ADJOURNED BOARD MEETING
June 8 , 1976 - 8030 p . m .
At an adjourned meeting of the Town Board of the Town of Ithaca ,
Tompkins County , New 11York , held at the Town of Ithaca Offices
at 126 East Seneca Street , Ithaca , New York , on the 8th day of
June , 1976 , at 8030 p . m . , there were
PRESENT : Walter J . Schwan , Supervisor
Andrew W . McElwee , Councilman
Noel Desch , Councilman
Catharine A . Valentino , Councilwoman
Shirley Raffensperger , Councilwoman
ALSO PRESENT : Lawrence P . Fabbroni , Town Engineer/Building
Inspector
ABSENT . Victor Del Rosso , Councilman
Robert N . Powers , Councilman
CITY/TOWN NEGOTIATIONS
The Board discussed the negotiable items between the Town
of Ithaca and the City of Ithaca which must be resolved with re -
gard to the change -over to the Bolton Point water system . Super -
visor Schwan said he 'would put together a fact sheet for the Board
on these items .
PURCHASE OF WATER DIETERS
Supervisor Schwan reported that the City of Ithaca will
sell to Southern Cayuga Lake Intermunicipal Water Commission all
the water meters outside the City of Ithaca , together with related
meter cards , meter records , curb box locations , strip maps of the
system , including wall map , computer data and the computer program
for the sum of $ 120 , 000 . No decision in this matter has been made
by the Intermunicipali! Water Commission .
HIGHWAY MAINTENAi=ICE FACILITY
Councilman Desch reported that four excellent proposals
have been received ° '( 1 ) Tallman & Tallman , - Architects , ( 2 ) Egner
& Neiderkorn Associates , ( 3 ) J . Victor Bagnardi , � Architect , and
( 4 ) John A . kacNeill , Jr . An additional proposal will be received
from Fred H . Thomas Associates , Professional Consultants , ,. Archi -
tects . No decision was made at this time by the Board as to which
proposal to accept . However , the Board did act as follows * , %
Motion by Supervisor Schwan ; seconded by Councilwoman Valentino ,
WHEREAS , the Town of Ithaca solicited professional con -
sulting proposals for „ services for complete design and construc -
tion supervision of a ° new Town of Ithaca transportation mainten -
ance facility , and
WHEREAS , the Town of Ithaca did receive proposals based on
a detailed Scope of Services from the following consultants *

& Land Surveyor ;
J . Victor Bagnardi , Architect ,
Tallman and Tallman Architects , A . I . A . ;
Anton J . . Egner & Associates , Architect ; and

WHEREAS , the' Committee of the Town Board of the Town of
Ithaca has studied e'lach proposal thoroughly and has chosen the
best proposal ,
NOW , THEREFORE , BE IT RESOLVED that the Town Board of the
Town of Ithaca authorizes its designated representative along with
the Town Engineer t6 enter into a professional services contract
with the selected consultant to complete design drawings and spe -
cifications and to generally supervise construCt.ion for the new
Town of Ithaca Transportation Maintenance Facility to be located
on Seven Mile Driveoi
Unanimously carried .
There was discussion of an alternate site for the Highway
Maintenance Facility 'il ( alternate to the Seven Mile Drive site ) .
It is a site close to Bostwick Road ( also on Seven Mile Drive ) ,
owned by Millard Brink * There are about four or five acres avail -
able there .

uncilwoman '�IRaffensperger recommended making a formal
inquiry of the County as to whether they have land they are will -
ing to sell the Town 'd ( for a highway facility ) - - even though the
chances seem remote at this time . It was agreed that Mr < Fabbroni
would contact Mr . Howard Stevenson , Tompkins County Commissioner
of Public Works , to determine whether the County has land available
which is functional for a highway maintenance facility . If so ,
then Supervisor Schwan will follow up the matter with Hugh So Mac -
Neil , one of the Town ° s representatives on the County Board of
Representatives .
Councilman Desch said that at the next regular Board
meeting a budget must be established for the highway maintenance
facility project ,
RESOLUTION ON JOINTLY OWNED AND ADMINISTERED
CITY/TOWN SANITARY SEWAGE TREATMENT FACILITY
Supervisor Schwan read a 'resolution adopted by the City
of Ithaca Common Council at its meeting of June 2 , 1976 endorsing
and supporting contract negotiations of a jointly owned and ad -
ministered City/TownlSanitary Sewage Treatment Facility , and recom-
mended that the Town4Board adopt a reciprocal resolution .
Motion by Supervisor )^Schwan ; seconded by Councilman McElwee ,
WHEREAS , the consulting engineering firm of O ' Brien & Gere
has recently complete;;d a comprehensive sewage study for Tompkins
County area needs as 'commissioned , by the County Sewer Agency , and
WHEREAS , the recommendations outlined in the report have
given the Ad Hoc Sewer Committee suggested options for inter -
municipal cooperation9 in the expansion and modernization of the
City of Ithaca treatment facilitie°s ,
NOW , THEREFORE , BE IT RESOLVED , that this Town Board here -
by endorses and supports contract negotiations of a jointly owned
and administered City/Town Sanitary Sewage Treatment Facility .
Unanimously carried .

REVENUE SHARING
Supervisor S,I;chwan reported that at a hearing about a y ear
ago the Town adopted! a resolutions after a public hearing , to
obligate the balance of revenue sharing funds to the highway barn
project .
Motion by CouncilmaniDesch ; seconded by Supervisor Schwan ,
RESOLVED , that the b,'alance of Revenue Sharing funds available
under Entitlement Period Seven in the amount of $ 45 , 555 is hereby
obligated to the Town of Ithaca highway maintenance facility .
Unanimously carried .
