SPECIAL MEETING 1116vember 10 , 1976
At a Special Meeting of the Town Board of the Town of Ithaca ,
Tompkins County , New York , held at the Town of Ithaca Offices at
126 East Seneca Street ?' Ithaca , New York , on the 10th day of Novem-
ber , 1976 at 7 : 00 p . m . , there were

MAINTENANCE FACILITY _ .
The Board reviewed bids (which were opened at 2400 p . m .
that day ) on the new highway maintenance building - - general , elec-
trical , plumbing , and heating . The low b :i.cla totaled $ 213 , 5320 The
amount budgeted for the project was $ 170 , O00 or $ 200 , 000 including
the work the Town might do itself . It appeared the greatest dif -
ference was in the general contract w ' ,Pi ^ii was estimated to be about
$ 120 , 000 , but came in at $ 151 , 35 ( Chrivanntha Corporation , Penn Yan ,
the low bid ) . The heating ,, pl=;.mbii.g , and electrical bids came in
about as expected . 11r . Fabbroui noted that about $ 20 , 000 could be
eliminated in the General contract without taking away from the
quali t- y of the building itself - - even before going to the contrac-
tors and asking them what they might do to cut the contract price
down . There was a general feeling on the Board that they did not
went to cut so much that the quality of the building would be jeopar -
dized . Supervisor Schwan noted there was $ 70 , 000 in sales tax monev
i�7hich will be available in April . Some of this money might be used
for the highway facility . Councilman Del Rosso felt the facility
should be built " right " and should not be skimped on . It was final -
ly agreed to discuss possible deletions with the contractors , have
Mro Fabbroni work with " the engineering company and recommend changes ,
and meet again with the Board on November 17th at noon at the Town
Offices .

Supervisor Schwan reported he had a letter from the City
of Ithaca indicating their rate for construction outside the City .
Since the City ° s estimates are at least double what it appears the
ToiGm can do on its own' , Supervisor Schwan requested the Board pass
a resolution authorizing the hiring of Lozier Engineers , Inc . to
investigate the possibility of shifting the East State Street Pump
Station to Cliff Street or if that pump station will not work to in-
vestigate the Sheldon ,Road pump station which might work , but which
belongs to the Village, of Cayuga Heights , but is now obsolete , and ,
further , to investigate the suction main to the pump station , and
make a recommendation to the Board . A hydraulic engineer is needed
to advise whether the pumps have the necessary head capacity to pump
to the Trumansburg standpipe and whether the suction main coming
into Cliff Street can :handle two pumps simultaneously on line . This
has to do with increasing the capacity for the new Tompkins County
Hospital .

Motion by Councilman Powers ; seconded by Supervisor Schwan ,
R.FSOL`JED , that the Town Board of the Town of Ithaca hereby ar thor °
izes Lozier Engineers , Inc . to investigate the Trurnansburci .Ro"d
Water System and Cliff Street Pump Station with a view toward. in -
creasing capacity for the new Tompkins County Hospital , the fee for
this work not to exceed $ 4 , 000 .
Unanimously carried .

Supervisor Schwan reported that the four municipalities
participating in the Bolton Point water project will receive
$ 1 , 000 , 000 in grant funds on November 24 , 1976 from the Farmers
Home Administration , two days after the bond sale ; and that Mwr .
Allardice ( financial consultant for the Southern Cayuga Lake Inter -
municipzl Tilater Commission ) recommends adopting a resolution re -
quzred by the FHA . authorizing the execution of required documents .
Motion by Councilwoman Raffensperger ; seconded by Supervisor Schwan ,
RESOLVED , that the To Board of the Town of Ithaca authori

Supervisor and the Clerk to execute any and all Farmers Home Admini -
strats .on documents , including For.: FF.A 442 - 31 , Association Ulater and
Sewea Grant Agreement , " pertaining 'to the $ 1 , 000 , 000 grant from the
Age.;P.cy .
Unanimously carried .
All the other Participating municipalities will adopt a
similar resoluti �a.4
