PLANNING BOARD MINUTES
NOVEMBER 18 , 1998

The meeting was called to order by Chairperson Arch Dotson at 7 : 05 P . M .
Susan Beeners explained the purpose of a map that was included with tonight ' s agenda regarding a
proposed subdivision on Donald and Priscilla Barber' s property located on Hilltop Road near Jersey
Hill Road . The Barbers are may propose a subdivision of one lot from an approximate 200 acre
property. A variance from the Board of Zoning Appeals from the frontage requirements to allow a
proposed 12 . 48 +/- lot with no frontage on Hilltop Road is necessary . . The Town ' s official
documentation for Hilltop Road is that it ends just past the Barber ' s barn . There is a question as to
whether the piece further to the West was officially abandoned. One residential dwelling is planned
for the 12 . 48 acre lot.
Don Barber said that the piece of property to be subdivided is very wet most of the year and that it
was used for pasture for over forty years .
Susan reported that there are two (2) seasonal residences (one is a cabin) located on the abandoned
portion of the road at this time .
Resident' s Survey Update
Susan Beeners reported that a few of the members of the Planning Board attended Rolf Pendall ' s
class on Monday, November 16 , 1998 . ( Nancy Weitzel , Arch Dotson and Tom Chifalo) The class
was in the process of working in team projects . One class team is working with Bill Farrell and
Nancy Weitzel on agriculture in Danby .
Nancy Weitzel reported that she and Bill have met and are in the process of scheduling interviews
with local farmers and landowners whose land is used for agriculture activities . Students will be
involved in the interviews as much as possible .
Rolf Pendall ' s class will address the Planning Board on December 7 , 1998 at 7 : 00 P . M . for the final
report to the Board on the Danby Residents Survey . The Town Board will be invited to attend :

Susan reported that there are teams working on : j
1 ) Population projections
2) Housing - senior and affordable housing
3 ) Wastewater treatment and small plants for sewage disposal
4) Public Water - There was a lot of interest in the issue of public water - how to improve
and/or expand the West Danby Water District . The amount of development land in
the water district is very small .
5 ) Preservation of rural character (was big on the survey)
Tom Chefalo reviewed with the Board proposed maps produced by Tompkins County Planning for

the development of templates and overlays for the comprehensive plan. Maps will also be included
in the final report of the Danby Residents Survey .
Tompkins County Planning Federation Report :
Linda Hansen reported that at the Tompkins County Meeting there was discussion on logging and
forestry management of area woods land is maintained. The County is working on the development
a County wide zoning map and there is a digital GIS of the City of Ithaca on the Internet . She
reported that there are many grants and foundations available through grants and foundations and that
our "Revitalization Project", is a plus in application for finding .
Other Reports :
Olivia Vent reported that she has received information for potential grant sources through the
Transportation Council and that a Transportation Community and System Pilot Program could be
appropriate for the Danby Hamlet. Cooperative grant applications with other municipalities are
sometimes priorities for funding. She has received information on three grant programs the Town
may want to consider for application .
Approval of October 26 , 1998 Planning Board Minutes :
A motion was made by Robert Roe and seconded by Nancy Weitzel to approve the October 26, 1998
Planning Board Minutes .
A vote on the motion resulted as follows : Carried Unanimously

SPECIAL MEETING
NOVEMBER 18, 1998 - 8 : 00 A.M.
PRESENT :
Supervisor Kenneth Horst
Councilpersons : Joel Gagnon, Edward Inman, Naomi Strichartz
ABSENT :
Councilperson Steiner (Excused)

A special meeting of the Town Board was scheduled by Supervisor Kenneth Horst at the request of
the Town Councilpersons regarding a change of editor for the Danby Area News .
Supervisor Horst called the meeting to order and read a portion of the State Law requirements for
calling a special meeting . He was notified on Sunday evening, November 15 , 1998 that the Board
was requestinng a special meeting. It was not possible to get written notice to Board Members two
(2) days in advance of the meeting. If all members of the board are not in attendance then there can
be no meeting . He postponed this meeting to Monday, November 30 , 1998 at 8 : 00 a.m . so that
proper notice of meeting can be made .
Supervisor Horst said that there would be no further discussion until all members of the Board are
present and there is an official legal meeting.
