PLANNING BOARD MINUTES
DECEMBER 7 , 1998

Privilege of the Floor
Mary Oltz addressed the Board with an announcement that there is cake for refreshment in honor of
Planning Board member William Farrell .
Communications :
Memo to Danby Town Board and Planning Board urging the Boards to consider a comprehensive
noise ordinance for the Town of Danby and a complaint of the noisy activities at 467 Troy Road that
disturb the entire neighborhood .
Motion to Refer Noise Ordinance Request to Town Attorney
A motion was made by Arch Dotson and seconded by Robert Roe to refer the request that the Town
consider the enactment of a noise ordinance for the Town of Danby to the Town Town Attorney for
advise and that he refer it back to the appropriate body whether it is the Planning Board or the Town
Board .
A roll call vote on the motion resulted as follows :

Other Reports :
Chairperson Dotson reported that in June Councilperson Gagnon raised a series of questions
regarding the planning process and the content of the plan of the organization format. He said he has
been slow in responding to these questions as the answers are clearly defined in the planning process .
He distributed his draft response to the Planning Board to review and asked that they make
corrections , adjustments and comments to refer back to Councilperson Gagnon.
Final Report from Rolf Pendall' s Class - Planning Workshop
The Class introduced themselves to the Board and Public and presented their final report from the
Danby Residents Survey . The findings and recommendations of four areas were presented :
Agriculture Findings and Recommendations :
Findings
1 . There is tention between the desire to maintain the rural charactor of Danby and the attitudes
towards those directly involved in agriculture with lack of support among residents .

2 . There is a communication gap between farmers and Town of Danby officials .
3 .Diversivication efforts of farming such as direct farm marketing in Danby are either unfeasable
or may not succeed . The data and the examples in Danby and throught the County challenge this
perception . The report of the Agricultural Farmland Protection Plan was useful as the data shows
that farming is in transition throughout the County .
4 . Current land use growth patterns and regulations are not compatible with conserving agricultural
land in Danby .
Recommendations :
1 . The Town work with the County and a joint meeting with County agriculture representatives
was suggested
2 . An inventory be onn land use be conducted on an annual basis by the Planning Board to gage
and update the conditions, status and the activities that farmers are engaged in.
3 . Funding possibilities are available for farms through NYS Department of Agriculture and also
through local funding. Technical Assistance can and should be pursued
4 . Growth is occuring in a sprawling fashion in the northern area of Danby. They recommended
that Danby adopt a buffer zone across the northern part of Danby .
