Sczepanski - Town Clerk Susan Beeners - Code Enforcement Officer Karl Heck - Tompkins County Planning Members of the Public : Esther Dotson, Mary Oltz, Pat Woodworth, Charles Tilton Public Hearing Declared Open Supervisor Kenneth Horst declared the public hearing open at 7 : 00 P .M . and read the following "Notice of Publication" : PLEASE TAKE NOTICE, that the Town of Danby Town Board will hold two (2) public hearings • for the purpose of discussing its 1999 U. S . Department of Housing and Urban Development (HUD) Small Cities Community Development Block Grant and Abbreviated Consolidated Plan. These hearings will take place on Wednesday, January 6 , 1999 and Monday January 11 , 1999 at 7 : 00 P .M . , Town Hall, 1830 Danby Road, Ithaca, New York. At such time and place, all persons interested in the subject matter will be heard either in writing or in person. Dated : December 24 , 1998 Published : December 30, 1998 " . Karl Heck from the Tompkins County Department of Planning presented information for the 1999 U. S . Department of Housing and Urban Development (HUD) Small Cities Community Development Block Grant and Abbreviated Consolidated Plan. $ 54 .4 million dollars is available to towns and villages . Municipalities may apply for one grant or more than one grant as long as the amount of requests is not greater than the $400 ,000 maximum limit per town. The deadline for application is February 3 , 1999 . The categories are housing, housing rehabilitation, home ownership, and housing development and public facilities . The Town of Danby will be completing a new Abbreviated Consolidated Plan for submission with the application that includes the elements of the applications being submitted for the 1999 round, in accordance with HUD regulations for the Small Cities program. Code Enforcement Officer Susan Beeners asked if the statement "The Town has one very small public water system that does not currently require upgrading", needs to be included . She said she would like to leave our options open as the system may require upgrading or a second well in the future . Councilperson Gagnon asked Mr. Heck to what extent water and sewer programs were being funded and what kind of things the monies are being used for. Mr. Heck said that projects must be in an area that services at least 51 % of low moderate income . If you do have a 51 % low moderate income you could do a well . On previous applications one of the comments from HUD that the County is trying to correct in this application is that they thought there was a low number of very low income people in Danby.
