Sczepanski - Town Clerk Susan Beeners - Code Enforcement Officer Members of the Public: l Judy VanDermark, Toni McBride, Esther Dotson, Elizabeth Owens-Roe, Mary Lou Hardesty, Mary Oltz, Linda Howe, Faith Chase, Ted Jones, Dorothy and Willard Daetsch, Pat Woodworth, Ernest Payton, George Payton, Jim Houghton, Charles Tilton Public Hearing Declared Open Supervisor Kenneth Horst declared the public hearing open at 7 : 05 p .m. and read the following "Notice of Publication" : "NOTICE IS HEREBY GIVEN that the Preliminary Budget for the Fiscal Year 1999 will be completed and filed in the office of the Town Clerk at 1830 Danby Road, Town of Danby, Ithaca, New York, where it will be available for inspection after October 29, 1998 , 9 : 00 a. m . to 4 : 00 p . m. , Tuesday through Friday and 9 : 00 a.m . to 12 noon Saturday . FURTHER NOTICE IS HEREBY GIVEN, that the Town Board of the Town of Danby will meet and review said Preliminary Budget and hold a Public Hearing thereon at the Town of Danby Town Hall , 1830 Danby Road, Ithaca, New York, County of Tompkins at 7 : 00 P . M . on the 4th day of November 1998 . Citizens attending the hearing have the right to provide written and/or oral comments and ask questions concerning the entire budget. Pursuant to Section 108 of the Town Law that the following are the proposed yearly salaries of elected town officials of the Town of Danby : Supervisor $ 10,609 Town Clerk/Tax Collector $ 15 ,000 Highway Superintendent $ 34 , 000 Town Justices (2) (Each) $ 4 , 500 Town Councilpersons (4) (Each $ 1 , 737 By Order of the Town Board Carol W . Sczepanski, Town Clerk Dated : October 27 , 1998 Published : October 29 , 1998 " Supervisor Horst reported that the Town Board has held several work sessions in preparation of the budget and that the Preliminary Budget as presented tonight shows a tax increase of 1 . 96 % . Danby Area News Funding Danby Area News Editor, Elizabeth Owens-Roe - 1820 Danby Road -- addressed the Board and thanked Councilperson Gagnon and Councilperson Steiner for alerting her that the Danby Area News Budget was being cut by approximately 60% . The following members of the public addressed the Board regarding the funding for the Danby Area News Flyer and the Danby Area News : Esther Dotson - 246 Updike Road 2 Public Hearing Minutes Preliminary Budget 1999 November 4, 1998 Judy VanDermark - Community Council President Mary Oltz Toni McBride - Danby Resident Pat Woodworth - 305 Gunderman Road Mary Lou Hardesty - 50 South Danby Road Dorothy Daetsch - 1344 Danby Road Willard Daetsch - 1344 Danby Road Ernest Payton and George Payton Other Public Comment Mary Oltz - 1873 Danby Road - would like to know if the Board intended to put Capitol Reserves into the Highway Funds in the budget and does it include a salt shed for the Highway Department . Linda Howe - asked for clarification of adjustments included in the Preliminary Budget. Charles Tilton - 305 Gunderman Road - wants the possibility of using the World Wide Webb for both the Danby Area News and the Flyer . Supervisor Horst said that the budget is not final and that the Town Board would take into consideration what the public has told us tonight in terms s on this budget and it' slnotloveg the budget. The Board has worked very hard and spen t lot of hour s yet. We know we can' t make everybody and hope that we have a good budget for 1999 .
