Sczepanski County Planning Representative - Tom Chefalo Councilperson - Naomi Strichartz Members of the Public : Todd McGill , Joe Salino , Toni McBride, Keli Locker Chairperson Arch Dotson called the meeting to order at 7 : 00 P . M . Miscellaneous Reports : Linda Hansen reported on the County Planning Federation March meeting. The highlight of the meeting was Monica Roth from Cooperative Extension who gave a presentation on the Agricultural Farmland Protection Plan. The Board is proposing an annual planners meeting get together with planning representatives from other townships to share ideas . Kristin Sosnicki is the new County Circuit Rider. Robert Roe reported that there is a Water Quality in Upstate New York Conference on May 21 , 1999 in Rochester. He has a copy of the NEST Draft Document on the Northeast Transit Study with maps of the proposed traffic flow. Bob submitted information on the National Guard and projects that they can do for non-profit organizations . Susan Beeners reported that Olivia Vent is putting together a grant application for a study of agricultural buildings in Danby. Comi Draft Ordinance - Telecommunications : Susan Beeners reported that the Comi Draft Ordinance is under review by the Town attorney and will be transmitted to the Town Board in May. The Board may refer the draft ordinance to the Planning Board to review at their May meeting . Sketch Plan Review - Salino/McGill Commercial Project : Joe Salino and Todd McGill have submitted application to the Code Enforcement Officer to construct a quality convenience store/gas station in the Town of Danby on Route 96B near Brown Lane . The proposed facility would provide both carry-out and eat-in food with hours of operation 6 : 00 a . m . to 11 : 00 p . m. to accommodate breakfast, lunch and dinner. The design is aesthetically pleasing and complement the rural setting of the Town. 1 ) The Department of Environmental Conservation (DEC) is responsible for checking the property for possible dump sites . 2) The site plan complies with the zoning setbacks ; 3 ) The DoT should take a look at the access area; Susan Beeners said that there was some interest in the design and materials for the building . Todd McGill explained the design and materials for the building as follows : The building will be set back and they plan to use a lot of natural materials such as architectural type shingles, ceder siding, 5 ` 2 2 Planning Board Meeting April21 , 1999 dark red brick and plantings around it. The plan is for two (2) gas pumps with four (4) dispensers for pumping gas that will be covered by a canopy. A canopy is required and can be lowered and the lighting can be softened. The canopy will be blue and gold . Todd said that they want the building to fit into a rural area. Full service for pumping gas will be considered . A representative from the gas supplier may be available to attend a meeting with the Board in May . Joe Salino described the small convenience store as a gathering place for residents to stop and have coffee and light food . The Board reviewed the SEQR and site plan and may review the final site plan in May with a public hearing in June . Chairperson Dotson asked the Board to assemble questions related to the proposal and to submit them to the Code Enforcement Officer to review with the applicants . Flood Mitigation Oversight Committee - Report Robert Roe, Chair of the Flood Mitigation Oversight Committee reported to the Board that he would encourage the Town to apply for some of the money that is available . The application deadlines have been extended to allow for a longer period to assemble documentation. The deadline is May 14 , 1999 and following application, applicant' s and members of their Flood Hazard Mitigation Watershed Committee will be invited to present their proposed projects to the committee before final approval . This year funding priorities will be given to projects that can be completed within a calendar year . Agriculture Sector for Comprehensive Plan Chairperson Dotson said that we really now have an abundance of information of the agriculture sector for our comprehensive plan. Information has been collected by Bill Farrell and Nancy Weitzel in connection with the survey, the Pendall Seminar, data that Susan Beeners from County sources and the public information meeting . He thinks that we have gathered enough information to draft the procedure for the agriculture sector of the comprehensive plan. The Board reviewed the survey results in preparation of completing the ag section of the comprehensive plan and types of different types agriculture activities and needs throughout the Town. Tom Chefalo said that to move forward with the plan that members should review the survey and write down all the ideas for the Board to review for the agriculture section. The Board should consider the time line to complete this project . There is eight months remaining on the County Contract . April 28 , 1999 Public Information Meeting: The April 28 , 1999 Public Information Meeting is to present the survey background and results to the public . Susan will prepare a brief presentation of the survey results and what the information will be used for . A summary of the analysis and a copy of the survey results will be available for the public . For the meeting a background presentation about the comprehensive plan, where are we in the process and how the survey was developed will be prepared for the public. This will be a status report rather than to receive public opinion. There was further discussion on the four (4) page overview of the survey and the analysis of the survey report and how it would be presented for the public meeting. Other Items Natural Resources Department of Environmental Conservation Region 7 Bob Roe reported that Foresters from the DEC are initiating the development of a Recreation Master Plan for State Forests and Unique Areas Region 7 special series of meetings related to State Forest Lands . They would like input in determining the kinds of recreation users of the State Lands are interested in and how they use the State Forests . The Town of Danby has 7 ,448 acres of State Forest Lands which represents approximately 1 /5 of the Town. Bob said that one of the problems with the State Forest Lands in Danby is access and there is virtually no parking along the areas . This is a 573 3 Planning Board Meeting April21 , 1999 popular hunting area for sportsman. Access to State Forest Lands in Danby is located on seasonally maintained roads .
