Sovocool, Councilman Donald F. Scheffler, Councilman Richard B. Gamel, Councilman Sheldon C. Clark, Councilman Francis Casullo, Attorney for the Town Also present: Sandi Swearingen, Peg Ficken, Gary Coats, Elizabeth Brennan, April Scheffler. MOVED by Councilman Sovocool, seconded by Councilman Scheffler, to approve the minutes of the April 13, 2010 meeting as presented. Ayes - Sovocool, Scheffler, Gamel, Clark, Morey. MOVED by Councilman Gamel, seconded by Councilman Sovocool, to approve the minutes of the April 20, 2010 work session as presented. Ayes - Sovocool, Scheffler, Gamel, Clark, Morey. Claim Numbers 126 - 160 of the General Fund in the amount of$44,455.68 were presented for audit. MOVED by Councilman Sovocool, seconded by Councilman Gamel, to approve the General Bills for payment. Ayes - Sovocool, Scheffler, Gamel, Clark, Morey. Claim Numbers 71-93 of the Highway Fund in the amount of $19,965.21 were presented for audit. MOVED by Councilman Clark, seconded by Councilman Scheffler, to approve the Highway Bills for payment. Ayes - Sovocool, Scheffler, Gamel, Clark, Morey. Monthly Reports: Elizabeth Brennan, Bookkeeper/Highway Clerk - Presented monthly reports for the Board's review and requested a budget transfer. Town Board Minutes Page 2 May 11, 2009 RESOLUTION#10-031 - 2010 BUDGET TRANSFER MOVED by Supervisor Morey, seconded by Councilman Gamel Ayes - Sovocool, Scheffler, Gamel, Clark, Morey RESOLVED, that the Town Board hereby approves the following 2010 Budget Transfer: From: Contingency B1990.4 $25.00 To: Municipal Association Dues 25.00 Gary Coats, Code/Fire Enforcement Officer - Presented monthly reports for the Board's review. He showed the Board the new form for operating permits and explained what it would be used for. The conference he attended had a lot of good classes. Mr. Coats showed the Board pictures of a barn that he had received a complaint about. The barn is in bad condition and in danger of collapsing into the road. He had sent a registered letter to the owner, but had not received any response. Before proceeding further, he was requesting input from the Board. Mr. Coats will try to contact the owner again and get back to the Board with more information. Richard C. Case, Jr., Highway Superintendent-Was not present. April L. Scheffler, Town Clerk/Tax Collector- Presented monthly Town Clerk's report and Country Acres report for the Board's review. At our recent Town Clerks Convention,Robin took her notary course and test and recently received notification that she passed and will become a full-fledged Notary as soon as her registration is processed. Also at convention, I received my re-certification for Registered Municipal Clerk and my office was awarded a certificate for being in the Top Ten Club for dollars collected through DECALS for the Venison Donation Program. This is the 4th year in a row that we have received this recognition. There were 447 participants at the Convention this year and I think it is safe to say that everyone not only had a great time,but learned a lot as well. The hot topic was the dog licensing issue and we had a morning long session with Bill Ketzer, Director of Intergovernmental Affairs for NYS Agriculture & Markets. Regardless of the opposition of Town Clerks and animal shelters across the State, it looks like the NYS Executive Budget Proposal for Dog Licensing will definitely be included in the budget. Clerk Scheffler explained what would remain the same and what would change. She will be presenting the Tompkins County Council of Governments with a power point presentation on the subject at the end of the month and gave the Board a summary of the information. Councilman Donald Scheffler, as Recreation Coordinator- Summer concert series is set from July 8 -August 19. All but one concert will be at gazebo from 6:30 - 8:00pm. August 19 will be the Old Timers Band at the Legion. Summer athletic programs for kids are set. Privilege of the Floor: Sandi Swearingen - Asked where the Board was on the zoning code and saw that number 8 on the agenda was to set a public hearing. Town Board Minutes Page 3 May 11, 2009 Supervisor Morey- Explained that they would not be setting a public hearing tonight. Discussion of Town and County road transfers: Attorney Casullo had done some research on this issue and there are laws in place to allow a County to transfer roads to a Town, but there is no clear regulations allowing a Town to transfer roads to a County. He is still looking into the issue. The Town was awarded a grant of$1,100.00 on behalf of the McLean Community Council for the Happening in the Hamlet. RESOLUTION#10-032 -AUTHORIZE SUPERVISOR TO SIGN CONTRACT MOVED by Councilman Scheffler, seconded by Councilman Gamel Ayes - Sovocool, Scheffler, Gamel, Clark, Morey RESOLVED, that the Town Board hereby authorizes the Town Supervisor, Glenn Morey, to sign the contract between the Town of Groton and the County of Tompkins providing for a Tompkins County Celebrations Grant to assist in the funding of the 2010 McLean Happening in the Hamlet. Work Sessions for the purpose of review of the Draft Code were set for May 20, 2010 at 6:30 pm and June 1, 2010 at 6:30 pm. Supervisor Morey - Don't forget that everyone is going to be at the Planning Board meeting on May 20 at 7:30. We're going to be discussing the Code regulations.
