PLANNING BOARD MINUTES
FEBRUARY 17, 1999

Chairperson Arch Dotson called the meeting to order at 7 : 00 P . M .
Privilege of the Floor:
Councilperson Naomi Strichartz asked that the Town consider drafting a noise ordinance .
Building Committee Report :
Nancy Weitzel reported that the Community Council Building Site Committee is researching
properties that might be suitable for a community center. They have looked at many properties and
the one that is prefered at this time is a parcel that is located across the road from the Town Hall .
The parcel is approximately fifty (50) acres with thirty (30) acres are wetlands . The committee has _
talked to the DEC (Department of Environmental Conservation), made a visit to the Army Corps of
Engineers, and received information regarding the Unique Natural Areas . With Unique Natural Areas
the property does offer some means of recreation, parks facilities, and the site is large enough to
grow with the needs of the Town. The Building Committee is trying to come up with a purchase
offer and will need the backing of the Town Board if a resonable price can be negotiated . The parcel
under consideration will be appraised soon. The committee is looking into options for funding
through various grants and funding sources . They are researching how other community centers are
governed and how their operations are funded .
Robert Roe will approach the Tompkins County EMC (Environmental Management Council) and ask
them for a letter of support for this proposed project.
RESOLUTION NO. 3 OF 1999

RESOLVED , that the Town of Danby Planning Board highly commend the Community Council
Building Committee on their work toward obtaining a community building site so far and in theory
endorse their proposal for future sighting of a Danby Community Center.
A roll call vote on the resolution resulted as follows :

Local Law - Comi Telecommunication
Code Enforcement Officer Susan Beeners presented the Planning Board with a draft local law
prepared by our Town Attorney to be considered as a temporary local law -- Amending the Zoning

Ordinance Relating to the Construction and Maintenance of Telecommunication Facilities . Comi
Telecommunications has submitted a draft local law that needs to be amended and revised to include
regulations in our Danby Zoning Ordinance. She explained that this was a temporary local law that
was to be used in the interim while Comi Communications local law is being worked on .
