HomeMy WebLinkAbout2008-11-11 TOWN OF GROTON - MINUTES OF TOWN BOARD MEETING TUESDAY, NOVEMBER 11, 2008 AT 7:30 PM THE TOWN HALL, 101 CONGER BOULEVARD Those present: Glenn E. Morey, Supervisor Ellard L. Sovocool, Councilman Donald F. Scheffler, Councilman Richard B. Gamel, Councilman Sheldon C. Clark, Councilman Victoria Monty, Attorney for the Town Also present: Dewey Dawson, Rosemarie Tucker, Jackie Spoon, April Scheffler. RESOLUTION#08-063 - CLERK& DEPUTY TO ATTEND MEETING MOVED by Supervisor Morey, seconded by Councilman Gamel Ayes - Sovocool, Scheffler, Gamel, Clark, Morey RESOLVED, that the Town Board hereby approves that the Town Clerk and the Deputy Town Clerk attend the New York State Town Clerks Association Regional Meeting to be held in Ithaca,NY on December 8, 2008 at the cost of$25.00 each. MOVED by Councilman Sovocool, seconded by Councilman Scheffler, to approve the minutes of the October 14, 2008 meeting as presented. Ayes - Sovocool, Scheffler, Gamel, Clark, Morey. Claim Numbers 311-350 of the General Fund in the amount of$19,785.00 were presented for audit. MOVED by Councilman Gamel, seconded by Councilman Sovocool, to approve the General Bills for payment. Ayes - Sovocool, Scheffler, Gamel, Clark, Morey. Claim Numbers 183-202 of the Highway Fund in the amount of$79,993.45 were presented for audit. MOVED by Councilman Clark, seconded by Councilman Scheffler, to approve the Highway Bills for payment. Ayes - Sovocool, Scheffler, Gamel, Clark, Morey. Monthly Reports: Elizabeth Brennan, Bookkeeper/Highway Clerk - Was not present but submitted monthly reports for the Board's review. RESOLUTION #08-64 - 2008 BUDGET TRANSFERS MOVED by Supervisor Morey, seconded by Councilman Sovocool Ayes - Sovocool, Scheffler, Gamel, Clark, Morey RESOLVED,that the Town Board hereby approves the following 2008 Budget Transfer: General Fund Town Wide: From: Contingency A1990.4 .$1,500.00 To: Auditing A1320.4 1,500.00 RESOLUTION#08-65 - 2008 BUDGET TRANSFERS MOVED by Councilman Scheffler, seconded by Councilman Gamel Ayes - Sovocool, Scheffler, Gamel, Clark, Morey RESOLVED,that the Town Board hereby approves the following 2008 Budget Transfer: Highway Fund Town Wide: From: Bridges, Personal Services DA5120.1 $43.35 To: Brush&Weeds, Personal Services DA5140.1 43.35 Gary Coats, Code/Fire Enforcement Officer - Was not present but submitted monthly reports for the Board's review. Richard C. Case,Jr., Highway Superintendent - Was not present. April L. Scheffler, Town Clerk/Tax Collector - Submitted monthly reports for the Board's review. The Clerk's Office has been set up to now take credit and debit cards across the counter. Victoria Monty,Attorney for the Town - Had nothing to report. A. D. Dawson, Town Justice - Was there to represent the Town Court but had nothing to report. Monthly reports had been submitted for the Board's review. Councilman Donald Scheffler, as Recreation Coordinator - The Halloween Party had been postponed one day, but everyone had fun and there was a good turnout. Town Board Minutes Page 3 November 11, 2008 Jackie Spoon, Environmental Management Council - Had submitted a report for the Board's review. Rosemarie Tucker, Town Historian - There were many awards given out at the meeting in Lake Placid for the Association of Public Historians of New York State and one of them was the Hugh Hastings Award. Hugh Hastings was the first appointed State Historian, 1895-1907, and it is an award given in his memory. The award goes to a citizen or government official who works to promote, preserve and stimulate interest in the history of New York State. Historians across the State have selected April Scheffler as the 2008 recipient of the Hugh Hastings Award. I was proud to accept it for her at the conference and I am equally proud to present it to April at this Town Board Meeting. April Scheffler - I would like to say that the Board has always been so very supportive of all the history stuff that we have worked on. There's the work that Colleen Pierson started a long time ago, the records management money that she talked the Board into providing when she was here. That has always been here and you guys gave me extra money to work with and that goes a long ways towards being able to do what we have done with our records. Work Sessions for continued review of the Draft Zoning Ordinance were set for Tuesday, November 25 and Tuesday, December 2 at 6:30 PM. Announcements: ➢ Zoning Board of Appeals -November 19, 7:00PM ➢ Planning Board-November 20, 7:30 PM ➢ Thank You from Village of Groton for help moving to their new offices ➢ Historical Society Annual Meeting -November 15, 12:30 PM at Masonic Lodge ➢ Chicken Barbeque - November 15 at Legion - People to People Program to support 4 Groton teens who will be traveling to Europe - also can &bottle redemption. ➢ Brittany Station sponsoring People to People Program open house and shopping - November 20 - 3:30 - 8:00 PM. The teens involved who will be traveling to Europe are Alison Case (daughter of Richard Case, Jr.), Mallory Murray(granddaughter of Sheldon Clerk), Kelly Sutliff and Shelby Warner. There being no further business, Councilman Sovocool moved to adjourn, seconded by Councilman Scheffler, at 7:42 PM. Unanimous. April L. Scheffler, RMC Town Clerk
