ADJOURNED BOARD MEETING
June 25 , 1976 - 12 : 00 noon
At an adjourned meeting of the Town Board of the Town of Ithaca ,
Tompkins County , New York , held at the Town of Ithaca Offices at
126 East Seneca Street , Ithaca , New York , on the 25th day of June ,

APPROVAL OF E111PLOYMENT OF BOOKKEEPER/
SECRETARY FOR TFX BOLTON POINT PROJECT
Supervisor Schwan reported that the Southern Cayuga Lake
Intermunicipal water Commission has recommended the employment of
a bookkeeper/secretary on a part time basis for the Bolton Point
project . It is necessary that the Town of Ithaca adopt a confirm-
ing resolution since the Town of Ithaca has been designated the
" Employer " in connection with the Bolton Point project . This was
done in order to comply with the requirements of the Social Security
Act .
14otion by Supervisor Schwan ; seconded by Councilman Powers ,
RESOLVED , that the Town Board of the Town of Ithaca , upon the
recommendation of the Southern Cayuga Lake Intermunicipal Water
Commission , hereby establishes the position of Bookkeeper/Secretary
for the Bolton Point project and approves the employment of a per-
son to occupy said position .
Unanimously carried .
CONDE"INATION OF ITHACA ELM MAPLE HOUSES , INC .
The Supervisor noted that all the other municipalities
involved in the Bolton Point project ( Lansing , Dryden , and the
Village of Cayuga Heights ) have adopted resolutionstauthorizing
the Supervisor/Mayor or the Supervisor 6i?' Deputy Supervisor of
the towns to take whatever steps are necessary to prosecute and
complete any condemnation of an easement through lands of Ithaca
Elm-Plaple Houses , Inc '. , and that the Town of Ithaca should do the
same . Therefore ,
Motion by Supervisor Schwan ; seconded by Councilman McElwee ,
WHEREAS , it is required by the several municipalities com-
prising the Southern Cayuga Lake Intermunicipal Water Project to
condemn an easement for an underground water transmission line as
shown on easement map 093 , made by Lozier Engineers , Inc . dated
September 6 , 1974 , together with such temporary easements as may
be required , including those shown on said easement map , and

WHEREAS , the Southern Cayuga Lake Intermunicipal Water
Commission has offered the sum of $ 385 . 00 to the owner of said
premises for the purpose of acquisition of said easement , but
WHEREAS , it appears that it will be 'necessary to commence
an action to condemn such easement pursuant to the condemnation
law of the State of New York or such other statutes as may be
applicable ,
NOTr7 , THEREFOPE , it is resolved that
1 . The Southern Cayuga Lake Interrs.iunicioal Water Commis -
sion continue effortsjto acquire the easement described above for
such amount as the said Commission shall recommend , and
2 . Proceedings be co . : enced to acquire by condemnation
the easement described ' above , and
3 . The Supervisor or Deputy Supervisor of the Town of
Ithaca which has beeniithe agent and coordinating agency for acquir -
ing easements and other interests in land in behalf of all of the
municipalities comprising the Southern Cayuga Lake lntermunicipal
Water Commission be and , he is hereby authorized to execute any and
all petitions , complaints or other procedural documents which may
be required in order to commence , prosecute and complete any such
condemnation proceedings , and

The meeting was duly adjourned at 12235 p . m . to June 28 ,
1976 at 5200 p . m . The Board then went into executive session .

Highway Barn Site Selection , The Board discussed four
possible sites for the hig way maintenance facility , one involv-
ing condemnation proceedings . Town Attorney Buyoucos explained
the steps and time table involved in a condemnation proceeding .
Mr . Fabbroni recommended ended a public informational meeting as soon
as possible to inform the public before settling on any one site

Public Auction . The Board reviewed the conditions of sale as
prepared by the Town Attorney .
Highway Barn Auction . The Town Board set the minimum
price for which it would sell the present facility . Councilman
McElwee retired from the meeting before this discussion took place
since he was a potential bidder on the property .
