plan were presented She reported that
public information throughout the process of the comprehensive plan is welcomed and invited . A
meeting with persons involved farming activities and agriculture was held on March 17, 1999 and was
the first public forum held by the Planning Board. Additional open meetings will be held throughout
the planning process to receive information from the public .
Residents Survey :
The Residents survey was mailed to 1100 households in the Town of Danby and the response rate
was approximately 10% . The survey analysis materials were reviewed in detail and it was suggested
that a summary of the survey be published in the Danby Area News .
RESOLUTION NO . 5 of 1999
AUTHORIZATION FOR SECRETARY TO PUBLISH SURVEY INFORMATION IN THE
DANBY AREA NEWS

WHEREAS , it has been reported by many Danby residents that they would like to receive
information on the "Danby Residents Survey", results, and
WHEREAS , Rolf Pendall ' s class has provided the Town with a detailed report of the "Danby
Residents Survey", now be it

RESOLVED, that the Planning Board authorizes the Planning Board secretary to send to the Danby
Area News the four (4) page Survey Analysis, and the five (5 ) page "Town of Danby Survey
Summary" , and be it further
RESOLVED , that it is the request of the Planning Board that the survey materials be published in
their entirety .
A roll call vote on the resolution resulted as follows :

Future Forums :
Susan reported that there will be forums on Natural Resources and Transportation soon.
New York State Department of Environmental Conservation (DEC) Public Meetings
Robert Roe reported that the NYSDEC will hold four (4) public meetings regarding the long range
goal to develop a Recreation Master Plan for State Forests and Unique Areas in Region 7 .
Tompkins County is located in Region 7 and one fifth ( 1 /5) of the Town of Danby is State Forest
Land . He asked the Board to consider sending a representative from Danby to represent our Town
to one of the meetings .
RESOLUTION NO. 6 of 1999
APPROVAL FOR REPRESENTATIVES OF THE TOWN OF DANBY PLANNING BOARD
TO ATTEND a NYS DEC PUBLIC MEETING

WHEREAS , Foresters from the New York State Department of Environmental Conservation
(DEC) Region 7 are initiating the development of a Recreation Master Plan for State Forests and
Unique Areas, and
WHEREAS , The Town of Danby has many acres of State Forest Lands is included in the DEC
Region 7 , and
WHEREAS, the Department' s goal in developing this long-range master plan is to address present
and future recreational demands on State Forests and Unique Areas and to plan recreation-related
management activities the Department is holding public meetings to gather public input, now be it
RESOLVED , that the Planning Board grants permission for a representative from the Town of
Danby to speak on behalf of the Planning Board to better utilize the Danby State Forest Lands and
1 to increase revenue to the Town.
