HomeMy WebLinkAbout2018-04-10TOWN OF GROTON — MINUTES OF TOWN BOARD MEETING TUESDAY, APRIL 10, 2018 AT 7:30 PM THE TOWN HALL, 101 CONGER BOULEVARD Those present: Donald F. Scheffler, Supervisor Crystal Young, Councilperson Randy N. Jackson, Councilperson Victoria Monty, Attorney for the Town Absent: Richard Gamel, Councilperson Sheldon C. Clark, Councilperson Also present: Ellard Keister, Eric Satterly, Debbie Holley, Ben Nelson, Mike Neville, W. Rick Fritz, Richard C. Case, Jr., Charles Rankin, April Scheffler. MOVED by Councilperson Jackson, seconded by Councilperson Young, to approve the minutes of the, March 13, 2018 meeting as presented. Ayes - Young, Jackson, Scheffler. Vouchers numbered 126 - 168 in the total amount of $102,571.81 were presented to the Board for their review. Vouchers for the General Fund in the amount of $82,260.73 were presented for audit. MOVED by Councilperson Young, seconded by Councilperson Jackson, to approve the General Bills for payment. Ayes - Young, Jackson, Scheffler. Vouchers for the Highway Fund in the amount of $20,311.08 were presented for audit. MOVED by Supervisor Scheffler, seconded by Councilperson Jackson, to approve the Highway Bills for payment. Ayes - Young, Jackson, Scheffler. Voucher #94 for the General Fund in the amount of $2300.00, which was not approved at the March 13th meeting, was resubmitted for audit. MOVED by Supervisor Scheffler, seconded by Councilperson Young, to approve said bill for payment. Ayes - Young, Jackson, Scheffler Monthly Reports: Charles Rankin, Bookkeeper - Submitted monthly reports for the Board's. The Annual Report has been filed. The NYS Retirement System is completely changing their online reporting program and he is working on getting that all set up with them. Town Board Minutes Page 2 April 10, 2018 W. Rick Fritz, Code/Fire Enforcement Officer - Submitted monthly reports for the Board's review. There will be a lot of Life Safety Inspections to do this year. The Laserfiche program is working great and that means I can do a lot out in the field such as taking pictures. Richard C. Case, Jr., Highway Superintendent - It's pretty obvious what we've been doing. Just wondered if you had any questions. April L. Scheffler, RMC, Town Clerk/Tax Collector - Submitted monthly reports for the Board's review as well as her final Tax Collector Report. The Clerk's will be gone to conference April 22nd to April 25th, so the office will be closed during that time. Victoria Monty, Attorney for the Town - Had nothing to report. John J. Norman and A. D. Dawson, Town Justices - Were not present but had submitted monthly reports for the Board's review. Councilperson Crystal Young as Representative to Joint Youth Program - Recreation Partnership Board met on March 27, 2018 and talked about the following items: • Orientation provided for new members. • Reviewed Vision, Mission and Program Values; Budget; and statistics reports. • Discussing and updating the evaluation form given to parents and students at the conclusion of a program. • Discussed possibly printing post cards directing people to go online instead of printing out full brochures, which would significantly reduce expenses. People typically go online to look at information. Liz will send a link so we can put on our website and other social media sites also. • A list of summer job opportunities was distributed. • Continue to review the Performance Measures and By -Laws. Joint Recreation Committee met on April 3rd and the following items were discussed: • Budget Update — They were able to cut the budget by $3,000 without cutting programs. They determined that revenue was underestimated and expenditures were overestimated. • Youth Sports audit successfully completed last month. • Jen Foote will be doing her TC3 Project to promote Summer Camps on Friday, May 4th from 6-8 p.m. at the Elementary School. There will be stations set up to check out the various campus. Three free camp registrations will be drawn from participants. Program booklets should be out by May 1St. Confirmed camps are: Track, Art, Not a Bummer Summer, Archery, Golf, Tennis, Soccer, Dance, Football, Firefighter Camp. • "Name the Pavilion" contest deadline is April 20th. Posters are at school and info has been placed on sign in front of the pavilion. Grand opening April 28th at 10:00 a.m. • Youth baseball and softball registration has closed and coaches are being approved and assigned. There are five new coaches. • Coach Cronk will again be offering a free Youth Track and Field program on Wednesdays from 5-6 p.m. beginning April 25th through May 23rd • All summer concerts have been scheduled except for fireworks show. • Application process open for lifeguards. Four from last year have confirmed they will return. Youth Commission meeting was cancelled. Glenn Morey, County Legislator - Was not present. Ben Nelson, Groton Fire & Ambulance - In March the Board was advised that Lance Coit had resigned as Fire Chief. On April 2nd a special election was held with the following results: Fire Chief: Ben Nelson; Deputy Fire Chief: Mike Neville; First Assistant Fire Chief: Rick Neville, Jr.; Second Assistant Town Board Minutes Page 3 April 10, 2018 Fire Chief: Jamie Babcock; and Third Assistant Fire Chief: Rod Gallagher. We look forward to working with the Town Board this coming year and will strive to provide the same level of professional service you have come to expect from the Groton Fire Department. To date we have run 237 EMS calls and 39 fire calls which vary from service calls to trees down. That's a total of 276 total alarms and everything is business as usual. Mike Neville, Groton Fire & Ambulance - The Easter Egg Hunt went amazingly well. We had 100 to 150 kids and if it gets any bigger we'll have to move to a bigger gym. We are having the BBQ on April 28th for the fundraiser kick-off, along with recruitment week. We will also have a bounce house, live music, a cake wheel, etc. We have the summer camp scheduled and hope it goes as well as last year. RESOLUTION #18-029 - APPROVE 2018 CEMETERY RECORDS AGREEMENT MOVED by Supervisor Scheffler, seconded by Councilperson Jackson RESOLVED, that the Town Board hereby approves the 2018 Groton Rural Cemetery Records Deposit Agreement for storage of cemetery records in the Town Clerk's vault and authorizes the Town Supervisor to sign said agreement. Ayes - Young, Jackson, Scheffler Nays - Resolution Passed Privilege of the Floor: No one wished to speak.
